<Title>State Health Benefits Open Enrollment</Title>

    <div class="html-content"><div>Open Enrollment for State of Maryland health benefits will begin on Tuesday, October 15, and end on Friday, November 8, 2024, at 5 p.m.</div><div> </div><div><em>Employees who are not making any health benefit changes do not need to take action. However, in order to continue a healthcare and/or dependent daycare flexible spending account (FSA), employees must re-enroll in their Open Enrollment event by November 8, 2024, at 5 p.m.</em></div><div> </div><div>During Open Enrollment, eligible employees can enroll, cancel, or make changes to their health benefits, with all updates becoming effective January 1, 2025. Employees will receive weekly email alerts from the State of Maryland regarding Open Enrollment.</div><div> </div><div><strong>Open Enrollment will continue to be online in the SPS Workday system.</strong> Prior to the start of Open Enrollment, it is important for employees to log in to their Workday account to ensure they have access. Instructions for logging into the SPS Workday system can be found <a href="https://hr.umbc.edu/accessing-sps-workday/" rel="nofollow external" class="bo">here</a>. </div><div> </div><div><strong>NEW for 2025:</strong> The State is changing their prescription vendor from CVS Caremark to <a href="https://mymdbenefits.com/medimpact/" rel="nofollow external" class="bo">MedImpact</a>. Employees who are currently enrolled in the State’s prescription plan will be <strong>automatically enrolled</strong> with the new vendor and will receive new prescription ID cards at their home address by the end of December.</div><div> </div><div>State of Maryland Open Enrollment resources can be found on the <a href="https://hr.umbc.edu/benefits/open-enrollment/" rel="nofollow external" class="bo">HRSTM Open Enrollment website</a>. Resources include virtual and in-person information sessions with the State vendors, State Wellness information, as well as the 2025 Rates and State Benefits Guide.</div><div> </div><div>Employees who are adding <strong>new</strong> dependents to their health benefits during Open Enrollment should review the <a href="https://dbm.maryland.gov/benefits/Documents/Dependent%20Documentation%20Requirements.pdf" rel="nofollow external" class="bo">required dependent documentation</a>. Dependent documentation is required to be attached to the employee’s Open Enrollment event by Friday, November 8, 2024, at 5 p.m.</div><div> </div><div>Please join us on Wednesday, October 16, at noon for a live, virtual <a href="https://my.umbc.edu/groups/hr/news/144344" rel="nofollow external" class="bo">Open Enrollment information session</a> via Webex to learn more about the new prescription vendor and receive updates and reminders. This session will be recorded and posted to the HRSTM Open Enrollment website by October 22.</div><div> </div><div>To ensure timely receipt of vendor communication, <em>including new MedImpact prescription ID cards</em>, we advise employees to confirm their home address is correct by logging into their myUMBC account and viewing their profile. <Title>Exciting Changes in Student Affairs</Title>

    <div class="html-content"><div>Dear Colleagues,</div><div><br></div><div>I hope you are having a good start to your semester! I want to share some exciting updates from the Division of Student Affairs as we continue our commitment to ensuring the success and well-being of UMBC’s diverse student body. During my first year as vice president, I have had the privilege of engaging in meaningful conversations with undergraduate and graduate students, faculty, and staff about the needs of students. These conversations have touched on critical areas, including whether students feel a sense of belonging at UMBC and what gaps they see in resources and opportunities. </div><div><br></div><div>I am grateful for the honesty and insights shared with me, which have informed our team’s planning as we explore new ways to enhance our work. We are guided by our <a href="https://studentaffairs.umbc.edu/about-us/mission-statement/#:~:text=The%20mission%20of%20the%20Division,can%20achieve%20their%20full%20potential." rel="nofollow external" class="bo">mission and vision</a>, with a deep commitment to creating an environment where all students can achieve their full potential. As we look forward, I want to share a few updates related to changes in our organizational structure, student support, and enhancements to the student experience.