Israeli Soldier found not guilty of killing 13 year old girl

In 2005, an Israeli Soldier identified as "Captain R", was with a team searching through an area and not only murdered an unarmed girl, but emptied his entire rifle clip into her. The girl, 13 year old Iman al-Hams, was reported to be terrified before she was brutally killed. The ones reporting this to Captain R were the Israeli watchtower military personnel. Captain R knew full well who this girl was and whether she was armed or not and proceeded to kill her anyway. She carried a schoolbag and was well over 100 yards away from the military post itself. After the first round of shots were fired, Iman dropped her bag, which was then shot by the Israeli forces. The bag did not go off and it was revealed that no explosives were inside of it. Iman began to get away from the army after which Captain R shot hr twice in the head according to witnesses. After that, he then walked away at first, but then turned around and unloaded his clip into her. She had no explosives, no weapons, and there were no soldiers or terrorists waiting in ambush using her as bait. Rather than stop and question what on earth had just happened, the only thing that Captain R was asked to do was to confirm the kill.
In the aftermath, Captain R was quoted as saying that he would have done the same thing if she were three years old. This quote was from the tape recording that chronicled the incident, and took place after the kill was confirmed.
When brought to trial, it was most telling that Captain R was not charged with murder or even serious misconduct of any kind after a special investigation was launched. He was only charged with "illegal use of his weapon, conduct unbecoming an officer and perverting the course of justice by asking soldiers under his command to alter their accounts of the incident." He was acquitted of all charges.
So tell me, how are atrocities like this possibly done in self defense?
