What is the UMBC policy on bad professors?

What is the recourse for students to report bad professors at UMBC if it collaborated by evidence and student testimonies (Many students)?

Well they have to have a no-retaliation policy for a report/complaint made in good faith. Believe me, I understand the predicament you are in. After this class, will you ever have this prof again? Will there be a point where this is the only prof teaching a course you need?
Now as far as the student mysteriously failing, there are also steps with that. The university has a policy on "arbitrary and capricious grading". Certainly a student who can show that they passed exams and showed up for class, doing required assignments has a good case. If you are in a class where papers are the main portion of the grade, you have a right to request that your paper be reviewed another prof in the department. In fact that is the policy. If you receive a failing grade on a paper/assignment, and you feel the grade is not warrented, by following the proper steps you can be assured that another prof will reveiw the paper as a type of mediator.
All of these steps allow for appeals as well. So you can keep going up and up, but of course at some point you really have to have some good proof. Make sure your tests are graded properly. Make sure you get help at the test center or whatever to show that you took steps to be proactive about your grade. If your papers are being shredded without warrent, ask for a second opinion. If you must give a presentation, have someone film it so you have video evidence that (once again) another prof could theoretically review if necessary.....
It isn't an easy thing to do, by any means. So the best thing you can do for yourself (and it sounds like other classmates) is get your ducks in a row and approach this very professionally. Your argument will fair much better if you stick to the facts and follow the protocol as laid out by the Uni.
