People Aren't Wrapping Up Because of Romance Novels

Basically, it says that women are using condoms less due to the romance novel fantasy. Thoughts?
1 out of every 4 people in the US has/had a sexually transmitted infection. HIV rates are skyrocketing across the US - DC and Baltimore are both in the top 10 for cities with the highest HIV infection rates for the entire country.
How can people in today's culture feel more comfortable using condoms and advocating for safer sex practices, regardless of their sexual history? In Europe, young adults find it completely normal to carry around condoms and to protect themselves. Why is that different in the United States?
