In short this guy figured out how to use, or more so decided to use a 3d printer to make a "gun". In the beginning it would break after 30 shots, he now claims hes altered the plans and can now shoot over 600 rounds with out fault.
The lower of a rifle is what is regulated, but homemade is not regulated and is legal to produce. He has also made these files open source so anyone can download them.
