Can freshman submit a Retriever project idea?

I remember my tour guide telling me a bit about the Retriever Project but unfortunately I can't find any guidelines or requirements from the UMBC website. I would really appreciate any information or links on it, thank you!

Prove It! is our campus-wide community initiative program where students submit ideas - the idea(s) with the most votes gets funded. This past year, we got funding to start a community garden, which is gonna be AWESOME.
