For the most updated information and more information on actions to reduce COVID-19 risks in our community, please visit <a href="https://covid19.umbc.edu/" rel="nofollow external" class="bo">COVID19.umbc.edu</a>.</div><div><br></div><div><h5>Student Services and Support</h5><div><ul><li>The Retriever Essentials food pantry will be open tomorrow, Tuesday, March 24, from 4 - 6 p.m. Items can be picked up at Sherman Hall 205. </li><li>We know many residential students are eager to return to campus and retrieve their belongings. Careful planning and sequencing are necessary to allow this to happen safely. Until this plan is established, students who have left campus for spring break will be unable to access their residence halls. These students will soon receive more specific information about this process and their respective move-out dates. Guidance for collecting expenses can be found <a href="https://financialservices.umbc.edu/covid-project/" rel="nofollow external" class="bo">here</a>. </li><li>Since the posting of the COVID-19 Timekeeping Instruction and Reference Guide, Human Resources has determined that the campus would benefit from two edits to the guide. The updated version includes (1) a link to the web page for the electronic timesheet (ETS) video tutorials and written guides; and (2) clarification of key factors for departments to consider when determining payments for the non-Federal work study student employees. The edited guide is available <a href="https://hr.umbc.edu/files/2020/03/COVID-19-TIMEKEEPING-INSTRUCTIONS_03.18.2020.pdf" rel="nofollow external" class="bo">here</a>.</li><li>Human Resources mailed all live checks to employees for checks dated Friday, March 20. Employees who had a live check were sent an email notification from Payroll on March 18, 2020 that checks were being mailed. This notification let them know to expect their check to be delivered to the address on their tax forms. </li></ul></div></div><h5>Facilities</h5><div><div><ul><li>Only faculty and staff with explicit permission from their supervisors should be on campus. We understand that faculty and staff may need to access their offices on a one-time basis. If you need to do so, please call UMBC Police at 410-455-5555. Visits should be limited to 30 minutes or less. </li><li>All mail will need to be picked up at the mailroom in University Center, which is open on weekdays from 8 a.m. - 12 p.m. There is ground-level access next to the ATM, as all other doors are locked.</li><li>UMBC Transit has suspended all routes until further notice. <Title>Undergraduate Grading Method Options for Spring 2020</Title>

    <div class="html-content"><div><span>Dear Undergraduate Students, Faculty, and Staff,<br><br>As we continue to pull together as a community to work through the uncertainty and challenges of the COVID-19 pandemic, we remain unwavering and steadfast in our commitment to student academic success. We recognize current circumstances, including the shift to a remote and online learning environment, may present challenges. We are committed to delivering continuous and uninterrupted academic support (tutoring, advising, etc.) to ensure every student has the opportunity to be successful and to offer students maximum support and flexibility. <strong>Most importantly, we have collaborated with the Faculty Senate Executive Committee, Undergraduate Council, and General Education Committee to make important adjustments to our Spring 2020 academic and enrollment policies. </strong><br><br><strong>The academic and enrollment policies described below will allow students the opportunity to make the most informed decisions possible regarding their coursework, based on their individual circumstances, to ensure continued academic progress and degree completion. We hope that by offering this flexibility, students will be able to adjust to their new academic environment and focus on doing well in their coursework to successfully complete the Spring 2020 semester without the need to withdraw.</strong><br><br><u><strong>In considering the options below, students are encouraged to wait until after May 27, when Spring 2020 final grades are posted, before submitting a request to change the grading method to the Pass/Fail option, before making the decision to withdraw from an individual course(s), or before making the decision to withdraw from the entire semester.</strong></u><br><br><strong>Last Day to Request Grading Method Change from Regular to Pass/Fail (P/F): Requests accepted through June 10</strong><br>Students currently enrolled in a course under the regular grading method (A, B, C, D, or F) may request to have their final grade changed from an A, B, C, or D to a Pass (P) by submitting a request to the <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/3oqk7x" rel="nofollow external" class="bo">Academic Success Center</a>. <em><strong>Note</strong></em>: Students are <strong>strongly encouraged</strong> to meet with their <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/jhrk7x" rel="nofollow external" class="bo">academic advisor</a> to discuss the various implications (i.e., applicability to major/minor/certificate requirements, pre-requisites, professional school requirements, etc.) associated with changing the grading method to the Pass/Fail option.