O'Malley signs tuition break.

Today where I work a resident handed me the paper and on the front is O'Malley signs tuition break so being a college student I hoped something was signed to lower cost of anything. Turns out he signed a break for undocumented immigrants to receive discounts at colleges and universities. I do not understand and I am hoping someone can clear this up for me, aren't they illegal immigrants? So them being in this country is illegal... but now they can use that to get into colleges? Usually when something is illegal you get arrested. I do believe everyone should receive some level of education, but why not just become a legal citizen? And is this fair to the people who leave their homes to come here legally for an education? I am very confused on all of it, part of me wants to be angry and just say catch them and throw them out but the other part of me believes everyone should have a chance to better themselves. After this was passed people collected signatures to have it put on the 2012 ballot something tells me I will be sitting in the booth having arguments with myself... can someone maybe clear this up or make some sense out of it for me?
