Course Presenters:

Course Description:
The world of research
administration is constantly evolving and technology plays an important
role in that evolution. The introduction of the audit approach called
“Data Analytics” requires we take a deeper dive into our internal
policies, processes, controls, and systems of record to establish what
is adequate “source documentation” for the various transactions we
review and approve. Does your signature constitute your confirmation
that your institution has adequate internal controls in place? Where
have we come from, and where are we going?

This workshop will look at the importance of establishing,
implementing and assessing your internal controls as they relate to
transactional level detail and philosophical approaches to meeting the
reasonableness, allowability, and allocability tests, as well as
research administration as a whole. Are internal controls only related
to financial transactions? What about the rest of the regulatory
environment? How do we implement risk assessment approaches and provide
tools for non-financially related aspects of research administration?
Internal controls: who is in control and what are the ramifications of a
lack thereof? Come explore these issues with us!

Learning Objectives:

Enumerate the tangible versus intangible aspects of internal
controls and provide associated risk assessments to analyze accounting
    versus accountability approaches and implementations.

Identify and evaluate the strengths and weaknesses of source documentation and other potential tools of the trade.

Critique the various levels of a risk assessment based approach to internal controls.

Prerequisites: Working knowledge of the Uniform Guidance and over three years’ experience in research administration.

Who Should Attend?

Pre-award Administrators

Post-award Administrators

Departmental Administrators

Internal Auditors

Issued by
National Institutes of Health (NIH)
Agency for Healthcare Research and Quality (AHRQ)
Centers for Disease Control and Prevention (CDC)

Purpose

By way of this Notice, NIH, AHRQ, and CDC announce that individuals
supported by research training, fellowship, research education, and
career development awards will be required to have ORCID iDs (Open
Researcher and Contributor Identifiers) beginning in FY 2020.

Background and Related Information

ORCID iDs are unique, persistent digital identifiers that distinguish
individual investigators and can be used to connect researchers with
their contributions to science over time and across changes of name,
location, and institutional affiliation. These free identifiers are
assigned and maintained by the non-profit organization ORCID.

In response to recommendations from the Advisory Committee to the
NIH Director and the National Science and Technology Council's Working
Group on Research Business Models that federal agencies adopt tools and
approaches to simplify applicant reporting and improve the tracking of
career outcomes, NIH introduced the option for PD/PIs and other users
to associate an ORCID identifier with their eRA Commons Personal
Profile in 2017. Since that time, more than 30,000 eRA Commons Profiles
have been linked to ORCID iDs.

In addition, more than 7,000 journals now use ORCID iDs and, with
the permission of users, can automatically populate ORCID user accounts
with their citations when they publish. Federal grant applicants can
also link their ORCID accounts with SciENcv (Science Expert Network Curriculum Vitae), to simplify the creation of biosketches for grant applications.

Implementation

The requirement for ORCID identifiers will be implemented through
the appointment process for those appointed to institutional awards and
through the application process for those applying for individual
    awards.

In October 2019, the requirement for ORCID identifiers will be
incorporated into the appointment process for trainees, scholars, and
participants supported by institutional research training, career
development, and research education awards that require appointments
through the xTrain system, including the following:

     T03, T15, T32, T34, T35, T37, T42, T90/R90, TL1, TL4, TU2, K12/KL2, R25, R38, RL5, RL9

At the time of appointment, the xTrain system will check whether
appointees have ORCID iDs and appointments will be not be accepted for
agency review unless an ORCID iD is linked to the individual's eRA
    Commons Personal Profile.

Beginning with receipt dates on or after January 25, 2020, the
requirement for ORCID identifiers will be enforced at the time of
application for individual fellowship and career development awards,
    including the following:

     F05, F30, F31, F32, F33, F37, F38, F99/K00, FI2, K01, K02, K05, K07, K08, K18, K22, K23, K24,
K25, K26, K38, K43, K76, K99/R00

eRA system validations will check whether applicants have ORCID iDs
and applications will not be accepted unless an ORCID iD is linked to
the PD/PI's eRA Commons Personal Profile.