<br><br><strong>Pass (P) Grades for Spring 2020 Courses will be Permitted to Satisfy General Education Requirements </strong><br>With the exception of English composition (pending necessary clarification from the Maryland Higher Education Commission), all courses with an approved General Education designation with Pass (P) grades will be permitted to satisfy the General Education Requirements <em>for Spring 2020 courses only</em>. <strong><em>Note</em></strong>: For major, minor, and certificate requirements, only courses enrolled under the Regular grading method in which a letter grade of “C” or better is earned will be permitted, unless otherwise indicated by the academic program.<br><br><strong>Last Day to Withdraw from an Individual Course(s): Deadline Changed from April 6 to June 10</strong><br>Students may withdraw from an individual course(s) via myUMBC self-service through May 12. After this date and through June 10, students may submit an <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/z9rk7x" rel="nofollow external" class="bo">RT Help Ticket</a> to the Registrar’s Office and the withdrawal will be processed administratively. <em><strong>Note</strong></em>: Students are strongly encouraged to confer with their <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/f2sk7x" rel="nofollow external" class="bo">academic advisor</a> before withdrawing from an individual course(s) to ensure they have exhausted all other options to successfully complete the semester. Students who are receiving financial aid or scholarships should also contact their <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/vutk7x" rel="nofollow external" class="bo">financial aid counselor</a> to determine any impact a “W” grade may have on their future financial aid.<br><br><strong>Last Day for Complete Semester Withdrawals (Grade of “W”): Deadline changed from May 12 to June 10</strong><br>Students may withdraw from the entire semester via myUMBC self-service through May 12. Students who are receiving financial aid or scholarships should also contact their <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/77vk7x" rel="nofollow external" class="bo">financial aid counselor</a> to determine any impact a “W” grade may have on their future financial aid. <br><br><strong>Additional Policy Options</strong><br>As students are seeking options for Spring 2020, we want to remind you of the following additional academic and enrollment policy options:</span></div><ul><li><span><strong>Incomplete (I) Grade Option</strong>: If a student is passing a course but is unable to complete the coursework for reasons beyond the student’s control, the student may request to be granted an Incomplete grade. A grade of “I” may be granted at the discretion of the course instructor. Students should have a written agreement with the instructor that specifies the work remaining in the course and timeline for completion. More information regarding the Incomplete grade option is available <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/n0wk7x" rel="nofollow external" class="bo">here</a>. </span></li><li><span><strong>Requests for an Exception to Enrollment</strong>: In rare and exceptional cases, students may submit a <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/3sxk7x" rel="nofollow external" class="bo">Request for an Exception to Enrollment</a> for the last day to drop course(s), last day for term withdrawal, and last day to cancel enrollment.</span></li><li><span><strong>Requests for an Exception to other Academic Policies</strong>: All other academic policies remain in force. Students who are in need of an exception to other academic policies may submit a request to the <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/jlyk7x" rel="nofollow external" class="bo">Academic Success Center</a> for consideration of exceptions including: l</span><span>ate-add petitions, course repeat petitions, petitions to waive graduation requirements, non-applicable semester petitions, and grading method adjustments beyond the deadline.</span></li></ul><div><span>We have carefully weighed these adjustments to the academic and enrollment policies for Spring 2020 in order to ensure our students are empowered to make the best decisions possible regarding their academic options and have every opportunity to be successful in their coursework. We realize that it is completely unprecedented for students to make decisions about course withdrawal or P/F grading after their final grade for the course is posted, but we believe these are extraordinary circumstances. Again, students are encouraged to confer with their <a href="https://t.e2ma.net/click/z1p5ne/jdozdbc/zdzk7x" rel="nofollow external" class="bo">academic advisor</a> to discuss options. <Title>First coronavirus case in UMBC community</Title>

