Computer Science: Lack of upper level courses

It's that time of year again when students are signing up for classes, waiting and waiting until your registration appointment begins(you see the squirrels prancing around campus happy as can be). Your appointment is next and you have all your whole schedule laid out and only a couple classes are wait-listed. Then next thing happens and you realize oh 5 minutes before your registration appointment there are no upper level computer science classes... who would've figured... Every year someone posts a discussion like this and I decided I would be the first this semester.
Time and time again are there no upper level courses and I have to wait weeks before the next semester starts to find out I'm in the class I have been waiting all break to be in. Isn't anybody tired of this? I mean we pay tons of money to be at this school, so why are we not getting the classes we need to fulfill our graduation requirements? We can all survive not taking classes like CMSC304, but when there are pre-requisite classes I need to take, well that we should not stand for.
Please voice your opinions as none of us should have to go through this. Over $20,000 a year and they're struggling to give us what we deserve.
