Winter Break Deadlines: Dec. 24, 2021 – Jan. 2, 2022

This is a special announcement
concerning the OSP schedule for reviewing/approving proposals with deadlines to
federal, state, and other agencies that occur during UMBC’s Winter Break this
year.
Please note the following:
- All
proposals with submission deadlines
occurring between Friday December 24, 2021 and Monday January 2, 2022
must be fully routed, ready for submission, and released to the OSP office for final review and submission by
the close of business on Friday December 17, 2021; and
- All proposals with
submission deadlines occurring between
Monday January 3rd and Wednesday January 5th, 2022 (the first 3
business days after the break) will be due to OSP by 9 AM on December 20, 2021.
This schedule is consistent with our current policy, which
requires the submission of complete proposals to OSP at least three (3) business days before the agency
submission deadline. Since UMBC is closed during the Winter Break, OSP will
also be closed.
The campus closure during Winter Break will cause a heavy
workload on OSP staff, so we will enforce our current policy more
consistently. Proposals received after the OSP deadlines specified above
will be reviewed on a first-come/first-serve basis and will be submitted only
if time permits. In keeping with the deadline enforcement policy of OVPR,
any proposal not fully routed and ready for submission by 9:00 a.m. of the
deadline date will not be submitted to the agency. If the deadline occurs
over Winter Break, this deadline is the last working day before the break
(12/23/21).

New Subrecipient vs. Vendor vs. Consultant Checklist
A new version of the Subrecipient vs. Vendor vs. Consultant Determination Checklist has been added to the forms page of the OSP website. This new form provides the option to bypass a majority of the questions if the institution is an institute of higher education and will play a key role in the project.
Please access the new form on the website when you are completing proposals with potential Subawards involved.

New Director of Office of Sponsored Programs Announced
Announcement New OSP Director
I am happy to report that after an external search that
included a search committee from various areas across campus and multiple, very
experienced candidates, Michael Walsh’s skills and capabilities in research
administration shined! Mike was offered
and has accepted the OSP Director position.
His start date as Director will be 11/1/21.
Mike is a “home-grown” talent. Mike received both his Master of Arts
(Historical Studies) and PhD (Public Policy) degrees at UMBC during which time
he began working at UMBC serving as a Teaching Assistant/Graduate Assistant for
both the History and Political Science Departments. He started his career in the Office of
Sponsored Programs as a Grants and
Contracts Specialist, and worked his way up to Manager & Training
Coordinator and then Assistant Director.
He is also an Adjunct faculty member at the Community College of
Baltimore County teaching History. Mike
has served various rolls on the Council of University System Staff (CUSS) and
UMBC’s Professional Staff Senate (PSS).
He has presented at the National Council of University Research
Administrators (NCURA), and was a recipient of NCURA’s Travel Award.
Please join me in congratulating Mike on this spectacular
accomplishment.
We will be moving next to fill the OSP Assistant Director
position, which is now open as a result of Mike’s promotion.

NSF PAPPG Update Available On-Demand
NSF has posted the video for the PAPPG update that was held earlier this year.
Additionally, the webinar is posted on the Policy Office’s YouTube page. Beginning FY 2022, NIH will implement Phase II of it's initiative in providing childcare costs support to full-time predoctoral and postdoctoral trainees appointed to NRSA institutional research training awards.
NIH will provide an annual $2,500 per each full-time predoctoral or postdoctoral NRSA trainee appointment slot at the time the new, renewal, or continuation award is made. NIH will not provide childcare support for short-term predoctoral or postdoctoral NRSA trainees regardless of the activity code. For active awards, NIH anticipates beginning to award the additional $2,500 in childcare costs per trainee slot at the time of the next continuation award starting in Fiscal Year 2022.

Editorial changes have been made to either clarify or enhance the intended meaning of a sentence or section. Websites and references have been updated for consistency with the NSF Proposal & Award Policies & Procedures Guide and the applicable terms and conditions identified in the award notice.
Harassment-Free Environment, Article 4 has been supplemented with new language which specifies that for group travel grants for scientific meetings, prior to the grantee’s participation in the meeting, the grantee must assure that the meeting organizer has a written policy or code-of conduct addressing harassment. Coverage on policies or codes-of-conduct for NSF-sponsored conferences also has been updated.
For all grants, the Domestic Preferences for Procurements, Article 44 has been added. This entirely new article notifies grantees of the applicability of 2 CFR §200.322, Domestic Preferences for Procurements.
These changes will also be reflected in the new PAPPG which goes into effect on October 4 as well.

NSF Webinar - NSF Proposal and Award Policy Update
NSF will be offering a free webinar to go over updates to the NSF Proposal and Award Policies. The Webinar is scheduled for Tuesday September 21, 2021 from 2:00 to 3:00 EST.
The Webinar will provide an overview of significant changes and clarifications to the PAPPG that will take effect on October 4, 2021. The PAPPG Webinar details NSF's proposal preparation and submission guidelines and provides guidance on managing and monitoring the award and administration of grants and cooperative agreements made by the Foundation.
