<Title>Prof. Lincove publishes research on guaranteed admission</Title>

    <div class="html-content">This week, Public Policy Professor Jane Arnold Lincove <a href="https://journals.sagepub.com/stoken/default+domain/7zSBcbW3vhFc2RRVqAHH/full" rel="nofollow external" class="bo">published a study</a> in the peer-reviewed journal Educational Evaluation and Policy Analysis on guaranteed admission for low-income students.<div><br></div><div>Examining the tendency of low-income students to "undermatch," or choose colleges that are beneath their academic talent, Prof. Lincove and her collaborator, Kalena Cortes (Texas A&amp;M), found that guaranteed admission programs at state universities make it more likely that low-income students will choose schools that match their abilities. While low-income students are still more likely to undermatch than their affluent peers, the guaranteed admission program had a greater impact on their matching choices.</div><div><br></div><div>The study was also covered in <a href="http://blogs.edweek.org/edweek/high_school_and_beyond/2018/12/guaranteed_admission_helps_college_match.html" rel="nofollow external" class="bo">Education Week</a>.</div></div>

<Title>Prof. Curran publ. study on impact of "safe passages"</Title>

    <div class="html-content">Does the placement of hundreds of adult monitors on designated streets around schools reduce reported crime?  This is the question explored in a new study published this week in <em>Criminal Justice Policy Review</em> by UMBC School of Public Policy assistant professor F. Chris Curran.  <div><br></div><div>The study examines how the Chicago Safe Passage program, which places workers on designated “safe passage” streets around schools during morning and afternoon commute times, influences crime reported around schools.  “The Chicago Safe Passage program is remarkable in its scale, currently employing over 1,000 monitors and serving nearly 160 schools; yet, to date, little empirical research had examined school district claims that the program reduces crime”, notes Dr. Curran.  The study examines the 2013-14 expansion of the program which followed a wave of school closings in Chicago.  </div><div><br></div><div>The results provide mixed evidence of the program’s effectiveness at reducing reported crime.  “On the one hand, this research shows that Safe Passage may have reduced reported crime by 5 to 17% on designated street segments compared to blocks nearby”, Dr. Curran commented.  “However, the reductions were seen both on school days and weekends, suggesting that the effect may not be solely attributable to the presence of Safe Passage workers.  Furthermore, Safe Passage does not appear to have reduced overall crime around designated schools – with Safe Passage not appearing to reduce reported crime within a quarter mile of participating schools”, he added.  </div><div><br></div><div>The study provides the first peer-reviewed evidence on Safe Passage while also suggesting the need for future work to examine the program’s impact on academic outcomes like feelings of safety, attendance, and achievement.  </div><div><br></div><div>The full study can be found <a href="https://journals.sagepub.com/doi/full/10.1177/0887403418812125" rel="nofollow external" class="bo">here.</a>  </div></div>

    <div class="html-content">Public Policy Ph.D. alumna Dr. Sally Chan (Ph.D. 2017) has published an article  in the October 2018 issue of the <em><a href="https://www.jahonline.org/article/S1054-139X(18)30195-2/fulltext" rel="nofollow external" class="bo">Journal of Adolescent Health</a></em>. The article, "The Effect of the Affordable Care Act's Dependent Coverage Provision on Health Insurance Gaps for Young Adults With Special Healthcare Needs" discusses the impact the coverage of dependents with special health needs had on insurance gaps for these individuals. Dr. Chan's research found that the dependent coverage provision reduced the number of insurance gaps.<div><br></div><div>Last week, the article was also pick up by <em>American Journal of Medicine's </em> "AJM+" newsletter, which reaches 25,000 subscribers weekly.</div><div><br></div><div><br></div></div>

    <div class="html-content">Last night, four School of Public Policy alumni won their campaigns for public office during the Maryland 2018 elections. <div><br></div><div>John "Johnny O" Olszewski Jr. won his first campaign bid for Baltimore County Executive, having previously served on local state boards. He received his Ph.D. in Public Policy from UMBC in 2017.</div><div><br></div><div>Delegate Charles Sydnor III of Maryland's District 44B won reelection to the Maryland House of Delegates. He was first elected to the House in 2014. He received his Master of Public Policy from UMBC in 2000.</div><div><br></div><div>Jon Cardin won election as Delegate representing Maryland's District 11 in the House of Delegates. He was previously elected to the House in 2002, 2006, and 2010. Cardin received his Master of Policy Sciences in 1996.</div><div><br></div><div>Josh Hastings won election to the seven-member Wicomico County Council. Wicomico County is located in southeastern Maryland. <Title>Emeritus Prof. La Noue publishes on diversity in higher ed.</Title>

    <div class="html-content"><p>George R. La Noue, Emeritus Professor of Political Science and Public Policy has published an article titled “Diversity and Exclusion" in a recent edition of <em>Academic Questions.</em></p><p>In this article, Professor La Noue examines the political context of the diversity and inclusion movement that has swept American higher education. He affirms that “No students, staff or faculty should be excluded from campus activities because of their identities, though their behaviors or ideas should not be off-limits to critical comments.”  In his article, La Noue explains that use of diversity and inclusion criteria in selection processes, however, can lead to exclusion of persons because they are consider over represented or their religious or political identities are not among preferred diverse categories. La Noue faults universities for not having candid public discussions about the definition and application of the diversity and inclusion rules they are applying and how they are consistent with civil rights laws.</p><p>Read the article <a href="https://link.springer.com/article/10.1007%2Fs12129-018-9711-7" rel="nofollow external" class="bo">here.</a></p>
