<Title>Tip of the Week: Questions About the Federal Hiring Freeze</Title>

    <div class="html-content"><h4>What does the hiring freeze mean for you?</h4><div><br></div><div><span><strong>What the federal hiring freeze means for students</strong></span></div><p>As one of his first acts in office, President Donald Trump on January 22 issued a <a href="https://www.whitehouse.gov/the-press-office/2017/01/23/presidential-memorandum-regarding-hiring-freeze" rel="nofollow external" class="bo">memorandum</a> to freeze federal hiring. This action halts the hiring of new federal employees, applies to executive branch agencies and aims to reduce the size of government. The freeze impacts hiring for civilian federal employees and exempts the military as well as national security and public safety positions deemed essential.</p><p>The hiring freeze is not indefinite. The presidential memo directs the Office of Management and Budget (OMB), in consultation with the Office of Personnel Management (OPM), to recommend a long-term plan in 90 days to reduce the size of government through attrition. The current hiring freeze will expire once this plan is in place, although it is possible the plan could continue a hiring freeze for certain positions until the size of the workforce is reduced.</p><p>OMB and OPM recently issued <a href="https://www.chcoc.gov/content/federal-civilian-hiring-freeze-guidance" rel="nofollow external" class="bo">guidance</a> for federal agencies to help clarify how the freeze should be implemented. Several agencies – such as the <a href="https://www.va.gov/opa/publications/factsheets/Signed-Exemption-to-Hiring-Freeze-Memo-with-Exempted-Occupations-1-27-2017.pdf" rel="nofollow external" class="bo">Department of Veterans Affairs</a> and <a href="https://www.defense.gov/Portals/1/Documents/pubs/OSD000999-17-RES-Final.pdf" rel="nofollow external" class="bo">Department of Defense</a> – also have released their own specific guidance on exemptions. Please note that there may still be uncertainty at some agencies as federal leaders determine how to apply aspects of the hiring freeze to their workforce. Here are answers to some of the top questions you may be getting from students on your campus:</p><ul><li><strong>Should students continue applying for federal jobs?</strong><ul><li>Yes! The freeze will eventually end and at that point applicants will again be considered for and offered positions. This may or may not occur in 90 days, pending the OMB/OPM plan. Many agencies may continue reviewing applications and conducting applicant assessments during the hiring freeze, although they cannot officially make offers until it ends.</li></ul></li><li><strong>What if an application is currently under review?</strong><ul><li>Students are encouraged to follow up with the HR contact listed on the job opportunity announcement to see where they stand in the process; however, many federal HR employees are waiting for specific agency guidance and may not be able to provide any additional information at this time.</li></ul></li><li><strong>What if a student has a job offer on the table?</strong><ul><li>Job offers made prior to January 22 with a start date before February 22 will be honored. Offers made prior to January 22 with start dates (confirmed or unconfirmed) after February 22 will be decided on a case-by-case basis and must be reviewed by the agency leader. Students in this situation should reach out to their federal HR point of contact for more information.</li></ul></li><li><strong>Are certain programs exempted?</strong><ul><li>Agency leaders can exempt positions deemed necessary to national security (including foreign relations) and public safety (including essential activities to the extent that they protect life and property). These exemptions will be decided on a case-by-case basis and students should check with agencies. Students who take unpaid internships may not be impacted by the freeze since they aren’t being brought on as full-time employees, but they should verify that with the agency. A more complete breakdown of relevant exemptions are noted in <a href="http://federalnewsradio.com/hiringretention/2017/01/latest-guidance-omb-lists-agency-exemptions-trumps-hiring-freeze/" rel="nofollow external" class="bo">this article</a>.</li></ul></li><li><strong>What about the Pathways Programs? Are they still hiring?</strong><ul><li>Pathways Internship and Presidential Management Fellows (PMF) programs are exempted from the freeze – great news for students and PMF finalists! These appointments are still provisional and conversion is not guaranteed, as noted in the <a href="https://www.chcoc.gov/content/federal-civilian-hiring-freeze-guidance" rel="nofollow external" class="bo">OMB/OPM guidance</a>. Pathways Recent Graduate positions are not exempted and are still subject to the hiring freeze.</li><li>Current employees under the Pathways Programs are still eligible for conversion to full-time positions. For example, a Pathways Intern or Recent Graduate currently serving in government can still be converted while the hiring freeze is in place, since these jobs often begin with a temporary appointment that is later converted to permanent.</li></ul></li><li><strong>I heard that national security and public safety careers aren't affected. Is that true?</strong><ul><li>Positions related to national security and public safety may be exempted from the freeze and are determined by agency leaders. Students should check with agencies to determine if hiring still is taking place for posted national security and public safety positions. More specifically, federal civilian personnel jobs for the Office of the Director of National Intelligence and the Central Intelligence Agency are exempted from the freeze, meaning they are still hiring – good news for students interested in intelligence and cyber careers!</li></ul></li><li><strong>Some students are now questioning whether they want to go into government. What can I tell them?</strong><ul><li>Our government hires for every skill and background imaginable – from engineers to nurses to zoologists to scientists to computer experts. There is a place in government for talented young people, and their impact serving our country can last for decades to come. Through administration changes and beyond, government will continue to need smart, strong and dedicated people to deliver important services for the American people. After a heated election season, emotions are high on both sides of the aisle, but our democracy is greater than the rhetoric and politics.     <div class="html-content"><div>The McDonnell Genome Institute at Washington University in St. Louis (genome.wustl.edu) is seeking underrepresented students for the Opportunities in Genomics Research (OGR): Undergraduate Scholars program. OGR Undergraduate Scholars is a 10 - week summer program that includes mentored research and enrichment activities such as GRE and graduate school preparation.</div><div><br></div><div><strong>DESCRIPTION:</strong></div><div>Programs are small and familial and provide individualized attention is a rigorous research environment.     <div class="html-content"><span><p><span>Annnnnd we’re back! Sadly, break is over, and I’m no longer able to spend my days binge-watching HGTV and Sherlock. Even so, I’m fairly happy that the semester has started up again. I had a reasonably productive break, but I am definitely ready to get back to having more structure to my days. </span></p><p><span><span>Which is what brings me to my concern about the summer. I can’t imagine doing absolutely nothing for three consecutive months, so I’m starting the application processes for a few different internships now. </span></span></p><p><span>I did a lot of my search for internships through the web. I’m interested in working in the public sector, so I was looking for very specific, government based jobs. It’s not hard to look up a specific department and add the word “internship” in a search engine. But I’m also trying to keep my options open and find internships in the finance field (I’m a political science, financial economics double major). </span></p><p><span>I’d be kidding myself if I said I knew what I was doing when searching for finance internships online. I’ve always been more proactive in my search for law-related internships, so this is a completely different ballpark for me. UMBCWorks has helped me a ton throughout this process because I’m able to search for jobs based on my major. </span></p><p><span>I’m also looking forward to the UMBC’s Spring Career and Internship Fair! I’ve been to a few information sessions on campus for some finance-based companies, but I haven’t gotten the chance to speak one on one with a number of different representatives in a variety of different fields. It’s the perfect opportunity for me, and other students, to get insight into the jobs available in the field their interested in!</span></p><p><span>The Spring Career and Internship Fair is Friday, February 17, from 11:30AM to 3:30PM in the RAC. Its snow date is February 24. </span></p><p><span>This is your time to meet with recruiters in almost any industry you can think of. These recruiters are looking for UMBC students to fill available positions, so this is your chance to make a lasting first impression and get one foot in the door. A list of the recruiters coming to the Fair can be found </span><a href="http://careers2.umbc.edu/calendar/fairs/springcareerfair2017.php" rel="nofollow external" class="bo"><span>here</span></a><span>. </span></p><p><span>To get ready for the fair, get your resume in its best shape! Drop- in hours at the Career Center are 2-3:45PM, Monday thru Friday, and 6-8PM in the Library’s Writing Center Tuesday and Wednesday nights. Tips on helping you perfect your resume can be found </span><a href="http://careers.umbc.edu/students/documents/resumes/" rel="nofollow external" class="bo"><span>here</span></a><span>.</span></p><p><span>Resume Rescue is also available for students on Tuesday, February 14! Resume Rescue is the day that the Career Center has extended drop- in hours.  From 10 AM to 4 PM, you can come into the Career Center and have an advisor bring your resume to life. </span></p><p><span>So far, one of my biggest regrets in college was not using the Career Center and its events during my first two years. The events and services the Career Center sponsors are prime opportunities for students to  take the next step in establishing their futures, and I wish I had figured that out earlier. </span></p></span></div>

