A better way to do course evaluations
There has to be a more efficient way

So, this is my first semester here at UMBC and the process for course evaluations seems a little bit behind the times. One of my professors said that it's the same evaluation sheet that they had when she started teaching at UMBC 20 years ago.
At my pervious college, course evaluations were made online and the comments and questionnaire were made available for both the professor and the administration. From what I understand, the comments are only given to professors.
I think that the questionnaire is insufficient for evaluations. Personally, I was really unhappy with one of my professors and I wanted his superior to be able to see the comments I made. The questions also did not address some problems that we might have with our professors: not starting and ending class on time, not giving back exams on time, ect.
Any way to get some backing to get this changed?
If evaluations were made online, we wouldn't waste class time (30 minutes in this professor's case) and we could do the evaluations on our own time.
