    <div class="html-content"><div><span>Long-Term Disability (LTD) and Group Term Life carrier UNUM is doing a special enrollment from<span><span>Feb. 1 - March 1, 2017</span></span> to allow employees to add new coverage or make changes to their LTD or Life Insurance coverage.</span></div><div><span><br></span></div><div><span>In the coming days you should receive an email or letter from UNUM with information regarding special enrollment. To assist you, here are some important details to consider:</span></div><ul><li><span>Special enrollment emails will be addressed from University System of Maryland - UNUM.</span></li><li><span>UNUM LTD and Life benefits are provided by USM <strong><u>not</u></strong> the State of Maryland.</span></li><li><span>The UNUM special enrollment period is strictly for UNUM benefits and not for health, dental, prescription, Minnesota Life, AD&amp;D or Flexible Spending. </span></li><li><span>UNUM special enrollment allows employees to elect LTD and Life Insurance (up to $100,000) through UNUM with no medical underwriting (no medical questions will be asked).</span></li><li><span>The rates have decreased for both UNUM Life and LTD plans.</span></li><li><span>New UNUM coverage will be effective <span><span>April 1, 2017</span></span>.</span></li><li><span>If you currently have UNUM and do not wish to make any changes, no action is necessary.</span></li></ul><div><span>For more information, including rates and enrollment, please visit the <a href="https://t.e2ma.net/click/fqnol/nwtbnbb/z5wl4c" rel="nofollow external" class="bo">UNUM website</a>. <Title>Dr. Kevin Eckert Receives Marilyn E. Demorest Award</Title>

    <div class="html-content"><div><span>Dear Colleagues,</span><span><br><br>I am pleased to announce that Kevin Eckert, Professor and Chair of Sociology, Anthropology, and Health Administration &amp; Policy, has been named the 2016-17 recipient of the Marilyn E. Demorest Award for Faculty Advancement. This annual award is provided through an endowment established by Marilyn E. Demorest, Professor Emerita of Psychology and former Vice Provost for Faculty Affairs, to support the advancement of all UMBC faculty members in their academic careers; to facilitate their professional development; and to recognize their contributions to faculty advancement and success at UMBC.</span><span><br><br>Dr. Eckert is recognized for his generosity in sharing his time, expertise, and resources to foster faculty productivity and leadership and to support and grow collaborative, interdisciplinary research. Dr. Eckert's open approach to his research projects has provided new tenure-track faculty members with valuable collaborative research experience on many high-profile National Institute of Health (NIH) grants.</span><span><br><br>Dr. Eckert is also a strong advocate for faculty development, often dedicating resources directly from the chair's office to ensure faculty members can participate in workshops and trainings and present at national academic conferences. He also was responsible for securing student research assistants for each department faculty member to create learning and research opportunities for faculty members at all points in their careers. Dr. Eckert's support of professional development has led to a greater focus on leadership, resulting in many departmental faculty taking on roles as leaders across campus in areas such as university Strategic Planning, the Institutional Review Board, and the Research Council.</span><span><br><br>During his tenure as the Demorest awardee, Dr. Eckert will lead a series of seminars that provide insights into mentorship as a multidimensional process, with a particular focus on the development of successful, federally funded collaborative research proposals and engagement in academic leadership. <Title>UMBC Diversity and Inclusion Resources</Title>

