What is the difference between DROP and CANCEL registration?

The webpage with Spring 2011 dates and deadlines states:
ADD/DROP - October 29, 2010 - February 8, 2011 (For students enrolled for Spring 2011)
LAST DAY TO CANCEL SPRING 2011 REGISTRATION - January 25, 2011
Since the deadlines are different, I'm guessing that DROP and CANCEL mean different things.
I'm registered for one course, and I'm considering dropping it (or canceling), but I'm still trying to decide.
So I'd like to know what is the last day to do it without having to pay tuition.
This question hasn't been answered yet.
