<Title>International Travel and Export Controls</Title>

    <div class="html-content">Planning to travel outside of the U.S. for research or collaborations? You'll want to be aware that there are certain export control federal regulations in place if you plan to take items, such as university owned laptops, with you when you travel.<div><br></div><div>Any physical material or technical data in your possession is considered by US regulations to have been “exported” from the US to your final destination and any intermediate destinations. There are exemptions from export licensing available for travelers carrying both university-owned equipment ("<a href="http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?type=simple;c=ecfr;cc=ecfr;sid=01cc71956352992e5bf00a7ba8d45f34;idno=15;region=DIV1;q1=740.9;rgn=div8;view=text;node=15%3A2.1.3.4.25.0.1.9" rel="nofollow external" class="bo">TMP</a>")  and personal items ("<a href="http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?type=simple;c=ecfr;cc=ecfr;sid=d1cf77abfccf8c000bc7bcdc195c055a;idno=15;region=DIV1;q1=740.9;rgn=div8;view=text;node=15%3A2.1.3.4.25.0.1.14" rel="nofollow external" class="bo">BAG</a>").</div><div><br></div><div>The ORPC has created a <a href="http://www.umbc.edu/research/ORPC/traveltoolsletter.doc" rel="nofollow external" class="bo">"Tools of the Trade" Traveler Certification Letter</a> for international travelers carrying university-owned equipment to confirm and certify that they meet the requirements of the exemption.  The letter serves as a document that can be carried with the traveler and shown to US or foreign customs agents in the event that they are questioned about the content of their belongings.  While there is no way to guarantee that the letter will prevent searches and seizures, it may demonstrate that the traveler is familiar with the regulations and responsible for the equipment that they are exporting.</div><div><br></div><div><span>Please contact the ORPC at </span><a href="mailto:compliance@umbc.edu" rel="nofollow external" class="bo">compliance@umbc.edu</a><span> or 410-455-2737 if you have any questions concerning the application and eligibility of the exemption. </span></div></div>

    <div class="html-content"><p>The Institutional Review Board (IRB), the formally designated UMBC committee to approve, monitor, and review research involving humans, is actively seeking faculty to serve on the IRB as members. </p><p><br></p><p>Members serve on the IRB for a three (3) year renewable appointment where they review research protocols, attend meetings, and discuss issues with the aim to protect the rights and welfare of the research subjects. Members have expertise in different areas to ensure that research protocols are evaluated fairly by knowledgeable individuals.</p><p><br></p><p><strong>IRB member responsibilities</strong></p><ul><li>Reviewing research study proposals and consent documents and evaluating them from the perspective of the federal human research regulatory criteria as well as other relevant ethical, scientific or compliance considerations.<br></li><li>Evaluating the risk level (i.e., minimal or greater than minimal) of proposed research.<br></li><li>Determining a protocol’s full approval, approval subject to modification(s), reconsideration, or disapproval of the human subject research.<br></li><li>Reviewing and evaluating research studies subject to IRB continuation approval<br></li><li>Participating in IRB deliberations concerning issues inherent to human research studies and recommending improvements to IRB procedures to enhance UMBC’s IRB review process and/or human subject protections.<br></li><li>Attending IRB meetings<br></li></ul><p><strong>Time requirement</strong></p><p><strong><br></strong></p><p>The board typically meets five (5) times during the academic year: October, December, February, April and June. Sara comes from the UMB Human Research Protections Office and brings her skills as a protocol reviewer and expertise in regulations. She will work with Mary Lilly and myself in all areas managed by ORPC, including human participant research, animal care and use, bisoafety, conflicts of interest, and export controls.