    <div class="html-content"><div><span>Dear UMBC Community,</span></div><div><br></div><div>We have been notified of the first case of COVID-19 diagnosed in our community. The community member affected is receiving medical care and is doing well.</div><div><br></div><div>The affected community member initially reported their symptoms to UMBC on March 15, and (as we shared earlier by email) the UMBC Incident Management Team followed our established process to identify and notify members of our community who had been in contact with the individual, in conjunction with guidance from the local health department. The individuals who were exposed were advised to self-quarantine and closely monitor themselves for symptoms. We continue to provide information and support to the individuals advised to self-quarantine.</div><div><br></div><div>While we believe it is important for the community to know about our first COVID-19 case, going forward University-wide notification of every COVID-19 positive result will not be practical. Rather, our incident management team will focus its resources on working with COVID-19 positive individuals to promote self-quarantine and notification of close contacts. </div><div><br></div><div><strong>This case is a timely reminder that the COVID-19 virus is spreading in Maryland. It is also a call for each of us to be extra vigilant in practicing strict social distancing and other measures to limit the spread of COVID-19.</strong></div><div><br></div><div>Since late February, our campus has taken a series of preventive steps to minimize coronavirus transmission, including our current operating mode of distance learning and telework. At the same time, we know that this is a very worrying time, particularly for our community members who are at higher risk of complications from COVID-19. Attached is the updated version which includes: (1) a link to the web page for the electronic timesheet (ETS) video tutorials and written guides; and (2) clarification of key factors for departments to consider when determining payments for the non-Federal work study student employees. Employees who had a live check were sent an email notification from Payroll on March 18, 2020 that checks were being mailed. This notification let them know to expect their check to be delivered to the address on their tax forms.  </span></p></li></ul><br><p><span>Facilities</span></p><ul><li><p><span>Only faculty and staff with explicit permission from their supervisors should be on campus. We understand that faculty and staff may need to access their offices on a one-time basis. If you need to do so, please call UMBC Police at 410-455-5555.     <span><p><span><br></span></p><p><span>Dear Faculty and Staff,</span></p><br><p><span>As we all work to respond to the rapid changes that our scholarly community is experiencing as a result of the COVID-19 pandemic, I want to thank you personally and express our collective understanding and appreciation of the commitment to our shared values and mission that each of you is demonstrating.</span></p><br><p><span>Yesterday, USM Chancellor Jay Perman emphasized that as a public university we have an important role in supporting the public good every day, but most especially in times of crisis such as we are experiencing now. He shares our belief that we must do everything we can to support our students as they work to complete their studies. </span></p><br><p><span>I want to reassure you that we have multiple teams working diligently on key academic issues that impact both our students and faculty as a result of the COVID-19 pandemic. Issues are being continuously identified, and to the extent possible, we are engaging in consultation to develop actions and guidance that can be communicated to you and the campus community as rapidly as possible. We recognize the need to mitigate these circumstances in a well-considered and orderly but prompt manner.</span></p><br><p><span>There are too many areas of concern to mention here today but issues currently under consideration include:</span></p><br><ul><li><p><span>Questions, issues, and proposals related to academic policy and academic deadlines aimed at supporting the completion and progression of our undergraduate and graduate students. These include such important subjects as financial aid and continuous enrollment.</span></p></li></ul><br><ul><li><p><span>Concerns and guidance related to contract renewals, promotion and tenure processes, and teaching evaluation in the light of the disruption caused by the current situation. We are planning for the promotion and tenure processes for faculty and librarians undergoing review this academic year to be completed on schedule and are drafting guidelines for those undertaking the process next year.</span></p></li></ul><br><p><span>We will continue to consult with deans, chairs, and faculty shared governance on these matters, understanding that many decisions need to be made with considerable urgency and at a more rapid place than normal. In this regard, I am enormously grateful for the leadership and counsel of our Provost’s Office team, deans, department chairs, center directors, and officers of shared governance.</span></p><br><p><span>Finally, I ask you to continue your outstanding support to colleagues and to continue to communicate frequently with your students who are looking for reassurance as they face this major change to everything they have experienced previously in our academic setting.</span></p><br><p><span>I have no doubt we will all get through this challenge as we always have, although each of us will be challenged in new ways and will experience times of uncertainty.     <span><p><span><br></span></p><p><span>To Our UMBC Class of 2020,</span><span><br></span><span><br></span><span>Whether you are a graduating senior or completing a master’s degree or Ph.D., please know we recognize how hard you’ve worked to achieve your goals. We are incredibly sorry that we will not be holding in-person Commencement ceremonies this spring. We know this is enormously disappointing to you and everyone who has supported you, and we regret that we will not be able to celebrate your accomplishments in the traditional way this May.</span></p><br><p><span>In the days ahead, we will be working with students and our shared governance groups on plans for celebrating Commencement for students who are scheduled to graduate in May. In the meantime, we would like to clarify a few important points. Even without in-person Commencement ceremonies this May, students </span><span>will earn their degrees and be able to graduate this semester, consistent with academic standards. We still fully expect to mail your diplomas out in mid-July as is our normal practice. <Title>Extraordinary Times and Extraordinary Community</Title>

    <div><br></div><div><br></div><div>Dear Members of the UMBC Community,</div><div><br></div><div>Many are calling this period a defining moment for humankind, and history will judge us by how we respond. As the COVID-19 crisis continues to unfold, we want you to know how proud we are of the ways that our community of inquiring minds has already been adapting. Thank you for all that you are doing to support one another, your families, and fellow citizens during these challenging times. </div><div><br></div><div>Campus leaders are meeting daily to navigate this rapidly changing reality, and we are working closely with USM Chancellor Jay Perman, other System campuses, and shared governance groups to plan necessary transitions in teaching, learning, research, and the daily life of our campus community. </div><div><br></div><div>We have had difficult decisions to make, and we have made them with the understanding that the health and safety of our community must be our top priority. In partnership with the <a href="https://www.usmd.edu/newsroom/news/2004" rel="nofollow external" class="bo">University System of Maryland</a>, we have determined that this means extending distance learning for the remainder of the spring semester. During this time, UMBC will remain open for student support services and business operations. In accordance with guidance provided by the Governor, employees will continue to work remotely whenever possible. </div><div><br></div><div>To our undergraduate and graduate students: We know you have been concerned with what happens next, and we are all feeling for you and with you. There is so much you hoped to do this semester, and it is such a disappointment to have these plans interrupted. Online instruction begins on Monday, March 23, and will continue throughout the semester. Faculty have been working with the Division of Information Technology and each other to ensure the highest quality of instruction. </div><div><br></div><div>To the Class of 2020, in particular, please know we recognize how hard you have worked to achieve your goals. We are very sorry that we will not be holding in-person Commencement ceremonies this spring. We know how difficult this is for you, your families, and your friends. Just know this is not the end. We may not be having the in-person ceremony, but we will find ways of recognizing you and celebrating your achievements.</div><div><br></div><div>A special thank you to our faculty and staff who have been doing everything they can to provide emotional, academic, and other types of support to our students. </div><div><br></div><div>Over the coming weeks, patience and understanding will be essential as all of us adjust to these changes.     <div class="html-content"><div><strong>Campus Status: The University will be open on Thursday, March 19, with employees working remotely (facilities will remain closed).</strong></div><div><br></div><div>Currently, there are no confirmed cases of COVID-19, also known as coronavirus, connected with UMBC.</div><div><br></div><div>For the most updated information and more information on actions to reduce COVID-19 risks in our community, please visit <a href="null" rel="nofollow external" class="bo">COVID19.umbc.edu</a>. </div><div><br></div><div><strong>Student Services and Support</strong></div><div><ul><li>The University System of Maryland understands students have financial concerns regarding housing, dining, and other expenses and provided an <a href="https://www.usmd.edu/newsroom/USM_Statement_Room_Board_Policies_COVID-19.pdf" rel="nofollow external" class="bo">update</a>. We are working through the process to make this happen.</li><li>Student employees should work with their supervisor to determine if they can work remotely. Student employees who cannot work remotely will remain in paid status.</li><li>True Grits will serve lunch (10:30 a.m. to 1 p.m.) and dinner (4:30 to 6:30 p.m.). All food will be served in to-go containers and must be eaten elsewhere.  </li><li>The library will be closed until further notice. If you need access to library services, please let us know at <a href="mailto:covid19@umbc.edu">covid19@umbc.edu</a>.</li><li>University Health Services will be open Thursday, March 19 and Friday, March 20 from 8:30 a.m. – 5 p.m. by appointment only. <Title>Updated Guidance from Human Resources</Title>

