    <div><span>The Office of Research Protections and Compliance (ORPC) has </span><a href="https://umbc.app.box.com/embed/s/mq4078k347m6mvah35je5a8xlgo5a1kz?sortColumn=date&amp;view=list" rel="nofollow external" class="bo">created FAQs</a><span> to
     identify steps required to comply with university and Federal 
    regulatory requirements. One of the biggest concerns the Federal 
    government has identified in dealing with foreign engagements are called
     Malign Foreign Talent Recruitment Programs (MFTRPs).   MFTRPs are 
    programs funded by foreign governments to recruit key researchers in 
    order to collect scientific and technical information that is not yet 
    published or is otherwise restricted.  Currently, the Federal government
     has identified China, North Korea, Russia and Iran as state sponsors of
     MFTRPs.   </span></div><div><span><br></span></div><div><span>The White House Office of Science and Technology Policy 
    issued guidance on MFTRPs on 2/14/2024 which can be found here: </span><a href="https://www.whitehouse.gov/wp-content/uploads/2024/02/OSTP-Foreign-Talent-Recruitment-Program-Guidelines.pdf" rel="nofollow external" class="bo">OSTP-Foreign-Talent-Recruitment-Program-Guidelines.pdf (whitehouse.gov)</a><span>. 
     There are currently a number of pending Federal regulations regarding 
    participation in MFTRPs that will apply to university grant recipients 
    who accept Federal grant fundings, to include the CHIPS and Science Act 
    of 2022, NSPM-33 and NSF PAPPG.  The Office of Research Protections and 
    Compliance (ORPC) is responsible for maintaining compliance with the 
    applicable MFTRP regulations.  If you have been asked to engage in a

    <p>This notice is intended to
    clarify single audit requirements for foreign recipients and subrecipients.</p>
    
    <p><strong>Effective October 1, 2024</strong>, foreign recipients (whether they serve
    as a direct and/or subrecipient of NIH grants and cooperative agreements) that
    expend $750,000 (cumulative amount) or more in Federal awards during their
    fiscal year are required to conduct either a single audit, performed in
    accordance with the requirements outlined in 2 CFR 200 Subpart F, or
    program-specific audit (as required by the terms and conditions of award). A
    program-specific audit may not be elected unless all the Federal awards
    expended were received from the same Federal agency, or the same Federal agency
    and the same pass-through entity, and that Federal agency, or pass-through
    entity in the case of a subrecipient, approves in advance a program-specific
    audit.</p>
    
    <p>This audit requirement does not
    apply to the World Health Organization (WHO), American University of Beirut,
    nor the United Nations Children’s Fund (UNICEF). For more information about
    audit requirements for foreign entities, recipients should review the Standard
    Terms and Conditions of the Notice of Award.</p>

    <p><strong>Purpose:</strong></p>
    
    <p>This Guide Notice informs the
    extramural community of NIH’s adoption of Common Forms for Biographical Sketch
    and Current and Pending (Other) Support to be used with all applications and
    Research Performance Progress Report(s) (RPPRs) by May 25, 2025.</p>
    
    <p><strong>Background</strong></p>
    
    <p>The Common Forms represent a
    collaborative effort between federal research agencies to ensure standard
    disclosure requirements as outlined in the National Security Presidential
    Memorandum - 33. The approved Common Forms for Biographical Sketch and Current
    and Pending (Other) Support (OMB Number 3145-0279 managed by the U.S. National
    Science Foundation (NSF)), can be accessed at NSF’s website at NSTC Research
    Security Subcommittee NSPM-33 Implementation Guidance Disclosure Requirements
    &amp; Standardization.</p>
    
    <p><strong>NIH Common Forms Implementation</strong></p>
    
    <p>NIH will implement the Common
    Forms without change to any collection fields. However, in accordance with
    NIH’s Peer Review Regulations at 42 Code of Federal Regulations Part 52h, NIH
    currently plans to continue collecting three required agency specific data
    elements (i.e., Personal Statement, Contributions to Science, and Honors) to
    assess qualifications. These data elements will be collected separately from
    the Common Forms on a new NIH Biographical Sketch Supplement.</p>

    Training Program applications and required training data tables. These changes
    take effect starting with submissions for due dates on or after January 25,
    2025.  The overall goal of these changes

    </span></span>Reduce applicant and reviewer burden. </p>
    
    <p><span>·<span>        
    </span></span>Further support the development of a biomedical
    research workforce            that will benefit from the full range of perspectives,
    experiences and             backgrounds needed to advance discovery.</p>

    </span></span>Align SF424 with updates with relevant NIH

<Title>Congratulations to Cameron McAdams, OSP's New Assistant Dir.</Title>

    <div class="html-content"><p><span>OSP is very pleased to formally
    announce that Cameron McAdams has been selected as the new Assistant Director
    of the Office of Sponsored Programs.  Cameron joined the UMBC Office of
    Sponsored Programs as a Grants and Contracts Specialist in November 2010, 
    and was promoted to Grants &amp; Contracts Manager in 2015.  <br></span></p>
    
