Who would I direct a proposal for the dorms to?

Hello,
For my final project in my English 393 class I have to write a proposal to UMBC. My idea was to try and get a policy changed for something in the dorm rooms, but I am unsure of who I would address this to? I looked on the residential life website, and found the contact list, but I am unsure of who I would need to contact? Does anyone have any idea?
