Access to Adobe Software as Student? Also, Web-app Dev Help.

As a UMBC student, do I have access to the full versions of the Adobe suite of software, specifically Dreamweaver. If so, could someone show me how to access it?

Also, for those experienced web-app developers, what tools would you recommend for someone like myself looking to get into cross-platform HTML5 based web-app development. I've had exposure to PHP, mySQL, HTML, and am very experienced with Java and Android. Where can I start?
