<Title>Campus Budget Update</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>We are very pleased to share that Governor Hogan and the General Assembly have adopted an FY 2020 state operating budget that provides a substantial base budget increase for UMBC and a 3 percent COLA salary increase for faculty and staff effective July 1.</span><br><br><span>We can all be proud that state leaders are noticing the collective impact of UMBC faculty, staff, students, and alumni on Maryland more than ever. Additional base funding for UMBC includes $1.45 million to advance degree production in areas of high workforce demand, $2 million to move UMBC closer to the USM average for state funds per student, $1.8 million to open the Interdisciplinary Life Sciences Building, and $5 million to support investments in instructional capacity, student success initiatives, research capacity, student support services, and administrative and infrastructure improvements. Not yet reflected in our budget is funding up to $2.6 million to launch several new workforce-related academic programs at the Universities at Shady Grove.</span><br><br><span>With continued strong support from state leaders, the USM Board of Regents has limited the FY 2020 tuition increase to 2 percent for in-state undergraduate students. Out-of-state undergraduate tuition and graduate student tuition will increase 3 percent. </span><br><br><span>We encourage members of the UMBC community to let the Governor and your state senators and delegates know how much their support means to our campus. <Title>Recommendations on sexual violence/misconduct prevention</Title>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,<br><br>We want to share with our community <a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/rvz24o" rel="nofollow external" class="bo">three reports with recommendations</a> on the prevention of and response to sexual violence/misconduct at UMBC. These reports were compiled, respectively, by three groups:</span></div><ul><li><span><a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/7n024o" rel="nofollow external" class="bo">External consultants’ report</a> (Jody Shipper, J.D., and Cherie Scricca, Ed.D. of Grand River Solutions, Inc.)</span></li><li><span><a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/ng124o" rel="nofollow external" class="bo">Retriever Courage Student Advisory Committee report</a></span></li><li><span><a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/38124o" rel="nofollow external" class="bo">Retriever Courage Faculty/Staff Advisory Committee report</a></span></li></ul><div><span>The three reports include assessments of UMBC’s current practices, policies, and resources, as well as recommendations based on effective practices on our campus, evidence-based research, and best practices at other universities.<br><br>This summer, the Retriever Courage Implementation Team will review and compile the recommendations from all three reports in preparation for a discussion about priorities with the University Steering Committee (USC) this fall. The Implementation Team and USC will then seek feedback and revisions from all Retriever Courage partners and the university community. After that, they will recommend prioritized action steps to the University Council of Vice Presidents and Deans, who will review and sign off on proposed actions, which will then be submitted to the President for final approval.<br><br>We thank our consultant team, the Student Advisory Committee, and the Faculty/Staff Advisory Committee for these reports as we continue to address together how to improve community safety and wellbeing at UMBC.<br><br>We also thank the thousands of faculty, staff, and students who have participated in internal and external reviews and training sessions over the past year. Thank you for your commitment to making UMBC a safer and more caring living, learning, and working environment for all, including engagement with Retriever Courage, and for the input and suggestions you are sharing to inform this work. We will continue to provide updates on progress and ways to stay engaged.<br><br>We encourage those who have observed or experienced sexual violence/misconduct to seek support as needed at any time. There are <a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/j1224o" rel="nofollow external" class="bo">many resources available on campus</a> and <a href="https://t.e2ma.net/click/z9rkvc/nwtbnbb/zt324o" rel="nofollow external" class="bo">in the community</a> that offer confidential medical support, confidential psychological/emotional support, and interim protective measures (e.g., no-contact orders, housing adjustments, academic concerns). <Title>UMBC Makes History...Again</Title>

