UMBC has again been nominated to participate in The Baltimore Sun Top Workplaces program. This program identifies and compares top places to work in the Baltimore Metropolitan area, based solely on the opinions of employees.
Beginning this week, you will be receiving an email with a link to the online survey. The survey, conducted by WorkplaceDynamics LLC, an independent research company, should take about five minutes to complete. WorkplaceDynamics will keep your responses confidential; however, certain members of the UMBC community will have access to the optional written comments on the survey. If you wish to remain completely anonymous, please do not submit any optional written comments that could identify you individually.

Heavy Traffic Alert
Tips for getting to Campus and Parking
The first day of classes is upon us, and students, faculty, staff, and visitors
should expect extremely heavy traffic, particularly
during the morning rush hour, and a high demand for
parking as the morning progresses. Here are some tips to make your drive and parking experience
easier:
1. Allow yourself extra drive and
parking times.
2. Avoid entering/exiting Campus on
UMBC Blvd and utilize Wilkens Avenue, Hilltop Road, Walker Avenue, and Poplar
Avenue (see attachment).
3. Plan your drive before you leave
and check traffic reports.
4. Utilize a traffic app that can
update you on current conditions and suggest alternative routes.
5. "D" permit holders arriving late to Campus should utilize Lot 24 or
Lot 25.

New one-way Commons Drop-off Circle
New Traffic Pattern
Please be advised that there will be permanent changes to the traffic
patterns in the area of Commons Garage, Physics Building and The Commons prior
to the start of the Fall 2017 semester. The Commons Circle is being replaced
with a new drop-off circle between the Physics Building and Commons Garage. The
new circle will provide a drop-off area for The Commons, Physics and other
adjacent buildings. Personal vehicles will no longer be allowed to enter the
Commons Circle as this area is now limited to service vehicles and deliveries.
A new entrance to Lot 2 has also been constructed off of the new drop-off
circle.
Vehicles traveling on Commons Drive wishing to use the new circle or
park in Lot 2 should take a right on Park Road and an immediate left into the
circle. Access to the Commons Garage remains unchanged as vehicles may continue
to use both existing entrances. Please refer to the diagram below for
additional information. Additional temporary signs will be provided in
this area in an effort to help navigate the new traffic patterns.
The contractor will be finalizing the work at the new drop-off circle
during the fall semester. UMBC Facilities Management will inform the UMBC
community of any temporary vehicular or pedestrian traffic changes or
closures.

Commons Roof Maintenance Project
Commons Roof Maintenance Project
Starting early this week, crews will begin replacing portions of the Commons Building roof. The repair work is estimated to be completed by the beginning of November, 2017.
Contractors will access the building from the Commons Circle, which will temporarily impact several pedestrian paths around the Commons Building. Please follow appropriate signage for alternate routes around the construction area. For more information about this and other ongoing construction projects across campus, see our current construction activity map.

Charlottesville
Dear Members of the UMBC Community,
Over the weekend, we watched the violent, hate-driven acts that took place in Charlottesville and on the University of Virginia campus. On behalf of the UMBC community, we offer our prayers and our deepest condolences to the families and communities of those directly affected by these appalling acts of terror and intimidation.
We strongly condemn the racist, hate-filled ideology used by white supremacist and neo-Nazi groups to attack and instill fear in our fellow citizens. This is a time for our leaders and for each of us to speak out against racism, anti-Semitism, sexism, discrimination against our LGBTQ and immigrant communities, religious intolerance, and bigotry of any kind.
While respecting the Constitutional rights to free speech and assembly, we have a moral responsibility to safeguard these freedoms from abusive inflammatory rhetoric and acts of hate, intimidation, and violence.
Our University community is dedicated to open inquiry and by welcoming minds from all backgrounds and perspectives we know that our diversity is our strength. As members of the UMBC community, we each have a special responsibility to seek the truth and build understanding between groups and across different perspectives. UMBC is and always will be a community that values inclusion, diversity, and respect for all the members of our community.

Fall Opening Meeting 2017
Dear Members of the UMBC Community,
Each year, at the start of the fall semester, the UMBC community comes together to welcome colleagues and students back to campus, celebrate our achievements and launch the beginning of a new academic year. Please join us at the Fall Opening Meeting on Thursday, August 24, in the University Center Ballroom. A light lunch will be provided at 11:30 a.m., and the program begins promptly at noon.
The program will include the annual State of the University Address and welcoming remarks. Incoming freshman, transfer, and graduate students also will share with us why they chose to join the UMBC community.

