For the first time, the 2011 Country Report on Human Rights Practices of China released May 2012 by the U.S. State Department discussed forced organ harvesting of Falun Gong practitioners.

On Sept. 12, 2012, the U.S. House Committee on Foreign Affairs heard testimonies that between the years 2000 and 2008, around 65,000 deaths of Falun Gong practitioners resulted from forced organ harvesting. 

There is mounting evidence that China's state-run hospitals routinely extract organs from living Falun Gong practitioners without consent and sell them as transplants. Each transplant of a heart or liver can provide more than $100,000 in revenue, making it a very lucrative activity. Further, strong evidence exists that Wang Lijun, Bo Xilai, and Zhou Yongkang have been personally involved in the organ harvesting business.  

At a U.N. Human Rights Council panel in Geneva on Sept. 18, 2012, Ms. Guo Jun, editor-in-chief of The Epoch Times (Chinese edition), spoke about her work. She said, “In our investigation, we found that prisoners, detained in labor camps and jails, were almost the sole source of transplant organs in China. The vast majority were practitioners of Falun Gong, a Chinese spiritual practice.”

In response to reports of forced organ harvesting in China, legislation has been
enacted in countries such as Canada, Israel, Italy and Belgium that prohibit
brokering sales of organs, reimbursement of transplantation performed on their
citizens in China, and the training of Chinese surgeons in the home country. Their concern is that China is taking the organs from executed prisoners, many of whom are prisoners of conscience.

The international standard agreed to in the Declaration of Istanbul in May 2008
declared that organ trafficking and transplant tourism should be prohibited. The
Declaration also states that organ transplantation must be conducted with the
donors’ personal consent and that donors absolutely cannot be death row inmates.  

This is a very serious issue, and raising awareness of the situation would be