    <div class="html-content"><div>RetrieverNation congratulates Adrienne Jones ‘76 on her election as Speaker of the Maryland House of Delegates. As the first African-American and first female to hold this position, her term is already history in the making. Born and raised in Arbutus, Speaker Jones graduated from UMBC with a degree in Psychology and immediately went into public service. She was appointed to the House of Delegates in 1997 and has served as Speaker Pro Tem since 2003. She has also held numerous other leadership roles, including on the House Appropriations Committee as Chair of the Capital Budget and Education and Economic Development Subcommittees, and within both the Legislative Black Caucus and the Women’s Legislative Caucus. </div><div><br></div><div>The 139 members of the House of Delegates unanimously elected her Speaker, following nominations by Delegate Maggie McIntosh, Delegate Dereck Davis, the other candidates running for the seat, and a special nomination by Baltimore County Delegate and UMBC alumnus Mark Chang ‘99. </div><div><br></div><div><strong><a href="https://about.umbc.edu/umbc-makes-history-again/" rel="nofollow external" class="bo">Watch a video of this momentous occasion »</a></strong></div><div> </div><div>Adrienne Jones has been a steadfast supporter of UMBC during her time in the legislature. She has been instrumental in advocating for recent capital projects, including the Performing Arts and Humanities Building, The Interdisciplinary Life Sciences Building, and the new campus entrance.  She has also been a vital advocate for additional operating budget support to allow us to provide more programs and services for students while mitigating the need to increase tuition. She remains deeply connected to UMBC and was named UMBC Alumna of the Year in 2003. </div><div><br></div><div>President Freeman Hrabowski states: “I am so proud of my friend Adrienne’s accomplishment. She is a hard-working leader who focuses on evenness and a willingness to listen to different points of view. <Title>University of North Carolina at Charlotte Tragedy</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>We are deeply saddened by the senseless act of violence that took place at the University of North Carolina at Charlotte yesterday. This morning, I sent a message to Chancellor Dubois expressing the UMBC community’s sympathy for the families and friends of the victims, others directly affected, and the broader university community.</span><br><br><span>Unfortunately, violence and tragedies at universities and schools around the country remind us of our own safety and the safety of others in the UMBC community. We want to assure you that UMBC is committed to maintaining a safe environment for our students, faculty, staff, and visitors, and we value your partnership in making UMBC a safe place to learn, live, and work.</span><br><br><span>Ensuring a safe campus begins with understanding our emergency preparedness plan and where to find information, resources, and trainings to educate community members on how to respond in the event of an emergency. <Title>Retiree Prescription Update</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>As you may recall, the State of Maryland </span><a href="https://t.e2ma.net/click/3clotc/nwtbnbb/fual1o" rel="nofollow external" class="bo">proposed changes to the retiree prescription program</a><span> in May of 2018 that resulted in a court-ordered injunction. The State of Maryland was ordered to keep the current prescription program until the court case is settled.</span><br><br><span>The Department of Budget and Management (DBM) Employee Benefits Division recently issued an update regarding the proposed prescription changes.</span><br><br><span>“The Maryland General Assembly passed Senate Bill 946 in the 2019 Session. This bill provides </span><a href="https://t.e2ma.net/click/3clotc/nwtbnbb/vmbl1o" rel="nofollow external" class="bo">the following</a><span> in the event the outcome of Fitch v. State of Maryland is found in favor of the State. If the court rules in favor of the plaintiffs, retirees keep their current benefits.” </span><strong>Please note: According to DBM, the earliest these plans could take effect is January 1, 2021.</strong><br><br><span>Senate Bill 946 introduces a reimbursement program that will potentially affect all retirees and their dependents who are Medicare-eligible. <Title>Synagogue Attack in California</Title>

    <div class="html-content"><span>Dear Members of the UMBC Community,</span><br><br><span>We are saddened once again this morning after witnessing the anti-Semitic attack on the Congregation Chabad in Poway, California. That this attack occurred on the last day of the Passover holiday and only six months after the Tree of Life synagogue shooting in Pittsburgh heightens the pain of loss and the terror inflicted on this community. Furthermore, as our local Baltimore community has also experienced substantial violence this weekend, our thoughts are with the families of those impacted by the city shootings.</span><br><br><span>In the face of continued hate crimes, terror attacks, and violence in our community and across the world, we must remind ourselves to believe in the power of resilience. We must also continue to confront the tide of hate and prejudice that still runs strong in our country and around the globe. We must educate ourselves about and stand in solidarity with our neighbors of all backgrounds who are targeted by hate.</span><br><br><span>After the shooting, Chabad of Poway Rabbi Goldstein said, “A little bit of light pushes away a lot of darkness. We need a lot of light now.” We encourage you to join our UMBC Hillel community at the annual Freedom Seder this Wednesday at 6 p.m. in the University Center Ballroom. We are proud of this UMBC tradition, which celebrates our commitment to inclusive excellence and all types of diversity. This year’s theme is fittingly </span><em>The Consequence of Hate</em><span>, and we know our UMBC community will be strengthened by having this special space and time to grapple with the recent tragedies in our nation and around the world. <Title>Armed Intruder in Custody</Title>

    <div class="html-content"><span>UMBC Police have apprehended an intruder from outside the UMBC campus who entered the Math-Psychology Building at approximately 7:30 a.m. and threatened a staff member and two students with a knife. The staff member involved notified UMBC Police, who arrived within minutes and convinced the suspect to surrender. No one was injured during the incident.</span><br><br><span>Thanks to the effective actions taken by our staff colleague and UMBC Police Officers, the incident was diffused and does not pose an ongoing threat to the campus. Due to how quickly the incident unfolded, there was not time to send a campus text alert. While the suspect is now in custody, it is important that the campus community know about this unusual event.</span><br><br><span>Human Resources and Counseling Center colleagues are reaching out to affected staff and students to offer support.</span><br><br><span>We encourage members of the UMBC community to keep themselves safe. However, please recognize that conduct violations and criminal acts are never the victim’s fault. UMBC students, faculty, staff members, or visitors who choose to violate relevant policies and laws are solely responsible for their actions. University authorities will make every effort to sanction individuals who violate those policies and laws.</span><br><br><strong>Safety Tips:</strong><br><br><em>UMBC Police provides an escort service for anyone who feels unsafe when walking on or near campus.  If you would like an escort please call 410-455-5555.  If you observe suspicious activity or behavior, contact the police immediately by calling 410-455-5555.  <br> <br>Stay alert and attuned to people and circumstances around you.<br> <br>Trust your instincts.
