Is a lot of noise cool? or what?

Of course everybody knows its polite to talk and giggle loud in the library, because .... ? Even ..... squeal real loud?
But is there ANY noise that's actually too loud to be considered highly considerate in the library, or is it our job (anyone who needs quiet to concentrate) to hustle up to the quiet floors instead?
