    </span>OSP Winter Break Deadlines: Dec. 23, 2022 – Jan. 2, 2023</p>

    <p><span>This is a special announcement concerning the OSP
    schedule for reviewing/approving proposals with deadlines to Federal, State,
    and Other Agencies that occur during UMBC’s Winter Break this year.  </span></p>
    
    <p><span>Please note the following:</span></p>
    
    <p><span><span>1.<span>    
    </span></span></span><span>All proposals with submission
    </span><strong><u>deadlines occurring between Friday December 23, 2022 and
    Monday January 2, 2023</u></strong><span> must be <em>fully routed, ready for submission, and
    release</em></span><em>d</em><span>to the OSP office for final review and submission by the close of
    business on </span><span><strong><u>Mon</u></strong></span><span><strong><u>day </u></strong></span><strong><u>December
    19, 2022</u></strong><span>; and</span></p>
    
    <p> </p>
    
    <p><span>2.<span>     </span></span>All
    proposals with submission <strong><u>deadlines occurring between Tuesday
    January 3rd and Thursday January 5th, 2023</u></strong> (the first 3 business
    days after the break) will be due to OSP by 9 AM on <strong><u>Wednesday <strong>December 21, 2022.</strong></u></strong></p><p><strong><u><strong><br></strong></u></strong></p>
    
    <p>This schedule is consistent with our current policy, which requires the
    submission of complete proposals to OSP <strong>at
    least three <strong>(3</strong></strong><strong><span>)</span></strong><strong> business days</strong> before the agency submission deadline. Since UMBC is
    closed during the Winter Break, OSP will also be closed and OSP personnel will
    not be available during the Winter Break for consultation or proposal submission(s). 
    </p>
    
    <p>The campus closure during Winter Break traditionally has imparted a heavy
    workload on OSP staff. Therefore, we will enforce our current policy more
    consistently, with little maneuverability.   Proposals received after the OSP
    deadlines specified above will be reviewed on a first-come/first-serve basis
    and will be submitted only if time permits.  In keeping with the deadline
    enforcement policy of ORCA (Office of the Vice President for Research &amp;
    Creative Achievement), any proposal not fully routed and ready for submission
    by 9:00 a.m. of the deadline date will not be submitted to the agency.  If
    the deadline occurs over Winter Break, please refer to the deadline presented
    in #1 above.</p>

<Title>Update on NASA policy for Conferences in China</Title>

    <div class="html-content"><p>Good Afternoon,<br></p><p>We have learned--and confirmed through official NASA officials-- that moving forward, it will be necessary and required for UMBC to ask explicit and direct permission from NASA before any project personnel are allowed to register for <strong>ANY</strong> conference--<em><u>VIRTUAL or IN-PERSON</u></em>-- that may be held in China. Thus, guidance on "how to proceed" must be sought for each individual instance (case-by-case).</p><p>Permission will require the concurrence of BOTH the Technical Officer (TO) and the Administrative 
    Grant Officer (AGO). The official award documents will contain the contact names and information for the correct Points of Contact (POCs) at NASA.<br></p></div>

<Title>LAST CALL: NCURA Region II Fall Meeting Bulk Registration</Title>

    <div class="html-content"><a href="https://www.ncura.edu/Education/MeetingsConferences/EventInfo.aspx?sessionaltcd=2022REGIONII" rel="nofollow external" class="bo">Registration for the NCURA Region II Fall Meeting </a>is now open! This year's meeting will take place at the Hotel DuPont in Wilmington, Delaware from November 6th through November 9th. <div><br></div><div>There will be over 50 concurrent sessions/discussion groups to choose from on Monday and Tuesday. There will also be 6 half-day workshops offered on Wednesday at no additional cost. This is a great value as NCURA typically charges a $125 registration fee for workshops at its Annual Meeting. </div><div><br></div><div>This will be a great opportunity to meet and network with research administrators across the region, as well as attend sessions presented by our own UMBC colleagues. Not an NCURA member?     <p>For NIH, as part of the implementation of the 2023 NIH Data
    Management and Sharing Policy, a new “Other Plan(s)” attachment field has been
    added to the PHS 398 Research Plan Form and the PHS 398 Career Development
    Award Supplemental Form. Applicants must attach the required Data Management
    and Sharing Plan in this new field in FORMS-H applications. See NOT-OD-21-013
    and NOT-OD-22-189 for more information. Note: Although the 2023 NIH Data
    Management and Sharing Policy is not applicable to fellowship and institutional
    training grant applications, the new attachment field was added for potential
    future use with other plans.</p>
    
    <p>Applications submitted using the incorrect application
    package for their due date will be withdrawn and removed from funding
    consideration.</p>

    Conflict of Interest (FCOI) and Other Support: Reminders</strong></p>

    <p><strong>Purpose:</strong></p>
    
    <p>The purpose of this Guide Notice
    is twofold: <em>(1)</em> <em>to remind the NIH extramural research community about
    the longstanding requirements provided in the financial conflict of interest
    (FCOI) regulation at 42 CFR Part 50 Subpart F, “Promoting Objectivity in Research”
    (FCOI regulation for grants and cooperative agreements).</em> This requirement
    also is included in the NIH Grants Policy Statement (NIH GPS), Section 4.1.10,
    Financial Conflict of Interest, and serves as a term and condition of NIH grant
    awards. This Notice reminds the extramural applicants and recipient
    institutions of the requirements to develop a FCOI policy, to post it on their
    website and submit it to NIH, to ensure Investigator disclosure of both foreign
    and domestic Significant Financial Interests(SFI), to review Investigator SFIs,
    to determine if there is a FCOI that must be reported to NIH, and to train
    Investigators on FCOI requirements; and <em>(2) to remind the NIH extramural
    research community of the requirement to submit complete and accurate Other
    Support information (NOT-OD-21-073) (NOT-OD-21-110).</em></p>

<Title>FYI: Grants.gov migration to the Cloud (September 2022)</Title>

    <div class="html-content"><div>We have received notification about the following upcoming updates in September to Grants.gov.  Please see the information below. Since Kuali is in coordinated testing for this migration, it is not anticipated that any issues will arise for S2S proposals.<br></div><div><br></div><div><p>Grants.gov has announced that it is migrating its infrastructure to 
    AWS (cloud). The production migration will take place during a period of 
    extended downtime from 9/23/2022 at 12:01 AM ET to 9/29/2022 at 11:59 PM
     ET. Grants.gv has published information about this move and the

<Title>NCURA Region II Fall Meeting</Title>

    <div class="html-content"><a href="https://www.ncura.edu/Education/MeetingsConferences/EventInfo.aspx?sessionaltcd=2022REGIONII" rel="nofollow external" class="bo">Registration for the NCURA Region II Fall Meeting </a>is now open! This year's meeting will take place at the Hotel DuPont in Wilmington, Delaware from November 6th through November 9th. <div><br></div><div>There will be over 50 concurrent sessions/discussion groups to choose from on Monday and Tuesday. There will also be 6 half-day workshops offered on Wednesday at no additional cost. This is a great value as NCURA typically charges a $125 registration fee for workshops at its Annual Meeting. </div><div><br></div><div>This will be a great opportunity to meet and network with research administrators across the region, as well as attend sessions presented by our own UMBC colleagues. Not an NCURA member?