<Title>Johns Hopkins Behavioral Pharmacology Research Internship</Title>

    <div class="html-content"><div><div><strong>Behavioral Pharmacology Research Unit</strong></div></div><div><br></div><div>For nearly 50 years, the Behavioral Pharmacology Research Unit (BPRU) has been internationally recognized as a center for excellence in the study of human behavioral pharmacology. For over 15 years the research internship program at BPRU has provided valuable research experience to over 150 students interested in clinical research. The internship program at BPRU is designed to provide direct experience in behavioral pharmacology and human research studies to interested students and recent graduates. Many of our students go on to graduate level academic programs and about one-half of our full-time research staff are former students. Students can expect to receive hands-on training in human subjects research, including training in Good Clinical Practices (GCPs), research ethics, clinical trial design, data collection, and behavioral assessment. Qualified students are encouraged to apply to internships for the Fall, Spring, and Summer semesters.</div><div><br></div><div><strong>What is the Behavioral Pharmacology Research Unit?</strong></div><div><br></div><div>The Behavioral Pharmacology Research Unit is a wide-ranging clinical research program that examines and studies substances of abuse.  Located at the Bayview Medical Campus in East Baltimore, BPRU is part of the Johns Hopkins School of Medicine, Department of Psychiatry and Behavioral Sciences.  BPRU is composed of teams of research staff who carry out and coordinate clinical trials under the direction of Principal Investigators. Under the supervision of investigators, postdoctoral researchers, and research coordinators, student interns assist in data handling, data collection, and subject recruitment. These teams conduct studies with both healthy and treatment-seeking research participants involving a vast array of substances (opioids, sedative-hypnotics, stimulants, hallucinogens, marijuana, nicotine, caffeine, alcohol, etc.).  BPRU is one of only a handful of laboratories in the country that directly studies such a variety of drugs, as well as administers them to human research participants under controlled settings.</div><div><br></div><div><strong>Major themes of BPRU research include:</strong></div><div><ul><li>    Clinical pharmacology of abused substances and of medications for treating substance abuse and dependence;</li><li>    Behavioral and pharmacological treatments for substance use and abuse, and integration of these two approaches;</li><li>    Abuse liability assessment of psychoactive substances;</li><li>    Behavioral and neuropsychiatric assessment of drug abusers and healthy volunteers, including psychiatric comorbidity and cognitive and psychomotor functioning.</li></ul><div><div><em><strong>APPLICATION DEADLINE:</strong> March 3, 2017</em></div><div><em><br></em></div><div><div><strong>Read more and apply via UMBCworks:</strong></div><div><ul><li><span>Log in via myUMBC &gt; Topics &gt; Jobs &amp; Internships</span></li><li><span>Make sure you have an approved resume under Documents.
