USM Statement on Injustice

Dear UMBC Community,

We want to share with our campus this statement released today by the leadership of the University System of Maryland on deeply disturbing events that remind us of the structural racism that underlies our society. UMBC is proud to join our USM colleagues in this statement.

In addition to these acts of violence, the current pandemic has exacerbated many other systemic inequalities that persist in our society. Low-income families and communities of color are disproportionately impacted by the COVID-19 virus and also face barriers to treatment and prevention resources. As the financial aspect of this crisis deepens, these families also struggle more than other groups with economic disenfranchisement, including job loss and resource scarcity.

As we reflect on current events, we deeply appreciate our UMBC community and its commitment to inclusive excellence. We also understand that this commitment requires all of us to do more to confront injustice in the world. We know that many in our communities are struggling right now. Even if we cannot be physically together to process this loss and the challenges that seem to surround us, we believe that our UMBC is uniquely situated to address these issues -- together.

If you feel you have been affected by racism or discrimination, please know that the Office of Equity and Inclusion is available to support you.
Financial Impact of COVID-19

The economic effects of the COVID-19 pandemic are among the many challenges facing higher education. We are fortunate to be working closely with our colleagues at the University System of Maryland (USM) and across the system campuses to manage these challenges. In a statement released today, Chancellor Jay Perman notes, “The University System of Maryland is among virtually every organization, public and private, undertaking difficult decisions in the face of this financial crisis.”

The Chancellor’s message describes both the lost revenues and increased costs that will affect the finances of all USM campuses, including state and federal funding reductions, and continued uncertainty about enrollment, philanthropic support, and investment income. At the same time, large investments are necessary to protect the health and well-being of our campus community, including testing and monitoring, personal protective equipment, and increased sanitation services. While the full financial picture will not be known for some time, the Chancellor states that significant budget reductions will be necessary for all campuses.

As we respond to these financial challenges, UMBC remains committed to our guiding principles: supporting the people who make up our campus community and protecting the quality of our academic program. Because of sound fiscal discipline in recent years, we have some ability within our own budget to address the financial pressures we are experiencing. In addition, we are working with USM leaders to use a variety of tools, such as suspending annual fund balance goals, to help address shortfalls. We are also converting the hiring pause, in effect since March 29, into a hiring freeze.

We are modeling a number of budget scenarios that take into account uncertainty regarding state appropriations reductions, enrollment, the nature of our fall semester, and more. As we determine the extent of required budget reductions across all sources of funding, we will continue to consult with shared governance leaders, and will keep the campus informed. We know that the Chancellor’s language about personnel actions may raise questions and concerns for people about their own personal situation. As we shared earlier, we are committed to doing all we can to support people. We will provide additional information as soon as possible.

We are in unprecedented times and face challenges on many fronts, and yet we are heartened by the commitment of our faculty, staff, and students as you continue to teach and learn, discover and create, and connect with each other and the world. You inspire us. Thank you for all that you do for UMBC and for Maryland.

President Freeman Hrabowski and Provost Philip Rous

Update: Applied Learning Experiences During COVID-19

Dear Students, Faculty, and Staff,

The response of state and local governments to the COVID-19 pandemic, including mitigation efforts and plans for phased reopening of economic, social, and educational activity, evolves according to changing public health indicators. As we contemplate the placement of students in applied learning activities off-campus, UMBC will follow public health advice, along with local jurisdiction mandates.

In alignment with the University’s decision to offer classes only online for summer session, it is expected that off-campus educational activities will also be conducted remotely. Any students involved in University-recognized Applied Learning Experiences, including Internships, Cooperative Education, Research Experiences, Field Placement, and Service-Learning & Community Engagement activities (credit-bearing and non-credit-bearing) who need to be physically in the field (or who begin remotely and want to move to face-to-face over the course of the summer), must request an exception to participate in those activities. We understand the challenges that this directive may pose and recognize that not all activities will lend themselves to this modality, but the University’s decision to prioritize health and safety is paramount.

Requests for exceptions must be submitted by the student to the Applied Learning Experience Emergency Team (ALEET) using UMBC’s ALEET Exception Request Form. More details on the types of cases where exceptions may apply and the Exception Request Form are available on the Office of the Provost website.

Each of us plays an important role in mitigating the spread of COVID-19. Your support and understanding during this extraordinarily challenging time is greatly appreciated. We will continue to share information and updates as the situation unfolds.

Philip Rous, Provost

Thank You and Planning Together for Fall

We hope you are doing well. Please know how grateful we are for the innovation, effort, and community spirit you have shown during this unusual spring semester. As the pandemic has tested each of us, we truly have reached together to provide support. All of us are inspired seeing faculty, staff, students, and alumni extending their work and service beyond the campus to make an impact in the fight against COVID-19.

Together, we have learned much this spring about the value and strength of our UMBC community, and we are applying this understanding as we make plans for the fall semester. Like most universities, UMBC is carefully evaluating options, and we want you to know how our campus is approaching this work. It is our intention to offer some level of on-campus activities in the fall, prioritizing instruction and student support, if it is possible to do so in a way that protects the health of our community.

Last week, we announced the launch of a Fall Planning Coordinating Committee. This group is taking a holistic approach, with more than 150 faculty, staff, students, and shared governance representatives working toward scenarios for the fall semester that adapt all aspects of our mission to the physical distancing and other measures required for health and safety. They are guided by overarching principles of protecting health and safety, preserving the quality of our academic program, and supporting the people in the UMBC community. Work groups are currently developing plans to enable teaching and learning, student life, research and creative activity, operations, and events and engagement to continue, with the modifications necessary to safeguard the health of our community, our families, and our neighbors.

By early June, we will share plans for the fall semester and invite feedback, understanding that any plan we adopt will need to be flexible as we continue to monitor pandemic conditions. Our plans will be informed by the best available scientific data and adjusted as local, state, and federal public health guidance and restrictions change. While it is important to understand that no public environment will be completely free of COVID-19, our plans must include steps to ensure appropriate standards for physical distancing and sanitation, proactive monitoring of the health of community members who return to campus, and effective response to cases as they occur. Implementation of any reopening plan also depends on access to adequate testing, contact tracing, quarantine capacity, and medical care.

As much as we all desire to gather as a whole community on campus, we know that the coming academic year will bring continued adaptation. At the same time, our commitment to the success of our students requires their continued progress through academic programs, applied learning, and co-curricular experiences. Our mission as a public research university also requires us to continue, to the extent possible, advancing knowledge and understanding through research, scholarship, creative achievement, and community engagement. Public research universities have an urgent role to play in addressing the health, economic, social, and cultural impacts of COVID-19. We are committed to finding the best possible ways to continue this vital work, and we will keep you informed as plans for the fall semester develop.

In the meantime, we thank you again for all you do for UMBC and one another, and we wish you a restorative and productive summer.

President Freeman Hrabowski and Provost Philip Rous
