What does it mean to be a natural-born citizen

As many of you might already know Ted Cruz has decided to run for president. What many of you might not know is that he is Canadian born. This is kind of ironic when one considers that his Tea-party base was critical of Obama and accused him of being born in Kenya(which he was not) and therefore should not be allowed to be President.
Technically all one needs to be President is to be a natural-born citizen. Many think that this mean you have to be born on US soil. This is not true though. What it actually means is that one of the parents has to be a citizen at the time of the child's birth. So this legally allows people like Ted Cruz to run.
So the question to all of you is should somebody born outside the US be allowed to run for President. Feel free to discuss below.
