What should we expect in computational literacy?

Today, we expect everyone to be literate, to be able to both read and write. This was not always so. 300 years ago most people could not and had to pay someone to read a document or write a letter for them. Many are now asking if everyone should have a fundamental literacy in computing and to be able to both read and write simple computer programs.
