<Title>DOJ Grants Financial Guide, effective August 2018</Title>

    <div class="html-content"><p>The Department of Justice (DOJ) has made the following revisions to the DOJ Grants Financial Guide, effective August 2018.</p><p> </p><p>Chapter 3.2: Period of Availability of Funds; Obligation of Funds, page 33. Revised language regarding Obligation of Funds: An obligation is a binding agreement made during a given period that requires payment by the non-Federal entity during the same or a future period. For example, if an order is placed for a piece of equipment to be purchased with award funds, the order is an obligation. See 2 C.F.R. § 200.71 (definition of “Obligations”).</p><p>Obligations must occur during the project period stated on the award document. An obligation occurs when there is a binding agreement, such as in a valid purchase order or requisition, that covers the cost of purchasing an authorized item on or after the begin date and up to the last day of the award period. See 2 C.F.R. § 200.309 (Period of Performance).</p><p>Chapter 3.2: Period of Availability of Funds; Financial Management Tip, page 33. Revised language regarding obtaining the awarding agency’s approval in advance, if an award recipient intends to obligate funds prior to the start of the project period.</p><p>Chapter 3.2: Period of Availability of Funds; Project Extension Guidelines, page 37. Revised and added language regarding No Cost Extensions:</p><p> </p><p>Generally, the following shall apply to all grants and cooperative agreements:</p><p>■  no more than one no-cost extension may be made to an award;</p><p>■  a no-cost extension may not exceed 12 months;</p><p>■  a no-cost extension may be made only if the period of performance has not expired;</p><p>■  a no-cost extension may be made only for award recipients that have no significant performance or compliance issues;</p><p>■  a no-cost extension may be made only if supported by a robust narrative justification establishing that the extension is for the benefit of the Federal government, and contains a plan and timeline for completion within the period of the no-cost extension;</p><p>■  a no-cost extension may not be made merely for the benefit of the recipient or for the purpose of the enabling the recipient to use unobligated balances; and</p><p>■  any provisions of the DOJ Grants Financial Guide relating to no-cost extensions shall be complied with (e.g., a no-cost extension must be requested via a Grant Adjustment Notice (GAN) in the grant system of records at least 30 calendar days before the project end date).</p><p>■  Extension of the liquidation period may be allowable for awards if approved by the awarding agency (this includes the OVC State Victim Assistance Formula Grant Program and State Victim Compensation Formula Grant Program).</p><p> </p><p>Periods of Performance for Research, Evaluation, and Statistics Awards</p><p>Due to the nature of the work to be carried out by the recipient, the usual periods of performance may not routinely be appropriate for research, evaluation, and statistics awards.  (For example, long-term research or data collection efforts require sufficient time for activities such as institutional review board and Office of Management and Budget reviews (as appropriate), staff training, field work, data collection and analysis, presentation of findings, archiving of data, and dissemination of findings.)  Accordingly, a research, evaluation, or statistics award may exceed a 3-year initial period of performance (and/or a 5-year total period of performance, and more than two continuations awards), when appropriate under the particular circumstances of that project.</p><p> </p><p> </p><p>Leigh Benda <br>Chief Financial Officer <br>Office of Justice Programs <br>U.S. Department of Justice</p></div>

<Title>Newly Updated Pre-Award Request Procedure</Title>

    <div class="html-content"><p>The Office of Sponsored Programs and the Office of the Vice
    President of Research has finalized a new pre-award account request procedure.<span>    </span>This procedure will allow a unit to request
    the creation of a new pre-award account so that charges that need to be
    incurred prior to UMBC receiving an award.</p>
    
    <p>This procedure will allow the university to assess the risk
    when spending on an award is expected to arrive within the next 90 days, but
    has not been received yet.<span>  </span>The department
    requesting pre-award accounts will be required to provide chartstrings which will
    be able to cover the charges in the case an award is not received.</p>