</div><div><br></div><div><strong>(1) Creating a new <a href="https://umbc.box.com/s/6mkviy64d6x2u5lh4183rgqenpxhgjid" rel="nofollow external" class="bo">organizational structure</a> to better serve students</strong></div><div>In addition to requesting campus feedback and based on best practices, we conducted organizational and space audits for our division. These audits helped us identify gaps, and as a result we created new departments, areas, and resources to redefine and expand services. We added <a href="https://studentaffairs.umbc.edu/about-us/student-affairs-leadership/" rel="nofollow external" class="bo">new executive and senior leaders</a> to guide this work including the recent hire of <strong>Rae Chresfield,</strong> as the assistant vice president for health and well-being, and <strong>James Devita</strong>, as the assistant vice president for academic partnerships and high-impact experiences. I am also excited to share that <strong>Jen Dress</strong> is now the acting assistant vice president for student engagement and belonging, overseeing an expansion of Campus Life described below, and <strong>Fritzie Charné-Merriwether</strong>’s role has shifted to associate vice president for student affairs administration and chief of staff. </div><div><br></div><div><strong>(2) Enhancing student support</strong></div><div>The new <a href="https://studentaffairs.umbc.edu/student-support/dean-of-students/" rel="nofollow external" class="bo">Dean of Students</a> office, led by <strong>John Fox</strong> ’91, the inaugural dean of students, is fostering an ecosystem of support through <a href="https://studentaffairs.umbc.edu/student-support/retriever-support-services/mission/" rel="nofollow external" class="bo">Retriever Support Services</a>. This includes <a href="https://studentaffairs.umbc.edu/student-support/retriever-support-services/retriever-essentials-and-connections/" rel="nofollow external" class="bo">Retriever Essentials</a>, other basic needs, and off-campus housing resources and <a href="https://studentaffairs.umbc.edu/student-support/retriever-support-services/retriever-care/" rel="nofollow external" class="bo">Retriever Care</a>, formerly known as BRACT, a resource for students’ emotional support and for faculty and staff concerned about a student’s well-being. The Dean of Students office collaborates with campus partners, including the Graduate School and Academic Success Center, to connect students with key resources. <a href="http://conduct.umbc.edu" rel="nofollow external" class="bo">Student Conduct and Community Standards</a> (now including residential student conduct and community well-being) and <a href="http://reslife.umbc.edu" rel="nofollow external" class="bo">Residential Life</a> report to the Dean of Students. </div><div><br></div><div><strong>(3) Enhancing the student experience</strong></div><div>I am excited to share that the work of Campus Life is expanding to include more internal alignment in our efforts to engage students and create a sense of belonging. You will see two new staff leading these efforts, <strong>Jennifer Artis</strong> and <strong>Candace Doane</strong>. This department will now include the Mosaic, the Gathering Space, the Pride Center, commuter student programs, and a new graduate student life office that will provide support for the engagement of graduate students and will be the home of the Graduate Student Association. In addition, <strong>Amery Thompson</strong> will lead a new unit, Student Affairs Success Initiatives, which will report to the assistant vice president for academic partnerships and high impact experiences, along with the Career Center and the Center for Democracy and Civic Life. Lastly, we have several exciting space-related changes this fall including the addition of the veteran and military-affiliated student lounge on the second floor of the University Center and the relocation and renovation of the Pride Center, now on the first floor of the University Center. </div><div><br></div><div>It has been wonderful to meet many of you over the past year, and I am delighted to be part of the UMBC community. Our campus partnerships are critical as we continue to seek new and innovative ways of helping students reach their full potential. <Title>A Joyful Start!</Title>