    <p><span>Cameron provides fourteen (14) years
    of experience in Research Administration to the AD position in OSP. It should
    be duly noted that he is also a proud alumnus of UMBC (Class of 2006, majoring
    in Modern Language and Linguistics)!<span>  </span></span></p>
    
    <p><span>Cameron has had the opportunity to
    work with nearly all of the colleges and units during his years working in OSP,
    but has spent the past nine (9) years managing the grants and contracts that
    have emanated from the College of Engineering and Information Technology
    (COEIT).<span>  </span>His astute knowledge and
    experience have been well-noted and recognized by his peers as he was recently
    nominated for the COEIT Outstanding Partnership award and had been nominated
    for Staff Employee of the Quarter as well in the past.</span></p>
    
    <p><span>Cameron’s proficiencies and
    leadership capabilities will be most welcomed in his new position as OSP
    Assistant Director. </span></p>

    <p><strong>Purpose:</strong></p>
    
    <p>The National Institutes of Health
    (NIH) announces publication of the updated NIH Grants Policy Statement (NIHGPS,
    rev. April 2024). The NIHGPS provides both up-to-date policy guidance that
    serves as NIH standard terms and conditions of award for all NIH grants and
    cooperative agreements, and extensive guidance to those who are interested in
    pursuing NIH grants.</p>
    
    <p>This update is applicable to all
    NIH grants and cooperative agreements with budget periods beginning on or after
    October 1, 2023. This update supersedes, in its entirety, the NIHGPS dated
    December 2022. Previous versions of the NIHGPS remain applicable as standard
    terms and conditions of award for all NIH grants and cooperative agreements
    with budget periods that began prior to October 1, 2023.</p>
    
    <p>This update incorporates new and
    modified requirements, clarifies certain policies, and implements changes in
    statutes, regulations, and policies that have been implemented through appropriate
    legal and/or policy processes (e.g., Federal Register Notices, where
    appropriate) since the previous version of the NIHGPS dated December 2022.</p>
    
    <p>As noted in NOT-OD-24-069, the
    Office of Management and Budget (OMB) has issued updates to 2 CFR Part 200,
    with an implementation date of October 1, 2024. NIH will include the changes to
    2 CFR Part 200 in the FY 2025 release of the NIHGPS, in line with the
    implementation date set by OMB.</p>
    
    <p>The current version of the
    NIHGPS, in both HTML and PDF formats, as well as previous versions of the
    NIHGPS and documents summarizing significant changes implemented with each
    revision, are available on the <a href="https://grants.nih.gov/policy/nihgps/index.htm" rel="nofollow external" class="bo">NIH Grants Policy</a>
    website.</p>
    
    <p>NIH will continue to publish
    interim grants policy changes and/or clarifications through the issuance of NIH

    <p><strong>Purpose:</strong></p>
    
    <p>This Notice provides guidance
    about the NIH Fiscal Operations for Fiscal Year 2024 and implements the Further
    Consolidated Appropriations Act, 2024 (Public Law 118-47), signed into law on
    March 23, 2024.</p>
    
    <p><strong>FY 2024 Funding Levels:</strong> <strong>Non-competing
    continuation awards made in FY 2024 will generally be issued at the commitment
    level indicated on the Notice of Award with exceptions posted on the <a href="https://grants.nih.gov/policy/nih-funding-strategies.htm" rel="nofollow external" class="bo">NIH Funding
    Strategies</a> webpage.</strong> Subsequent budget periods are funded based on the
    availability of appropriations, satisfactory performance, compliance with the
    terms and conditions of the award, and the continued best interest of the
    Federal government. The NIH awarding Institutes/Centers (ICs) will develop and
    post their fiscal policies consistent with overall NIH goals and available FY
    2024 funds.</p>
    
    <p><strong>Ruth L. Kirschstein National Research Service Awards (NRSA):</strong>
    Consistent with the recommendations of the Advisory Committee to the Director
    regarding the Biomedical Research Workforce, <strong>the NIH will increase NRSA stipends by approximately four percent for
    predocs and eight percent for postdocs.</strong> The full range of stipend
    adjustments for FY 2024 is described in NIH Guide Notice <strong><a href="https://grants.nih.gov/grants/guide/notice-files/NOT-OD-24-104.html" rel="nofollow external" class="bo">NOT-OD-24-104.</a></strong></p>
    
    <p><strong>Salary Limits:</strong> Section 202 of PL 118-47 restricts the amount of
    direct salary to <strong><a href="https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/salary-tables/23Tables/exec/html/EX.aspx" rel="nofollow external" class="bo">Executive
    Level II</a></strong> of the Federal Executive pay scale. <strong>Effective January 1, 2024, the salary limitation for Executive Level II
