Would this work at UMBC?

Harvard Business School has a communal definition of leadership: "Leadership is about making others better as a result of your presence and making sure that impact lasts in your absence." They hold students responsible for the impact their behavior has on others. Those who violate that principle, or even host an event where that principle is violated, are held accountable.
Administrators have seen collaboration, campus satisfaction, and acceptance of others skyrocket.
Why do you think is simple idea changed the Harvard culture to such an extent? Would this work at UMBC?
