Financial Aid Appeal

Hi everybody,
My financial aid counselor and her supervisor still need document of proof even though I already submitted my explanation letter to them " why I failed to register with the selective service system"
I do not know what else to do! I came to the States after my 26th birthday that means I do not need to register with the selective service! I requested selective service to give me an exemption letter and , I do not know whether they sent it to me or not.
How do I file an appeal? Do I need to see the director of financial aid office?
Please, please help me and advice me what to do.