    <div class="html-content"><div>Dear Colleagues,</div><div> </div><div>What a fantastic start to the fall semester we had last week! If you know me, you know that the first day of classes is an especially joyful day for me, as I am sure it is for many of you. This year, as we launched the academic year, I saw joy in a great many students, faculty, and staff. There was palpable enthusiasm for the privilege we all enjoy of being in community here on campus and creating a future for UMBC together.</div><div> </div><div>I am grateful to every one of you for your passion and commitment to UMBC and its bright future. I am grateful, as well, for the graciousness with which you have welcomed our new provost and senior vice president for academic affairs, Manfred van Dulmen (as you welcomed me two years ago). He and I could feel the energy and positivity as we walked around campus on the first day of classes, speaking with students, faculty, and staff, and visiting a class together. At the meet and greet he hosted that same day, I was delighted to see so many of you and inspired by the beautiful remarks Provost van Dulmen delivered, sharing his perspective on UMBC.</div><div> </div><div>The year ahead is going to be one in which we set our sights high in supporting our students, our community, and our mission and vision for UMBC. Those of you who were able to attend the Fall Opening Meeting know this—and I have heard from so many of you since then about how energizing that event was! For those who could not attend, I am happy to share some highlights here, and I invite you to watch the <a href="https://www.youtube.com/live/_fKBCgllyIU" rel="nofollow external" class="bo">recorded event</a>.</div><div> </div><div><strong>Welcoming New Leaders</strong></div><div>In addition to officially welcoming our new provost, we introduced and welcomed two other new senior leaders: Tracey Reeves, vice president for university communications and marketing; and Tiffany Tucker, director of athletics, physical education, and recreation. As you will recall, we recently announced two other senior leadership appointments in Paul Meggett as general counsel and Jake Weissmann ’06 as vice president for government relations and community affairs. I could not be more excited about these appointments or more confident in the strength and wisdom of the team leading UMBC.</div><div> </div><div><strong>Financial Health of UMBC</strong></div><div>As you are likely aware, the state is facing significant budget challenges. Rest assured: We planned for and are prepared to absorb budget reduction requests that come our way this year. Neither the educational experience we provide, the research we advance, nor our commitment to community engagement will be affected, and that is owed in great part to your collective, careful stewarding of resources. Thank you!</div><div> </div><div><strong>Accreditation</strong></div><div>Central to our ability to carry out UMBC’s academic mission is our accreditation by the Middle States Commission on Higher Education. As we are being evaluated for our next period of accreditation, we hosted a peer evaluator team for a terrific campus visit in the spring, and our self-study has been very well received. My thanks to the provost’s office for leading the effort and to the scores of individuals who are participating in this enormous undertaking.</div><div> </div><div><strong>Strategic Planning</strong></div><div>Last year at this time, we endeavored to advance toward strategic planning, knowing that a full process would need to include our new provost. The time for strategic planning is now upon us. Provost van Dulmen will soon launch a process and invite all of you to participate. We will be led by our vision and values as we build upon our history and imagine what is possible for UMBC’s future.</div><div> </div><div><strong>Institute of Politics</strong></div><div>We are so very excited to have launched the <a href="https://umbc.edu/stories/kromer-announced-as-director-of-umbc-institute-of-politics/" rel="nofollow external" class="bo">UMBC Institute of Politics</a> and to have appointed Mileah Kromer to lead it! This is a critical time in our world and a distinctive opportunity for UMBC to advance our work to strengthen democracy and civic engagement.</div><div> </div><div><strong>College Track</strong></div><div>You will hear more soon about the exciting new partnership we have entered with <a href="https://collegetrack.org/" rel="nofollow external" class="bo">College Track</a> on a program with M&amp;T Bank and the Baltimore Ravens to support Baltimore City Public School students on their journeys through high school and to and through college. We are honored to join this effort—part of College Track’s national mission to “democratize potential” and part of our deepening connection and commitment to Baltimore City.