At this time, prospective applicants for individual fellowship and career development awards are encouraged to follow the ORCID link from their Personal Profiles in the eRA Commons , where they can either link their eRA profiles to existing ORCID accounts or create ORCID profiles
and link them back to the eRA Commons. Similarly, PD/PIs of
institutional research training, career development and research
education awards are urged to begin alerting potential appointees to do
    the same.

Enforcement Procedure of Three Day Proposal Submission

<Tagline>A Letter from the OVPR</Tagline>

July 25, 2019

Office of the Vice President for Research University of Maryland, Baltimore County ITE Building,
Room 222

1000 Hilltop Circle, Baltimore, MD 21250

To: Department Chairs, Center Directors, & the UMBC Research Community

From: Karl V. Steiner, Vice President for Research

Re: Clarification and Enforcement of existing Proposal Submission Deadlines and Procedures

Effective August 2019, the Office of Sponsored Programs (OSP) in the Office of the Vice President for Research (OVPR) will explicitly abide by existing procedures for proposal submission deadlines. Under this procedure, a fully completed proposal and all attachments must be sent to OSP in a “ready-to- submit” state no later than three (3) UMBC business days prior to the sponsor deadline in order to be submitted to the sponsor.

At the beginning of each day, OSP will review proposals in Kuali due to the sponsor over the next three days, and if a proposal is found not to be in “ready to submit” condition, OSP will contact the PI and appropriate institutional officials with a reminder.

Any proposals not received in a “ready-to-submit” condition by 9:00 am on the due date to the sponsor will not be submitted by OSP and will be returned to the PI and the institutional unit. In addition, OSP will inform the appropriate Associate Dean for Research or respective official of any such returns.

OSP serves as the authorized office to submit all proposals for extramural support of research, scholarship or creative achievement on behalf of UMBC. The grants and contracts experts in OSP are responsible for verifying that the contractual and budgetary components for every proposal meet sponsor solicitation requirements and institutional guidelines. These solicitation guidelines are unique for each proposal and can vary significantly among sponsors from public, private, or foundation sectors.

OSP plays a critical role in the proposal submission process. Rapidly advancing technologies and increasing competition for limited funding resources often lead sponsors to identify non-compliance up front. Sponsors might refuse to review proposals for (sometimes minor) administrative omissions. It is discouraging to all of us when a proposal is not accepted or is returned for non-technical reasons (e.g., page length, font size, margins, or missing documents), but, more importantly, it tarnishes the professional reputation of the PI and reflects poorly upon the entire UMBC research community and collaborative partners.

What is a “ready-to-submit” proposal?

A complete, “ready-to-submit” proposal is one that has been routed for signatures via Kuali and has been fully approved based on the prior submission of the key information required for review, including details on institutional commitments (i.e. space, time, and effort) and budget. The
“ready-to-submit” proposal must also include a final title and executive summary as well as the complete and final versions of all the necessary forms and documents. That is, the PI should have all the documents ready for OSP to submit the proposal to the sponsor. In addition, if the
proposal is to be submitted via an electronic submission system (i.e. Fastlane, Research.gov, Grants OnLine, NSPIRES, Grants.gov, etc.) all documents must be uploaded to the system and OSP must have been given “submit” access via Kuali, or any other appropriate electronic submission system.

What support will be provided to the Principal Investigators?

The OVPR, in coordination with the Colleges, Schools, and the Research and Creative Achievement Council, has held and will continue to hold outreach and education sessions to enhance all PIs’ awareness of these requirements.

OSP will initiate the three-day reminders on August 1, 2019 and will implement the 9:00 am return procedure on September 1, 2019.

The OVPR recommends that PIs consult with their unit’s research administration and with OSP about their proposals as early as possible. This is especially necessary when pursuing complex and multiple PI- led proposals. We consider the preparation and submission of these proposals as a team effort where we share a common goal – submitting a successful, winning proposal as effectively and efficiently as possible.