     who are considered “Key Persons” in grant proposal submissions to 
    funding agencies (e.g., PHS or NSF) are required to disclose any 
    potential significant financial conflicts of interests to ensure there 
    is no reasonable perception of a conflict in the design, conduct, or 
    reporting of research.  While the </span><span><a href="https://research.umbc.edu/federal-maryland-and-other-conflict-of-interest-policies-and-procedures/" rel="nofollow external" class="bo"><span>current UMBC policies</span></a></span><span> have not changed; the procedure to disclose has changed.</span></p><p><span> </span><strong><span>What This Means For You? </span></strong></p><p><span> Kuali
     COI replaces the Office of Research Protections and Compliance (ORPC) 
    paper document/email notification disclosure routing process. This means
     all COI disclosures will now be handle via the Kuali COI module. Many 
    faculty colleagues have already been using the Kuali COI module during 
    the transition to using Kuali Proposal Development. </span></p><p><span> Effective <span><span>July 9</span></span></span><sup><span>th</span></sup><span> 2018, the Kuali COI module will be updated. </span><span>For
     those already using Kuali COI, you will see the  COI certification 
    question in Kuali Proposal Development has been eliminated.  All COI 
    related questions are now housed in the Kuali COI module. The Annual 
    Disclosure status under Key personnel in Proposal Development must state
     “<strong><em>Up to Date”</em></strong>. If the Annual Disclosure says “<strong><em>Update Needed”</em></strong> or <strong><em>“Expired</em></strong>”,
     the identified Key Personnel must go into the COI module to complete or
     update their COI answers before the Office of Sponsored Programs (OSP) 
    can approve the proposal.  Kuali will send an automated email 
    notification to any named Key Person once the proposal has been saved in
     Kuali. At a minimum, all “Key Persons” named on a proposal will be 
    required to answer  5 core COI questions.</span></p><p><span>The ORPC will work with faculty who have submitted paper COI disclosures for previously submitted proposals (via the </span><span>PeopleSoft Finance process)</span><span> to ensure that all disclosures are current and up to date.</span></p><p><span>Also note, if you plan to submit a proposal to a </span><span><a href="http://research.umbc.edu/files/2014/10/Examples-of-PHS-Funding-Agencies.docx.pdf" rel="nofollow external" class="bo"><span>Public Health Services (PHS)</span></a></span><span> entity [e.g., NIH],</span><span> the requirement to take the </span><span><a href="https://research.umbc.edu/conflict-of-interest-training-2/" rel="nofollow external" class="bo"><span>CITI FCOI training</span></a></span><span> is still in effect.</span></p><p><span> </span><strong><span>Next Steps</span></strong></p><p><span> </span><em><span>Self-Study Option:</span></em><span>  </span><span>Go to </span><span><a href="https://research.umbc.edu/coi-training/" rel="nofollow external" class="bo"><span>COI Training page</span></a></span><span>

This full-day workshop (9 AM to 4 PM) will provide you with knowledge, strategies, and tools needed to manage sponsored projects effectively.<span>  </span>The discussion will cover the federal regulations upon which institutional compliance is based;<span>  </span>the administrative concepts of proposal submission; costing issues; the concept of effort; post-award management; project closeout; compliance and audits.<span>  </span><br></p>

    <strong><span>Recruitment Plan to Enhance Diversity:</span></strong><span> Fostering
     diversity in the scientific research
     workforce is a key component of the NIH strategy to identify, develop, 
    support and maintain the quality of our scientific human capital (<a href="https://grants.nih.gov/grants/guide/notice-files/NOT-OD-15-053.html" rel="nofollow external" class="bo"><span>NOT-OD-15-053</span></a>).
     Every facet of the United States scientific research enterprise—from 
    basic laboratory research to clinical and translational research to 
    policy formation–requires superior intellect, creativity and a wide 
    range of skill sets and viewpoints. NIH's ability to
     help ensure that the nation remains a global leader in scientific 
    discovery and innovation is dependent upon a pool of highly talented 
    scientists from diverse backgrounds who will help to further NIH's 
    mission.</span></p>
    <p>
    <span>Research
     shows that diverse teams working together and capitalizing on 
    innovative ideas and distinct perspectives outperform homogenous teams. 
    Scientists and trainees from diverse
     backgrounds and life experiences bring different perspectives, 
    creativity, and individual enterprise to address complex scientific 
    problems. There are many benefits that flow from a diverse NIH-supported
     scientific workforce, including: fostering scientific
     innovation, enhancing global competitiveness, contributing to robust 
    learning environments, improving the quality of the researchers, 
    advancing the likelihood that underserved or health disparity 
    populations participate in, and benefit from health research,
     and enhancing public trust. <br>
    <br>
    In spite of tremendous advancements in scientific research, information,
     educational and research opportunities are not equally available to 
    all. NIH encourages institutions to diversify their student and faculty 
    populations to enhance the participation of
     individuals from groups identified as underrepresented in the 
    biomedical, clinical, behavioral and social sciences, such as:</span></p>
    <p>
    <span>A.
     Individuals from racial and ethnic groups that have been shown by the 
    National Science Foundation to be underrepresented in health-related 
    sciences on a national basis (see data
     at <a href="http://www.nsf.gov/statistics/showpub.cfm?TopID=2&amp;SubID=27" rel="nofollow external" class="bo"><span>http://www.nsf.gov/statistics/showpub.cfm?TopID=2&amp;SubID=27</span></a>) and the report <a href="http://www.nsf.gov/statistics/women/" rel="nofollow external" class="bo"><span>Women,
     Minorities, and Persons with Disabilities in Science and Engineering</span></a>).
     The following racial and ethnic groups have been shown to be 
    underrepresented in biomedical research: Blacks or African Americans, 
    Hispanics or Latinos, American Indians or Alaska
     Natives, and Native Hawaiians and other Pacific Islanders.</span></p>

