<Title>Update on sexual violence/misconduct prevention and response</Title>

    <div class="html-content"><table border="0" width="100%"><tbody><tr><td><table border="0" width="100%"><tbody><tr><td><div><div><strong>Update on campus initiative for sexual violence/misconduct prevention and response</strong><br><br>The UMBC community has opened a vital conversation about sexual violence/misconduct prevention and response on our campus. Students, faculty, staff, and alumni are speaking out and offering recommendations and partnership on these issues.The discussion has expanded to include healthy relationships and community safety and support more broadly. We are listening, and this input is guiding us as we move forward. <br><br>In September, President Hrabowski appointed a team to address some immediate needs in response to student concerns, while laying the groundwork to create a process for long-term change. This process has included ongoing meetings with shared governance groups, the We Believe You sexual violence survivors advocacy group, and other groups across the university. <br><br>We share below a new structure that is the outcome of this collective discussion as we move into the next phase of our work as a community. This initiative—based on input from shared governance groups and members across the UMBC community—is named <strong>Retriever Courage</strong>, reflecting our commitment as a campus to make a lasting impact on sexual violence/misconduct prevention and response at UMBC and beyond. Change requires the courage to speak out, to listen, to learn, and to take action. We must fully live our campus values—inclusive excellence, collaboration, innovation, and impact—to make UMBC a safer, more caring living, learning, and working environment for all. A new <strong>Retriever Courage</strong> website will document our community’s progress in this work and serve as a platform for ongoing communication, and we look forward to sharing it with you tomorrow.<br><br>In order to live out our campus values and do this work effectively, it is essential that we carry out this initiative with members of our community whose lives have been impacted by sexual violence, professionals who have dedicated their careers to understanding the nuances of these complex issues, and all interested individuals who are motivated to help work toward a better understanding of these issues on our campus.<br><br><em>Please contact your senate president (see below) to share feedback on the structure and to volunteer. </em>If you are not represented through shared governance, please contact <a href="mailto:retrievercourage@umbc.edu" rel="nofollow external" class="bo">retrievercourage@umbc.edu</a>. There are many <a href="https://t.e2ma.net/click/j553ub/nwtbnbb/rnp51m" rel="nofollow external" class="bo">resources available</a> on campus and in the community that offer confidential medical support, confidential psychological/emotional support, and interim protective measures (e.g., no-contact orders, housing adjustments, academic concerns). <Title>Update on Campus Sexual Assault Response/Prevention</Title>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,<br><br>We are writing to update you on the specific actions our university community is taking to better prevent and respond to sexual assault and keep our campus safe, through the collaborative work of the accountability team, student organizations, academic colleges, and faculty and staff groups. We have already received quite a bit of feedback and recommendations and we will continue to meet with students, faculty, and staff.<br><br>We invite you to <a href="https://t.e2ma.net/click/noffub/nwtbnbb/r3dvum" rel="nofollow external" class="bo">continue to support this work by sharing your thoughts and ideas</a>. The input and expertise of our community, along with external resources, will help us move forward.</span></div><ul><li><span>We have developed a scope of work for an outside expert or firm to review all aspects of our sexual misconduct prevention and response policies and training and awareness programs to help determine where we can learn from other institutions’ best practices and evidence-based research. We are also reaching out to national experts to identify potential consultants. Student, faculty, and staff advisory committees will guide this work.<br><br></span></li><li><span>Student leaders led a two-hour tour through UMBC’s main campus with President Hrabowski, members of the accountability team, and representatives from Facilities Management and UMBC Police to see where lighting needs to be improved. The Facilities Management team and police have repaired over 50 fixtures in areas of concern to students. Facilities Management will also add lighting around the Performing Arts and Humanities Building (PAHB), and from the PAHB to the main campus entrance circle, with construction due to begin in January and completion expected by June.<br><br></span></li><li><span>UMBC will issue new campus ID cards that include emergency contact information for quick access by students, faculty, and staff. We anticipate the new cards will be available in the spring.<br><br></span></li><li><span>Mandatory Title IX and sexual misconduct training and education will be required of all faculty, staff, and students, to expand on training efforts already underway. The resources required have been allocated for face-to-face training to complement online education, and we are working with faculty, staff and students to ensure that the training focuses not only on Title IX, but also more broadly on how each of us can support and appropriately care for our fellow community members.<br><br></span></li><li><span>UMBC Police are working with the Division of Information Technology to develop a safety feature on myUMBC that will allow students, faculty, and staff to quickly access emergency contacts and alert Facilities Management about campus lighting or building security problems.<br><br></span></li><li><span>New student resource guides are now posted in residence halls, and we are working with the community to develop additional posters, signs, and other resources for all areas of campus.</span></li></ul><div><span>Like all U.S. universities, we are also waiting to hear what changes the Department of Education Office for Civil Rights will make concerning how institutions address Title IX issues. We want to be clear that we will continue to take active measures to prevent and address all forms of sex- and gender-related discrimination and violence. We will update the community as more information becomes available.