"High Pressure Groups"
Why doesn't UMBC just call them cults?

This is in reference to a UMBC wide email about "High Pressure Groups". Upon looking at the link provided, it seems to me to describe cult groups. I have three questions: 1.) Why doesn't UMBC just call them cults? 2.) Is this a problem at UMBC? 3.) What are the high pressure groups on campus? Please share your thoughts.