Reminder: Fall 2017 Convocation
Dear Members of the UMBC Community,
Friday, August 18, is the last day for faculty and staff to register to attend this year's Convocation ceremony and all-campus picnic. If you plan on participating, please fill out the online registration form as soon as possible, as this information is necessary for event planning logistics and so that appropriate seating arrangements can be made. Regalia can no longer be ordered.
We encourage and look forward to your participation in the Fall 2017 Convocation on Tuesday, August 29 at 3:30 p.m. in the Retriever Activities Center (RAC). This important event marks the formal beginning of UMBC's academic year; one that holds much promise for excellence in teaching and learning, research, and service in our academic community.
Regalia Pick-up
Regalia pick-up will be available from Thursday, August 24 through Monday, August 28, 2017 at the UMBC Bookstore. Faculty and staff are asked to return their regalia to the Bookstore following the ceremony.
All-campus Picnic
Immediately following Convocation, faculty and staff are invited to attend the Community Picnic on the Commons North Lawn, adjacent to Erickson Field. We appreciate the assistance of our dining service provider, Chartwells, in sponsoring the picnic for the UMBC community.
We will send a follow-up email to all Convocation participants prior to the event with details regarding line-up and procession.

Fall 2017 Convocation
Dear Members of the UMBC Community,
We look forward to your participation in our Fall 2017 Convocation on Tuesday, August 29 at 3:30 p.m. in the Retriever Activities Center (RAC). This important event marks the formal beginning of UMBC's academic year; one that holds much promise for excellence in teaching and learning, research, and service in our academic community.
Convocation is a special opportunity for faculty and staff to welcome new students to the UMBC community. An important part of the ceremony is the participation in the academic procession by faculty and staff. This year, I encourage you to consider attending Convocation and join us in celebrating the start of the fall semester. If interested, please take a moment to RSVP through our Online Convocation Form. This information will be used for event planning logistics and so that appropriate seating arrangements can be made.
Marching in the procession requires academic regalia. As in the past, UMBC will subsidize the rental of academic regalia for faculty and staff. If you need to order regalia for the ceremony, please use the Online Convocation Form and share your information with us. Regalia can be ordered now through August 10, 2017. Regalia ordered after August 3, however, will incur an expedited shipping fee to ensure timely delivery.
Following the Convocation ceremony, we will host a community-wide picnic on the Erickson Field. This is an excellent opportunity for faculty and staff to meet our incoming class, and I welcome everyone on campus to attend.

Dear Members of the UMBC Community,
The State Department of Budget and Management’s Employee Benefits Division has notified us of a delay in the implementation of the State Personnel System (SPS).
In lieu of implementation of a new state system, all faculty and staff interested in enrolling for benefits or making changes to existing coverage should use the Interactive Voice Response (IVR) system. Retirees and direct pay employees (contractual, part-time, employees on leave of absence) will be required to complete the appropriate enrollment form to enroll or make changes to existing coverage. Employees not making changes do not need to take action during this year’s open enrollment. The open enrollment period is October 12 through November 15, 2017.
In addition, the process changes outlined in our previous campus notification will begin January 1, 2018. They are:
- Effective Dates of Coverage: Coverage will begin on the first of the month following the start date of a new hire or the “qualifying event” date, such as marriage, divorce, or loss of coverage. Effective dates for newborns will be adjusted to the actual date of birth. Employees will be billed by the State of Maryland back to their effective date of coverage.
- Terminations: Coverage will terminate on the last day of the month in which an employee separates from employment.
Updates regarding the SPS implementation, as well as the annual open enrollment process, will be available on the Human Resources website. The annual health fair is tentatively scheduled for Tuesday, October 3, 2017, 11 a.m. to 2 p.m. in the University Center Ballroom. More details about open enrollment will be distributed at the fair.

Parking permit fees for academic year 2017/2018
To support the increasing cost associated with operating, maintaining, and improving the parking facilities on campus, UMBC faculty and staff will see an increase in parking permit fees for academic year 2017/2018. This will mark the first time since 2007 faculty and staff parking permit fees have increased.
For non-gated permit holders, there will be an increase of $20 annually, for a total of $280. Permit holders in all gated lots will see an increase of $20 for gated lot access with a gate card in addition to an annual increase of $20. The total annual cost of a gated lot permit will increase to $380. The new bi-weekly payroll deduction will be $14 for non-gated permit holders and $19 for gated permits.
Faculty and staff already enrolled in the pre-tax payroll deduction program will not need to complete new forms. Anyone wishing to discontinue participation in the payroll deduction program must submit a cancellation form and return their permit to Parking Services.
Permits for eligible employees actively enrolled in the payroll deduction program during the previous year will be delivered to the employee’s department the week of August 21, 2017. Payroll deductions which include the increase will begin September 8, 2017.
