Important Sexual Violence and Title IX Updates

We want to thank all of the students, faculty, and staff who shared their thoughts and concerns with us and who committed to being a part of improving the University’s response, including those serving on the Retriever Courage Implementation Team and committees.

In direct response to feedback we received, we are making structural changes by transitioning the functions of the Human Relations/Title IX Office to the newly created Office of Equity and Inclusion which will report to the Chief of Staff in the President’s Office. The Office of Equity and Inclusion will be responsible for promoting and coordinating the university's core values of inclusive excellence, equity, and diversity and will have primary responsibility for UMBC’s efforts under Title IX, including the University’s response to reports of sexual and gender-based harassment and violence.

Further, in response to recent changes in the University System of Maryland’s Policy on Sexual Misconduct, as required pursuant to current Maryland law (House Bill 913), the University has made a series of updates to the Sexual Misconduct, Interpersonal Violence, and Other Related Misconduct Policy. Key changes include:

A definition of Sexual Coercion added as a prohibited act of sexual violence;

Student’s rights to retain an attorney, paid for by the Maryland Higher Education Commission (MHEC); and

Identification of the nearest hospital(s) to campus to obtain a Sexual Assault Forensic Exam (SAFE).

Additional updates and changes to the policy and accompanying procedures can be viewed on the Human Relations website. We are still waiting to receive the final rules amending Title IX regulations from the U.S. Department of Education’s Office for Civil Rights and will share updates with the UMBC community as soon as they are available. The Implementation Team and USC will then seek feedback and revisions from all Retriever Courage partners and the university community. After that, they will recommend prioritized action steps to the University Council of Vice Presidents and Deans, who will review and sign off on proposed actions, which will then be submitted to the President for final approval.

We thank our consultant team, the Student Advisory Committee, and the Faculty/Staff Advisory Committee for these reports as we continue to address together how to improve community safety and wellbeing at UMBC.

We also thank the thousands of faculty, staff, and students who have participated in internal and external reviews and training sessions over the past year. Thank you for your commitment to making UMBC a safer and more caring living, learning, and working environment for all, including engagement with Retriever Courage, and for the input and suggestions you are sharing to inform this work. We will continue to provide updates on progress and ways to stay engaged.

We encourage those who have observed or experienced sexual violence/misconduct to seek support as needed at any time.
Educator/activist Ted Bunch speaks at UMBC

On April 22, Ted Bunch, an educator/activist and leading voice on male socialization and violence against women, spoke to a full house in the Fine Arts Recital Hall composed primarily of UMBC athletes. The talk was part of the Retriever Courage initiative and organized by the Office of the Vice President for Student Affairs, Athletics, and the student activist/advocacy group We Believe You. This event is one of the pilots being assessed in order to expand on prevention and awareness programs already in place at UMBC and compliments ongoing programming. In March, fraternity and sorority members attended a talk organized by Campus Life and given by Tim Mousseau, a survivor who researches and writes about sexual violence prevention, survivor support, and masculinity.