    <span>B.
     Individuals with disabilities, who are defined as those with a physical
     or mental impairment that substantially limits one or more major life 
    activities, as described in the <a href="http://www.ada.gov/pubs/adastatute08.htm" rel="nofollow external" class="bo"><span>Americans

    <span>C. Individuals from disadvantaged backgrounds, defined as:</span></p>
    <p>
    <span>1.
     Individuals who come from a family with an annual income below 
    established low-income thresholds. These thresholds are based on family 
    size, published by the U.S. Bureau of the
     Census; adjusted annually for changes in the Consumer Price Index; and 
    adjusted by the Secretary for use in all health professions programs. 
    The Secretary periodically publishes these income levels at <a href="http://aspe.hhs.gov/poverty/index.shtml" rel="nofollow external" class="bo"><span>http://aspe.hhs.gov/poverty/index.shtml</span></a>.</span></p>
    <p>
    <span>2.
     Individuals who come from an educational environment such as that found
     in certain rural or inner-city environments that has demonstrably and 
    directly inhibited the individual
     from obtaining the knowledge, skills, and abilities necessary to 
    develop and participate in a research career.    </span></p>
    <p>
    <span>The disadvantaged background category (C1 and C2) is applicable to programs focused on high school and undergraduate candidates.</span></p>
    <p>

     shows that women from the above backgrounds (categories A, B, and C) 
    face particular challenges at the graduate level and beyond in

    <span>The plan must address the five, required instructional components outlined in the NIH policy:
    </span>
    <ul><li>
    <span>1) Format - the required format of instruction, i.e., face-to-face lectures, coursework, and/or real-time discussion groups</span><strong></strong></li><li>
    <strong><span>NOTE: a plan with only on-line instruction is not acceptable</span></strong></li><li>
    <span>2) Subject 
    Matter - the breadth of subject matter, e.g., conflict of interest, 
    authorship, data management, human subjects and animal use, laboratory 
    safety, research misconduct, research ethics;

    <span>3) Faculty Participation - the role of the program faculty in the instruction;
    </span></li><li>
    <span>4) Duration 
    of Instruction - the number of contact hours of instruction, taking into
     consideration the duration of the program; and

