who is concerned about analysis of parking on campus?

I am a current undergraduate student at UMBC. I am taking Eng 393 and we
have an analysis report due on December. My analysis topic is about
parking on campus.
My analysis report is based on the parking problem on campus at UMBC. problems relate to:
parking space (take too long to find a parking space, not enough parking space),
parking location( far away from class)
the impact on commuter:
waste time, waste gas, late for class, get ticket.
Because of this, i have to find out who will be concern about this analysis report( who i am writing to/ who will read my report). If you know the name and the department, please let me know. Thanks a lot! I will appreciate with your help
