Why not use a condom?

According to National College Health Assessment that UMBC Undergraduate students were randomly chosen to participate in the spring of 2011, it stated that only 50.6% of students use a condom for vaginal sex, 5.8% use condoms for oral sex and 27.4% use condoms for anal sex.
The US has the highest rates of sexually transmitted infections and unplanned teen pregnancies in the developed world. Just at UMBC, University Health Services has seen an alarming increase the number of positive cases of chlamydia and gonorrhea as a result of students not using condoms.
What do you think is the top inhibitor to students using condoms at UMBC?