    of Instruction –instruction must occur during each career stage and at

    		<h1>Wait…It’s Not MY Grant?</h1>

    		<p>Remembering back to my days as a PI, I can recall myself saying 
    something like “yea, on my NIH grant…” when discussing my research. This
     may have been okay over coffee, but it is technically incorrect. We 
    hear this confusion a lot. So, we thought it would be worthwhile to 
    remind you about some of the respective roles of institutions and 
    investigators working on an NIH award.</p>
    <p>For the most part, <em>NIH makes awards to institutions</em>, not 
    people. This may seem counterintuitive since the idea for the research 
    may have come from the investigator. Why do we do it this way? The rules
     for all Federal awards- including uniform administrative requirements, 
    cost principles, and audit requirements anticipate that an 
    institution/organization carries out a Federal award as the “recipient” 
    of the award. The institution designates individuals, including an 
    “authorized organization representative” (AOR) the program 
    director/principal investigator (PD/PI), to assume the responsibilities 
    described below, in fulfilling the terms and conditions of their award. 
    The NIH Grants Policy Statement (NIH GPS), which is a term and condition
     of all NIH awards, summarizes these responsibilities and the respective
     roles of the institutions and individuals.</p>
    <p>Among other obligations, the applicant organization must certify, and
     in some cases submit assurances, that they comply with the public 
    policy requirements provided in the NIH GPS.<u>  These requirements</u> 
    are intended to ensure fairness, equity, fiscal stewardship, and other 
    protections in activities that receive NIH support. They include 
    measures to promote objectivity in research, civil rights protections, 
    human subjects protections, consideration of environmental impacts, 
    animal welfare, compliance with PHS policies on research misconduct, 
    maintaining a drug-free workplace, prohibitions on lobbying with Federal
     funds, and many others. While NIH maintains oversight of our awards, we
     entrust our recipient organizations with the responsibility and 
    accountability for successfully administering their grant award, 
    including prudent fiscal management and other requirements spelled out 
    in the NIH GPS. The <a href="https://grants.nih.gov/grants/funding/welcomewagon.htm" rel="nofollow external" class="bo">NIH Welcome Wagon letter</a> also provides a concise overview of institutional responsibilities..</p>
    <p>NIH staff work with designated AORs for compliance matters related to
     the award. Also known as the Signing Official within the eRA Commons, 
    the AORs are pivotal partners with us, as they are the persons 
    authorized to act for the institutions. They assume the obligations 
    imposed by Federal laws, regulations, requirements, and conditions that 
    apply to grant applications and awards. Further, they assure the 
    materials submitted to NIH are the original work of the PD/PI as well as
     certify that the institution is accountable for the appropriate use of 
    federal funds and performance of the grant-supported project.</p>
    <p>We rely on our recipient institutions to be responsible stewards of 
    taxpayer funds and to ensure the same of the PD/PIs identified on an 
    application to intellectually and logistically direct the proposed 
    research. The qualifications of the investigators are evaluated during 
    peer review to ensure they have the appropriate expertise and skills to 
    serve on the leadership team and execute the project before any funding 
    is awarded. Key among their responsibilities, consistent with those of 
    the institution, is fostering trust and transparency in the research 
    enterprise. Generally achieved through <a href="https://grants.nih.gov/grants/research_integrity/done.htm" rel="nofollow external" class="bo">ethical scientific conduct</a><u> as provided in the NIH GPS</u>,
     the investigators foster research integrity when they uphold shared 
    values, adhere to requirements and policies for scientific practices, 
     and maintain high standards of scientific rigor and transparency when 
    proposing, conducting,  and reporting research.</p>
    <p>The designated PD/PIs closely partner with their institutional 
    officials to ensure appropriate responsibility and accountability for 
    the proper conduct of research. They collaborate when creating and 
    maintaining technical and administrative reports, preparing 
    justifications, as well as ensuring compliance with the financial and 
    administrative aspects of the award. Importantly, the PD/PIs must 
    appropriately <a href="https://grants.nih.gov/grants/acknow.htm" rel="nofollow external" class="bo">acknowledge Federal support</a>
     of their research in publications, announcements, news programs, and 
    other media, including when they or their institutions issue statements,
     press releases, requests for proposals, bid invitations, and other 
    documents describing projects or programs funded in whole or in part 
    with Federal money.</p>
    <p>The key to success in grants management is a close working 
    relationship between institutional officials and investigators, and 
    communication and coordination with NIH. If an investigator has 
    questions about their roles and responsibilities on an NIH grant, their 
    first stop should be the sponsored programs office at their institution.
     If there are questions about a specific grant award, we encourage you 
    next to reach out to the assigned NIH program official for scientific 
    and technical questions, or the grants management staff for issues 
    related to its business and administrative aspects.</p></div></div>

    <div class="html-content">Effective May 14, 2018, grants made to institutions of higher education and non-profit
    organizations will incorporate by reference the Research Terms &amp; Conditions dated
    March 14, 2017 and the NSF Agency Specific Requirements dated May 14, 2018. The
    Research Terms &amp; Conditions will not be applied to NSF cooperative agreements or to
    NSF fellowship awards made to individuals.<div><br></div><div>Unless otherwise noted in a specific article, the NSF Agency Specific Requirements
    apply to all new NSF grants and funding amendments to existing NSF grants awarded
    on or after May 14, 2018 to institutions of higher education and non-profit organizations.

<Title>How to do Multi-unit Routing in Kuali</Title>
