Visual Concepts $35 Fee in all classes?

For me its three classes. Why isn't this included in tuition?
edit. Just seems like a pain to have all these students put money on their cards then run them through each class.

This fall, we are initiating a policy of charging a $35 fee for
students of all Visual Concepts classes. This fee will cover the use
of consumable materials and general wear and tear on facilities and
equipment. A student taking two different VC courses will need to pay