    <div class="html-content"><span><p><span>Dear UMBC Faculty and Staff, </span></p><p><span>During this rapidly changing situation, UMBC is committed to ensuring the safety of our faculty, staff, and students. UMBC is responding to the COVID-19 outbreak in coordination with the University System of Maryland (USM) and the State of Maryland. The USM recently released </span><a href="https://hr.umbc.edu/files/2020/03/COVID-19-TIMEKEEPING-INSTRUCTIONS_03.18.2020.pdf" rel="nofollow external" class="bo"><span>additional guidance</span></a><span> on implementing remote work and advice for those in at-risk groups.   </span></p><p><span>As our business operations resume on Thursday, March 19, the following guidance applies:</span></p><ul><li><p><span>No staff member who is immuno-compromised or otherwise considered by </span><a href="https://www.cdc.gov/coronavirus/2019-ncov/specific-groups/high-risk-complications.html" rel="nofollow external" class="bo"><span>CDC guidance</span></a><span> to be high-risk regarding COVID-19 will be required to work on campus. Faculty and staff over the age of 60, or those with underlying conditions, can contact </span><a href="mailto:covid19hrresponseteam@umbc.edu" rel="nofollow external" class="bo"><span>human resources</span></a><span> on a confidential basis to arrange telework or leave.  </span></p></li><li><p><span>Supervisors will notify employees who are needed to work on campus. Compensatory time or additional compensation will be given to non-exempt employees whose work is to be performed on campus.</span></p></li><li><p><span>Buildings on campus will remain secured. If you must access your building, please call the UMBC Police Department at 410-455-5555. </span></p></li><li><p><span>All other staff, faculty, and students should remain off-campus, with employees working remotely as instructed by their supervisor. Remote work during COVID-19 related events does not require a telework agreement. The restriction on teleworking from home when caring for children or other dependents will be waived if the employee believes they can safely and productively telework while providing any necessary care. We urge supervisors to practice flexibility with their employees.   </span></p></li><li><p><span>UMBC will follow state and federal health protocols for the safety of persons on campus, including cleaning and sanitizing of campus facilities as well as practicing safe community mitigation practices such as social distancing.</span></p></li><li><p><span>UMBC has made provisions for all faculty, staff, and students to remain in a paid status at the present time. <Title>Update on COVID-19 testing and telework</Title>

    <div class="html-content"><div>Dear UMBC Community,</div><div><br></div><div>The COVID-19 Incident Management Team is committed to keeping the campus informed during this evolving public health emergency. On Sunday, we first notified you of an individual being tested for COVID-19. We have also been made aware of an additional situation, in which an individual who attended Faculty Senate on March 10 when feeling well is also now experiencing symptoms and being tested for COVID-19. Test results are not yet available for either individual, and we expect to hear about more of these situations in the days to come. Please note that so far we have no knowledge of any positive cases in our community.</div><div><br></div><div>Given that COVID-19 is now circulating in Maryland, and based on public health guidance, we will no longer be communicating when individuals report symptoms of COVID-19 and will continue to emphasize prevention messages. We will communicate if a UMBC community member tests positive for the virus. If that individual has recently been on campus while symptomatic, we will also work alongside the health departments to identify, contact, and advise those with direct contact to individuals who have tested positive. This guidance may continue to evolve.   </div><div><br></div><div>Given how widespread we now know exposure to be and following Governor Hogan’s emergency orders, we remind you that beginning Thursday March 19,  all campus offices and departments will be open but the physical campus will be closed. <u>Only people with explicit permission should be on campus</u>. All other staff, faculty, and students should be off-campus, with employees working remotely or on leave. The University System of Maryland recently released <a href="https://www.usmd.edu/newsroom/USM_Statement_Regarding_Remaining_Staff_Campus_COVID-19.pdf" rel="nofollow external" class="bo">additional guidance</a> on implementing remote work and advice for those in at-risk groups. </div><div><br></div><div>We also urge everyone in our community to follow personal health guidance to mitigate the impact of COVID-19, including self-monitoring for respiratory symptoms, diligent handwashing and cleaning of surfaces, social distancing at home and beyond, taking extra precautions when interacting with those at high risk of complications, avoiding large gatherings, and communicating this advice to others.</div><div><br></div><div>Thank you for your patience and community spirit during this challenging time.
