Graffiti: Art or Not?

Graffiti is a fact of life in public places across the globe, whether scrawled in ballpoint pen in a bathroom stall, or spray-painted over the entire wall of a building. Some graffiti sports beautiful designs in eye-catching colors, while others are considered obscene. Some people call it art, others call it vandalism.
Is graffiti art or not? What do you think?
