One Transcript for $ 8?

Can someone explain to me why UMBC registrar is charging me $8 for my own transcript? It would make sense if I were ordering the transcripts online, bc then I would have to pay for the online services. But still $ 8 per transcript does not make sense.
When I asked why I was being charged $ 8 for my own transcript...my own sweat, I was told it is because they are contracting with a third party. Who gave the third party permission to view my transcript?
I did my undergraduate in NY, a highly taxed state, however, last time I checked one transcripts would cost you $ 2 if you order online. However, in most universities you could just walk in, fill in a form and get your transcript printed.
If the registrar INSISTS on having a third party, I know of a third party that would charge $ 2 dollars per transcript. NOT $ 8. This is ridiculous!
