<Title>Key Personnel on Proposals</Title>

    <div class="html-content"><p>When naming key personnel on a proposal there are several
    things that PI’s need to keep in mind.<span> 
    </span>Administratively, routing of anyone listed as key personnel (even other
    key) in KUALI will require that person to approve and that person’s home unit
    must approve the proposal and the individual named will have to certify the
    proposal.<span>  </span>For ongoing administration of
    the award any time a named key individual drops from a project most sponsors require
    they must be informed and an impact statement has to be send to the sponsor
    explaining what the impact of the in individual being dropped from the project
    is.</p>
    
    <p>The NIH grant Policy Statement (GPS) defines senior/<em>key
    personnel</em> as: The PD/PI and other individuals who contribute to the scientific
    development or execution of a project in a substantive, measurable way, whether
    or not they receive salaries or compensation under the grant.<span>  </span>They should be individual with unique
    knowledge, experience and/or skills who would be difficult to replace on the
    project.<span>  </span>OSP always encourages keeping
    the list of key personnel to the minimum that is appropriate and practical for
    the project.</p>

<Title>New Effective Date for the Revised NSF PAPPG (NSF 19-1)</Title>

    <div class="html-content"><div>Dear Colleagues:</div><div> </div><div>Due to the recent lapse in appropriations, implementation of the revised NSF <a href="https://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf19001" rel="nofollow external" class="bo"><em>Proposal &amp; Award Policies &amp; Procedures Guide</em></a> (PAPPG), (NSF 19-1) was postponed. We are pleased to announce that the revised PAPPG will now be effective for <strong>proposals submitted, or due, on or after February 25, 2019</strong>.  Significant changes include:</div><div> </div><ul><li>Addition of Research.gov as an option for proposal preparation and submission, and proposal file updates;</li><li>Revision of eligibility standards for unaffiliated individuals;</li><li>Specification that conference proposals over $50,000 and all equipment proposals must include the Collaborators and Other Affiliations information in the proposal submission;</li><li>Revision of resubmission guidelines for NSF programs that accept proposals at any time;</li><li>Implementation of NSF’s policy on sexual harassment and other forms of harassment, or sexual assault;</li><li>Specification that proposers are required to have a policy or code-of-conduct that addresses sexual harassment, other forms of harassment, and sexual assault, and that includes clear and accessible means of reporting violations of the policy or code-of-conduct.  This policy or code-of-conduct must be disseminated to conference participants prior to attendance at the conference as well as made available at the conference itself;</li><li>Emphasis on the importance of training faculty in the responsible and ethical conduct of research;</li><li>Incorporation of existing patent policy into the PAPPG.  This policy was previously implemented by regulation at 45 CFR 650; and</li><li>Numerous clarifications and other changes throughout the document.</li></ul><div> </div><div>You are encouraged to review the by-chapter summary of changes provided in the Introduction section of the PAPPG. </div><div> </div><div>To learn about the changes in the revised PAPPG (NSF 19-1), please view the latest <u><a href="https://nsfgrantsconferences.com/2018/12/19/pappg-webcast19/" rel="nofollow external" class="bo">NSF Proposal &amp; Award Policy Update webinar</a></u>.</div><div> </div><div>While this version of the PAPPG becomes effective on February 25, 2019, in the interim, the guidelines contained in the current PAPPG (NSF 18-1) continue to apply.  We will ensure that the current version of the PAPPG remains on the NSF website, with a notation to proposers that specifies when the new PAPPG (including a link to the new Guide) will become effective.</div><div> </div><div>Associated award terms and conditions (including <a href="https://www.nsf.gov/awards/managing/award_conditions.jsp?org=NSF" rel="nofollow external" class="bo">RTC NSF Agency Specific Requirements, GC-1, and FL-26</a>) will also be effective for proposals submitted or due, on or after, February 25, 2019. <a href="https://www.nsf.gov/awards/managing/co-op_conditions.jsp" rel="nofollow external" class="bo">Cooperative Agreement Conditions (CA-FATC) and CA-FATC Modifications and Supplemental terms and</a> conditions are effective for new awards and funding actions to existing awards beginning on February 12, 2019.</div><div> </div><div>If you have any questions regarding these changes, please contact the DIAS/Policy Office at <a href="mailto:policy@nsf.gov" rel="nofollow external" class="bo">policy@nsf.gov</a>.</div><div> </div><div>Regards,</div><div> </div><div>Jean Feldman</div><div>Head, Policy Office</div><div>Division of Institution and Award Support</div><div>Office of Budget, Finance &amp; Award Management</div><div>National Science Foundation</div></div>

