How can I get money back when the vending machine steals it?

I haven't had this happen during normal semesters, but during the winter whoever is in charge of putting change in the vending machine.... isn't doing it. I lost a dollar last week when I put $2 in to try and get 2 snacks (no change). And a different vending machine stole my money again today when I put in $5 to get a $1.25 snack (only got $0.75 in change). See the below video of me getting a snack to see what happened. So how can I get my $4 back? Who can I talk to?
