Flex insufficient funds?

So I frequently get this issue at the vending machines where it'll tell me PLAN 35 INSUFFICIENT FUNDS even though I've got like fifty dollars in flex on my account - and I'm pretty sure I've used flex on a vending machine before.
What gives, exactly? I have less than 2$ in a campus cash account I was forced to use so I could print documents when I had no printer, but because there's a minuscule unused balance there, I can't use my flex when I want? What's up with that?
