Who should i talk to?

I had an 85 in my econ class. My professor told us the final would be online last tuesday from 9-1pm. I spoke to him about not being able to do it at that time, and like he did with many others, he said he would let me take it later on.
I emailed him to remind him days before he put up the exam. After the exam was past due, i emailed him 6 times. He put up the grades today and he gave me a C.
Who can i talk to about this?
I dont think it is fair that he didnt answer any of my emails and gave me a C.
Im not the only student he did this to. =/
