    <div class="html-content"><p><span>The first day of classes is upon us</span><span>,</span><span> and students, faculty, staff, and visitors
    should expect extremely heavy traffic</span><span>, particularly
    during the morning rush hour,</span><span> and a high demand for
    parking</span><span> as the morning progresses</span><span>.  Here are some tips to make your drive and parking experience
    easier:</span></p>
    
    <p><span> </span></p>
    
    <p><span>1.</span><span>     </span><span>Allow yourself extra drive and
    parking times.</span></p>
    
    <p><span>2.</span><span>     </span><span>Avoid entering/exiting Campus on
    UMBC Blvd and utilize Wilkens Avenue, Hilltop Road, Walker Avenue, and Poplar
    Avenue (see attachment).</span></p>
    
    <p><span>3.</span><span>     </span><span>Plan your drive before you leave
    and check traffic reports.</span></p>
    
    <p><span>4.</span><span>     </span><span>Utilize a traffic app that can

<Title>New one-way Commons Drop-off Circle</Title>
<Tagline>New Traffic Pattern</Tagline>

    <div class="html-content"><p><span>Please be advised that there will be permanent changes to the traffic
    patterns in the area of Commons Garage, Physics Building and The Commons prior
    to the start of the Fall 2017 semester. The Commons Circle is being replaced
    with a new drop-off circle between the Physics Building and Commons Garage. The
    new circle will provide a drop-off area for The Commons, Physics and other
    adjacent buildings. Personal vehicles will no longer be allowed to enter the
    Commons Circle as this area is now limited to service vehicles and deliveries.
    A new entrance to Lot 2 has also been constructed off of the new drop-off
    circle.</span></p>
    
    <p><span> </span></p>
    
    <p><span>Vehicles traveling on Commons Drive wishing to use the new circle or
    park in Lot 2 should take a right on Park Road and an immediate left into the
    circle. Access to the Commons Garage remains unchanged as vehicles may continue
    to use both existing entrances. Please refer to the diagram below for
    additional information. Additional temporary signs will be provided in
    this area in an effort to help navigate the new traffic patterns. </span></p>

    <p><span>The contractor will be finalizing the work at the new drop-off circle
    during the fall semester. UMBC Facilities Management will inform the UMBC
    community of any temporary vehicular or pedestrian traffic changes or
    closures. </span></p>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,</span></div><div><span><br></span></div><div><span>Over the weekend, we watched the violent, hate-driven acts that took place in Charlottesville and on the University of Virginia campus. On behalf of the UMBC community, we offer our prayers and our deepest condolences to the families and communities of those directly affected by these appalling acts of terror and intimidation.</span></div><div><span><br></span></div><div><span>We strongly condemn the racist, hate-filled ideology used by white supremacist and neo-Nazi groups to attack and instill fear in our fellow citizens. This is a time for our leaders and for each of us to speak out against racism, anti-Semitism, sexism, discrimination against our LGBTQ and immigrant communities, religious intolerance, and bigotry of any kind. </span></div><div><span><br></span></div><div><span>While respecting the Constitutional rights to free speech and assembly, we have a moral responsibility to safeguard these freedoms from abusive inflammatory rhetoric and acts of hate, intimidation, and violence.  </span></div><div><span><br></span></div><div><span>Our University community is dedicated to open inquiry and by welcoming minds from all backgrounds and perspectives we know that our diversity is our strength. An important part of the ceremony is the participation in the academic procession by faculty and staff. This year, I encourage you to consider attending Convocation and join us in celebrating the start of the fall semester. <Title>Delay in Implementation of Statewide Personnel System</Title>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,</span></div><div><span><br></span></div><div><span>The State Department of Budget and Management’s Employee Benefits Division has notified us of a delay in the implementation of the State Personnel System (SPS).</span></div><div><span><br></span></div><div><span>In lieu of implementation of a new state system, all faculty and staff interested in enrolling for benefits or making changes to existing coverage should use the Interactive Voice Response (IVR) system. Retirees and direct pay employees (contractual, part-time, employees on leave of absence) will be required to complete the appropriate enrollment form to enroll or make changes to existing coverage. Employees not making changes do not need to take action during this year’s open enrollment. <strong>The open enrollment period is <span><span>October 12 through November 15, 2017</span></span></strong>.</span></div><div><span><br></span></div><div><span>In addition, the process changes outlined in our previous campus notification will begin <span><span>January 1, 2018</span></span>. They are:</span></div><div><ul><li><span><strong>Effective Dates of Coverage:</strong> Coverage will begin on the first of the month following the start date of a new hire or the “qualifying event” date, such as marriage, divorce, or loss of coverage. Effective dates for newborns will be adjusted to the actual date of birth. Employees will be billed by the State of Maryland back to their effective date of coverage. </span></li><li><span><strong>Terminations:</strong> Coverage will terminate on the last day of the month in which an employee separates from employment.</span></li></ul></div><div><span>Updates regarding the <a href="https://t.e2ma.net/click/rjuyo/nwtbnbb/rvr40d" rel="nofollow external" class="bo">SPS implementation</a>, as well as the annual open enrollment process, will be available on the <a href="https://t.e2ma.net/click/rjuyo/nwtbnbb/7ns40d" rel="nofollow external" class="bo">Human Resources website</a>. The annual health fair is tentatively scheduled for <span><span>Tuesday, October 3, 2017, 11 a.m. to 2 p.m.</span></span> in the University Center Ballroom. <Title>Parking permit fees for academic year 2017/2018</Title>

    <div class="html-content"><div><span>To support the increasing cost associated with operating, maintaining, and improving the parking facilities on campus, UMBC faculty and staff will see an increase in parking permit fees for academic year 2017/2018. This will mark the first time since 2007 faculty and staff parking permit fees have increased.</span></div><div><span><br></span></div><div><span>For non-gated permit holders, there will be an increase of $20 annually, for a total of $280. Permit holders in all gated lots will see an increase of $20 for gated lot access with a gate card in addition to an annual increase of $20. The total annual cost of a gated lot permit will increase to $380. The new bi-weekly payroll deduction will be $14 for non-gated permit holders and $19 for gated permits.   </span></div><div><span><br></span></div><div><span>Faculty and staff already enrolled in the pre-tax payroll deduction program will not need to complete new forms. Anyone wishing to discontinue participation in the payroll deduction program must submit a cancellation form and return their permit to <a href="https://t.e2ma.net/click/vmvco/nwtbnbb/3cpzwd" rel="nofollow external" class="bo">Parking Services</a>.</span></div><div><span><br></span></div><div><span>Permits for eligible employees actively enrolled in the payroll deduction program during the previous year will be delivered to the employee’s department the week of <span><span>August 21, 2017</span></span>.