<br><br>The safety and wellbeing of our students and our entire community must remain our priority in the long term. This is just the beginning. We will continue to challenge ourselves to do better, and broader and far-reaching improvements must be made. We are deeply humbled to hear the stories and experiences of survivors on our campus and those who care about them. Through your stories and concerns we are learning how we can be better as a campus, which has helped us begin to move forward. <br><br>October is Relationship Violence Awareness Month, and we ask members of our university community to consider attending one or more of the <a href="https://t.e2ma.net/click/noffub/nwtbnbb/7vevum" rel="nofollow external" class="bo">trainings and informative workshops available</a>.<br><br>We encourage those who have observed or experienced sexual misconduct to seek support as needed at any time. Please note that the Clery Report tracks incidents based on location only—specifically those reported to have occurred on campus, in off-campus university buildings, in property owned or controlled by the university, or on public property immediately adjacent to the campus.</span><span><br><br>The report also includes information about UMBC policies and practices related to campus security and crime reporting. <Title>Update on campus conversation about sexual misconduct</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>We are writing to update you on important conversations our university community is having about campus response to sexual misconduct reports and making our campus a safer and better living, learning, and working environment for all. </span><br><br><span>We are grateful to those students, alumni, and other community members who shared their experiences in listening sessions, and through notes and online comments, this past week. We heard the urgency of working to more fully live out our UMBC values, and we are committed to continuing to work together to take action.</span><br><br><span>Yesterday, UMBC leadership, the Student Government Association, Graduate Student Association, We Believe You, Resident Student Association, National Pan-Hellenic Council, and Student-Athlete Advisory Committee hosted an open listening session where we had an opportunity to hear from our community. A recap of that event is </span><a href="https://t.e2ma.net/click/jt0ntb/nwtbnbb/jluhmm" rel="nofollow external" class="bo">available here</a><span>.</span><br><br><span>President Hrabowski has named a team to lead this work in collaboration with student, faculty, staff, and alumni leaders, effective immediately. This team includes Vice President for Student Affairs Nancy Young; Vice President for Administration and Finance Lynne Schaefer; Assistant General Counsel Morgan Thomas ‘13, political science; Chief of Staff Candace Dodson-Reed ‘96, English; Women’s Center Director and We Believe You Advisor Jess Myers; and psychology professor Christopher Murphy, whose research focuses on abuse and violence in intimate adult relationships. This group will be responsible for working with campus partners, thoroughly reviewing the recommendations we have heard, and keeping the campus informed of action steps.</span><br><br><span>In addition, President Hrabowski has begun initial steps necessary to engage an external review group. These experts will review our processes, facilitate dialogue, and help us move forward.</span><br><br><span>We will continue this open dialogue and invite all to share thoughts through </span><a href="https://t.e2ma.net/click/jt0ntb/nwtbnbb/zdvhmm" rel="nofollow external" class="bo">this webform</a><span>. <Title>Campus values and sexual misconduct</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>UMBC received notice this week of a civil lawsuit filed by two women alleging that the campus, Baltimore County Police, and others failed to properly respond to their reports of sexual assault in 2015 and 2017. While it is not appropriate for us to comment on specific litigation, it is essential to state that our campus is committed to safety and respect for all people and takes matters related to sexual misconduct very seriously.</span><br><br><span>Sexual assault is a deeply troubling issue. UMBC emphasizes both preventing sexual assault and responding effectively to allegations of sexual misconduct. Providing a safe, supportive learning community is our priority. This ethic of care for students, as well as compliance with Maryland and federal law, guides </span><a href="https://oei.umbc.edu" rel="nofollow external" class="bo">university policies and procedures</a><span> that address the reporting and investigation of sexual misconduct. </span><br><br><span>In addition, our Office of Human Relations and Division of Student Affairs support dozens of faculty, staff, and students involved in sexual assault prevention and response with ongoing training in best practices. This week, more than 125 colleagues participated once again in our annual </span><a href="https://news.umbc.edu/umbc-community-focuses-on-ethic-of-care-in-sexual-misconduct-response-training/" rel="nofollow external" class="bo">Title IX/Sexual Misconduct seminar</a><span> designed to continue to build our capacity to support all UMBC community members affected by sexual misconduct.</span><br><br><span>The University encourages those who have observed or experienced sexual misconduct to seek support as needed at any time. There are many </span><a href="https://oei.umbc.edu" rel="nofollow external" class="bo">resources available</a><span> on campus and in the community that offer confidential medical support, confidential psychological/emotional support, and interim protective measures (e.g., no-contact orders, housing options, academic concerns).     <div class="html-content">Invitations are going out soon to participate in the Maryland College Alcohol survey.  It is a <strong>short survey</strong> about how students drink. If you are invited to take the survey, your name will be entered to <strong>win one of 10 $50 gift cards to the UMBC bookstore</strong>.  No two students are alike, so your unique voice matters.  The Maryland College Alcohol survey needs to hear form all types of students.  Completing the survey is an easy way to help UMBC measure what is going on on our campus. All survey responses will be kept completely confidential and UMBC will not see your answers.  Surveys invitation will be sent out between February 17th and March 14th.