We take great pride in the diversity of experience, background, and thought represented by our campus community and the respectful ways in which our students, faculty, and staff engage the civic issues being debated in our country today.</span></div><div><span><br></span></div><div><span>In this time of change, we have received many requests for information and guidance. We are pleased to introduce several new campus resources developed in collaboration with the University Steering Committee and other campus groups:</span></div><div><ul><li><span><a href="https://t.e2ma.net/click/n8qpl/nwtbnbb/77ny4c" rel="nofollow external" class="bo">Information Regarding Recent Executive Actions</a>: UMBC’s Office of International Education Services has developed a set of resources/FAQs to offer guidance for UMBC community members regarding President Trump's recent executive order on immigration. In addition, President Hrabowski has joined other college presidents and the American Council on Education in sending a letter to the Secretary of Homeland Security expressing concerns about the executive order.</span><br></li><li><span><a href="https://t.e2ma.net/click/n8qpl/nwtbnbb/n0oy4c" rel="nofollow external" class="bo">The Diverse Classroom</a>: This new Faculty Development Center resource page is designed to assist faculty in facilitating difficult classroom conversations and harnessing UMBC's diversity to create vibrant learning environments that both challenge and support every student.</span></li><li><span><a href="https://t.e2ma.net/click/n8qpl/nwtbnbb/jlqy4c" rel="nofollow external" class="bo">Appreciating Differences in a Changing World (Feb. 13)</a>: The campus community is invited to this interactive concert, which will explore powerful questions through music and discussion. Singer-songwriter and trainer Bob Sima will lead the community in exercises to increase and improve self-awareness, interpersonal communication, and appreciation of differences.</span></li><li><span><u>The UMBC Freedom Seder</u>, hosted by <a href="https://t.e2ma.net/click/n8qpl/nwtbnbb/zdry4c" rel="nofollow external" class="bo">UMBC Hillel</a>, the vice president for Student Affairs, and other campus partners, will be held on <span><span>Wednesday, March 29</span></span>, <span><span>7 – 9 p.m.</span></span>Participants will celebrate the promise of freedom and learn about the diverse personal narratives of the UMBC community. The event will also honor the leaders, both past and present, who have fought and continue to fight for an egalitarian society. <Title>Affirming Commitment to Inclusion and Safety</Title>

The letter specifically requested action to "make UMBC a sanctuary campus" and to develop measures to support and retain DACA students in the event that the initiative is cancelled or expires. We have begun working with University System of Maryland colleagues and will be working with campus shared governance organizations to better understand options available to us that are consistent with our obligations under State and Federal law.</p><p>In the meantime, we want to inform you of guidance the USM has shared regarding practices on its campuses, including UMBC.</p><p><em>USM and its constituent institutions affirm our commitment to provide all of our students a safe and supportive educational environment. While we continue to comply with all applicable federal and state laws and regulations and with lawfully issued subpoenas or court orders, we need not, and shall not, engage in the following activities:</em></p><ul><em><li>Permit immigration enforcement authorities to enter a campus for an enforcement action without a warrant unless there is an exigent circumstance (national security or terrorism matter, risk of death or physical harm, etc.) necessitating immediate action;<br><br></li><li>Voluntarily partner with immigration enforcement authorities to assist with enforcement activities;<br><br></li><li>Detain an immigrant at the request of immigration enforcement authorities;<br><br></li><li>Request and/or share immigration information obtained in connection with a campus arrest; or<br><br></li></em><li><em>Provide immigration enforcement authorities with student records without a lawfully issued subpoena or court order.</em></li></ul><p>This guidance is consistent with UMBC's practices. In addition, our administration has been public about its support for undocumented students' access to public education. The UMBC administration also publicly and vigorously supported the Maryland Dream Act, which enables undocumented high school graduates who complete at least 60 credits at a community college to receive in-state tuition at Maryland universities.</p><p>The immediate need of most students with concerns about immigration status is access to reliable information and support. Campus leaders have been meeting with numerous student groups to hear and respond to concerns. We are planning to share vetted information about resources and to expand capacity to address the needs arising in our community.</p><p>We will continue to monitor and attend to needs on our campuses, working in partnership with University Senate leaders and following guidance from the USM.</p></div>

<Title>Respectful dialogue</Title>

    <div class="html-content"><p>UMBC is committed to welcoming, engaging, and inspiring inquisitive minds from all backgrounds, and it is our collective responsibility to support and respect each other.</p><p>Unfortunately, from across the state and throughout the nation this past week, the news media has reported acts of intolerance and hate crimes. We are encouraged that our students, faculty, and staff have been engaged in productive community events and discussions, listening to different perspectives on the future of our country. UMBC is a model for inclusion -- not because all members of our diverse community agree with one another, but because we engage with difficult issues and are respectful in our disagreements.</p><p>However, we know no campus, including ours, is immune to acts of intolerance. All of us have the responsibility to protect and support each other. <Title>Our Nation and Our Community</Title>

