Financial Aid Problem

Hi everybody,
I am a transfer student from a community college in fall2012. I have applied for financial aid for 2012-2013, and the office asked me to enroll in the selective service system. The problem is I came to the State illegally after my 26th birthday. That means there is no proof of document stating my entry date to the State. So I do not need to enroll in selective service. Now, I am a neutralized citizen through the political asylum.
I wrote a statement and explained the financial-aid office about my situation and notarized it. Luckily, on my orientation day, I had a chance to talk with my financial-aid counselor, and she told me that she had to talk with her supervisor, and everything should be fine.
However, when I look up my financial-aid account after two days, meeting with her, it was still empty, and I was not awarded any grant. My questions here are, do I need to wait longer or file a complain?
If I am not awarded financial aid, if there any chance, I could get any other loan?
If I am supposed to be denied the financial aid, should I expect a denial letter or email?
