Undergrad Biomedical Engineering / INDS?
How does one go about "creating" a major?

Hello,
My name is Sarah, i'm a high school senior, thrilled to be accepted by UMBC! I have two major academic passions - biomedical engineering and deaf studies. While browsing UMBC's undergrad majors, I see that Biotech/Bioeng is only offered at the graduate level (still differs from BME, but it's close). While stumbling upon the INDS page, I see that biomedical ethics is an IND, but no sight of "engineering".
Thus, my question is, what is the process in creating an IND major? As an undergraduate, could I create a biomedical curriculum and graduate with a BME degree? Deaf studies I can understand not working, as it requires particular courses. But BME is comprised of various pre-existing engineering and bio courses, and I would be more than happy to put the time into configuring something that works.
