At risk of financial exposure?

In accord with a 1992 ruling, the New York Police Department has been instructed that they may not arrest women who publicly expose their breasts if it is for non-commercial activity and does not attract a crowd.
The most recent impetus was performance artist Holly Van Voast's willful self-exposure, 10 arrests, police detention, and recent successful lawsuit. Voast's breast-baring is a protest against social norms and seems uninformed by the 1992 court decision.
The fallout from this decision is expected to center around a slight upsurge in sun screen lotion sales and a large upsurge in right wing hand wringing.
More generally, public breast-feeding can no longer be subject to censure.