    <p><span>The<span> new subrecipient invoice process is now in effect</span>. For all new subawards, invoices will be sent directly to the units/departments by the subrecipient. For the active subawards, until OSP issues appropriate modifications, invoices (without the Invoice Checklist) will be sent to the units/departments from OSP. To process the invoices, please download the Invoice Checklist Form, provided on the OSP website (<a href="https://research.umbc.edu/forms-for-grants-contracts/" rel="nofollow external" class="bo"><span><u>https://research.umbc.edu/forms-for-grants-contracts/</u></span></a>), review the invoice against the checklist, sign, and process the payment request in PS.</span></p>

    <div class="html-content"><div>OSP and the OVPR are trying to stay current on the effect of the Federal Shutdown on extramural awards.  In short proposals should continue to be finalized and submitted by the posted deadlines.  While there may be extensions most affected Federal Agencies has stated that they will continue to accept proposals through their electronic systems as stated in the current deadlines, although processing of those proposals will not begin until the agencies reopen.  The information below is pulled from an excellent summary on the University of Washington Website.</div><div><br></div><div>
    
    <p><strong><span>Update: Partial Federal Government Shutdown – Proposal
    and Award Review</span></strong></p>
    
    <p><strong><span>Update
    12.28.18: Guidance from Some Affected Agencies</span></strong></p>
    
    <p><span>We have received more guidance from
    some agencies during the partial lapse in federal funding: Bureau of Land
    Management, Forest Services, NASA, the National Park Services, National Science
    Foundation, the Office of Justice Programs, and USDA ezFedGrants.</span></p>
    
    <p><strong><span>General
    Guidance</span></strong></p>
    
    <p><strong><span>Research
    NOT Dependent on Agency Resources</span></strong></p>
    
    <p><span>Unless directed otherwise by
    awarding agency:</span></p>
    
    <p><span>If the research is <strong>not</strong> accessing
    agency locations, resources, data, personnel, or additional funding, the work
    should continue as long as you have available award funding. Performance beyond
    the time period or amounts covered by the award is not allowed.</span></p>
    
    <p><span>Exceeding allotted award amounts is
    not recommended, may not be reimbursed by the sponsor, and will fall to the
    department to resolve any potential <u><span><a href="https://opb.washington.edu/content/deficit-resolution-policy" rel="nofollow external" class="bo"><span>budget deficit</span></a></span></u>.</span></p>
    
    <p><strong><span>Agency
    Resource Dependent Research</span></strong></p>

    monitoring the Government Shutdown. While parts of the federal government (such
    as DHHS) are fully funded for the entire Fiscal Year ’19, other agencies are
    not.</span></p>
    
    <p><span>Information in this guidance applies
    only to those <u><span><a href="https://www.washington.edu/research/announcements/partial-fed-govt-shutdown-dec-2018/#affected-agencies" rel="nofollow external" class="bo"><span>agencies affected</span></a></span></u> by the partial
    shutdown, NIH for example, should not be affected.</span></p>
    
    <p><span>We will keep you posted via MRAM and
    this Announcement as we learn more.</span></p>
    
    <p><strong><span>During
    a Shutdown</span></strong></p>
    
    <p><span>Affected federal agency operations
    cease during a shutdown. These federal agencies may temporarily stop making
    payments. Expect a lack of federal communications related to affected agency
    proposals and awards.</span></p>
    
    <p><span>OSP will continue with business as
    usual within any constraints created by unavailable sponsor systems and staff.
    OSP’s goal is to process items received to the extent possible.</span></p>

    agencies will not be issued during the federal shutdown. Awards that have
    already reached OSP prior to a shutdown will be processed and sent to OCGA.</span></p>
    
    <p><span>Awards from affected agencies that
    have been issued a UMBC project number can begin or continue work unless
    notification is received from the sponsor. Cooperative agreements could be
    affected if federal participation is required, but not available.</span></p>
    
    <p><span>Once affected agency systems are
    back online, OSP will resume processing affected awards after all outstanding
    current proposals are submitted</span></p>

<Title>Possible Government Shutdown</Title>

    <div class="html-content"><div>The Office of Sponsored Programs is keeping abreast of the potential for a partial Federal Shutdown.  Should a shutdown occur OSP will post updates as information becomes available.  In the meantime everyone should operate with the anticipation that all Federal deadlines will remain in place and proceed accordingly.</div><div><br></div><div>Currently a continuing resolution is under consideration in Congress that would last until early February.</div><div><br></div><div>Thank you,</div><div>Stan Jackson</div><div>Director, OSP<br></div></div>