    <div class="html-content"><p>As we have talked with a number of students and colleagues today, it is clear that this is a critical moment for America—a moment when we sense how divided we are as a nation—and when it is difficult to know how we will bridge those divides. The world now looks toward the United States to see how we come together and move forward after an election that so sharply divided our country.</p><p>In challenging times, we come to know more about ourselves and our values as we articulate our concerns, our goals, and our visions for the future. Most important for the UMBC community and our fellow citizens now is remembering how much we share with one another as fellow humans. Though we may have very different opinions, mutual respect and support for one another will lead us toward shared goals.</p><p>As our university vision states, UMBC is a community committed to advancing knowledge, economic prosperity, and social justice, and we do so by welcoming and inspiring inquisitive minds from all backgrounds. The work that we do here is noble: We seek the truth, we educate the next generation of leaders, and we help to solve the problems of humankind. Education is more important now than ever.</p><p>In UMBC's spirit of "Grit and Greatness," we urge each of you, individually and collectively, to remember that we are all leaders working toward important goals for ourselves, our communities, and our world, and we are also all here to support one another.</p><p>University leaders are planning additional opportunities for campus conversations in the near future. <Title>Campus Actions Regarding Temporary Ban on Entry to U.S.</Title>

    <div class="html-content"><div><span>On Friday, January 27, President Trump issued an executive order imposing a 90-day ban on citizens of seven countries entering the U.S. These seven countries are Iran, Iraq, Syria, Libya, Sudan, Somalia, and Yemen.</span></div><div><span><br></span></div><div><span>Since then, the campus leadership team, UMBC’s Office of International Education Services, and other campus offices have been working proactively to determine the status and needs of students, faculty, and staff who may be affected by this development. We are responding as quickly as possible to provide resources in the midst of these rapidly evolving circumstances and will support, through all available means, members of our UMBC community whose studies and careers are threatened by this or other changes to existing immigration regulations.</span></div><div><span><br></span></div><div><span>We understand that UMBC faculty, staff, and students who are citizens of one of the seven designated countries (interpreted by some Customs and Border Protection officials to include U.S. permanent residents) may be concerned about their visa status and travel outside the U.S. In the near term, the University recommends that members of the UMBC community who are citizens of the seven listed countries and are currently in the United States refrain from international travel as we monitor these events. Community members seeking guidance regarding their travel plans are encouraged to contact the International Education Services Office (<a href="mailto:ies@umbc.edu?subject=" rel="nofollow external" class="bo">ies@umbc.edu</a>).</span></div><div><span><br></span></div><div><span>The IES Office is currently developing a set of resources/FAQs to offer further guidance for UMBC community members. In the meantime, initial guidance can be found on the NAFSA-Association of International Educators <a href="https://www.nafsa.org/Professional_Resources/Browse_by_Interest/International_Students_and_Scholars/Travel_Advisory_for_Nationals_of_Certain_Countries_Pursuant_to_Executive_Order/" rel="nofollow external" class="bo">website</a>, as well as on the American Immigration Lawyers Association’s <a href="http://www.aila.org/infonet/practice-alert-travel-warning" rel="nofollow external" class="bo">website</a>.</span></div><div><span><br></span></div><div><span>In order to respond effectively to the needs of our community, we are reviewing available records to identify those community members who may be affected by the executive order. We also ask anyone with knowledge of community members currently traveling abroad who are citizens of the seven affected countries holding valid entry and residence visas to please share that information with the IES Office at <a href="mailto:ies@umbc.edu?subject=" rel="nofollow external" class="bo">ies@umbc.edu</a>.</span></div><div><span><br></span></div><div><span>While this recent executive order particularly impacts community members from a select set of countries, we are deeply concerned that it will have a chilling effect on higher education and research broadly. It challenges UMBC’s culture of inclusive excellence, and we will work closely with campus shared governance groups to advocate for our central values in the weeks and months ahead.</span></div></div>