</div><div> </div><div><strong>Celebrating the Arts at UMBC</strong></div><div>This year, on the eve of the 30th anniversary of the <a href="https://linehan.umbc.edu/" rel="nofollow external" class="bo">Linehan Artist Scholars Program</a>, is an apt occasion to launch a celebration of the arts! We envision a multi-semester interdisciplinary initiative across the arts that engages every part of our community and amplifies the arts at UMBC. We could not be prouder that UMBC was the only U.S. higher education institution selected for this program. Mehdi Benna, a planetary scientist with the Center for Space Sciences Technology, is leading the effort to develop the instrument, which will continuously monitor seismic activity in the moon’s south polar region.</div><div> </div><div>With so many exciting initiatives and events, there is no question that this is going to be a big year for UMBC! Please be sure to also consult the website of the Office of Equity and Civil Rights for</span><a href="https://ecr.umbc.edu/sample-title-ix-responsible-employee-syllabus-language/#religious" rel="nofollow external" class="bo"><span>syllabus language</span></a><span>.</span></p><p><span>Artificial Intelligence is rapidly changing education and the Faculty Senate and the Graduate School are reviewing the</span><a href="https://www2.umbc.edu/policies/pdfs/UMBC%20III%201.10.02%20Policy%20and%20Procedures%20for%20Graduate%20Student%20Academic%20Misconduct.pdf" rel="nofollow external" class="bo"><span>Graduate Student Academic Misconduct Policy and Procedures</span></a><span> and the</span><a href="https://www2.umbc.edu/policies/pdfs/UMBC%20III%201.10.03%20Undergraduate%20Student%20Academic%20Conduct%20Policy.pdf" rel="nofollow external" class="bo"><span>Undergraduate Student Academic Conduct Policy</span></a><span>. While these policies are being reviewed and revised to include language relevant to the use of generative AI tools, I ask you to state clearly in your syllabus what use (if any) of generative AI tools you allow in your classroom. Example statements are available from a number of universities (e.g.</span><a href="https://guides.library.ttu.edu/ai-literacy/classroom" rel="nofollow external" class="bo"><span>Texas Tech</span></a><span>,</span><a href="https://www.msudenver.edu/wp-content/uploads/2023/08/Syllabus-Spectrum-for-Generative-AI-Final.pdf" rel="nofollow external" class="bo"><span>MSU Denver</span></a><span>).</span></p><p><span><strong>Supporting Students and Managing Classroom Behavior</strong></span></p><p><span>I want to make sure you are aware of UMBC’s faculty and staff</span><a href="https://conduct.umbc.edu/resources/resourcesfaculty-staff-disruptive-student-behavior-guide/" rel="nofollow external" class="bo"><span>disruptive student behavior guide</span></a><span>, which also pertains to managing your classroom. John Fox is serving as the inaugural Dean of Students in the Division of Student Affairs, and ensuring all students can thrive without disruption is a key responsibility of the </span><a href="https://studentaffairs.umbc.edu/student-support/dean-of-students/" rel="nofollow external" class="bo"><span>Dean of Students Office</span></a><span>. We ask that all faculty and staff who park on campus visit the UMBC <a href="https://umbc.nupark.com/v2/Portal/Login?ReturnUrl=%2Fv2%2Fportal#/customer" rel="nofollow external" class="bo">Parking Services Portal</a> to verify your vehicle information is correct and to update it if needed. </div><div><br></div><div><strong>Existing Payroll-Eligible Faculty/Staff:</strong> If you already have the cost of your permit deducted from your paycheck, your permit will automatically be renewed. (Please Note: Faculty/Staff with outstanding balances will not be renewed. You must pay your outstanding fees by August 16 to auto-renew.) </div><div><br></div><div><strong>New Payroll Eligible Faculty/Staff:</strong> New employees (those hired between February 13, 2024 – August 9, 2024) must purchase their parking permits by completing and submitting a <a href="http://umbc.edu/go/1104" rel="nofollow external" class="bo">Payroll Deduction Initiation Form</a> by Friday, August 16, at 11 a.m. You will see payroll deductions for the 2024 – 2025 academic year from September 2024 through the end of May 2025. </div><div><br></div><div><strong>Payroll-Ineligible Faculty/Staff:</strong> If you are not eligible for a payroll deduction for the cost of your permit, you must come to the Parking Services office to renew your permit.
