UMBC COVID-19 Testing and Symptom Monitoring Plans
Dear UMBC Community,

As Maryland’s response to the COVID-19 pandemic evolves, UMBC continues to work closely with University System of Maryland (USM) leaders, public health experts on our campus and at University of Maryland, Baltimore, and government officials to implement a set of best practices to protect the health and safety of students, faculty, staff, and our surrounding communities.

After consultation with the Maryland Department of Health and USM campus presidents, Chancellor Jay Perman announced Thursday that COVID-19 testing and daily symptom monitoring is mandated for USM on-campus students, faculty, and staff. This new development requires a significant adjustment in UMBC’s testing plans. The Fall Planning Coordinating Committee is working diligently to ensure students, faculty, and staff who will be on campus this fall can access the required testing. With regard to required daily symptom monitoring, UMBC has developed an online symptom tracking form that is gradually being rolled out to applicable groups. As soon as more specific information is available about testing and online symptom monitoring, we will immediately communicate next steps.

We are mindful that this is a period of unusual stress for you and your families and understand that everyone wants to know how to meet the new requirements prior to the start of the fall semester. We recognize that individuals' circumstances may vary, and we are working to be as supportive as possible. We are deeply grateful for your collective efforts to keep our UMBC community thriving and healthy during this extraordinary time.

  • The Department of Human Resources has developed new Remote Onboarding Tips for supervisors that outline suggestions for virtually onboarding new employees. The document walks supervisors through steps to take prior to a new employee's start date, as well as during the first several weeks of employment.

  • Effective immediately, Contingent I positions will no longer require hiring exception approval. Both new and renewal contracts may be submitted following standard procedures. Information about the hiring freeze and hiring exception process is available through Human Resources.
  • Phase 2 of the Return to On-Campus Work plan will begin on August 3. Most employees will continue to work remotely; some will be needed on campus. Whether working remotely or on campus, employees might face childcare and/or family care challenges as a result of the COVID-19 pandemic. Supervisors and department heads are asked to make every effort to be flexible in accommodating the needs of their employees. Supportive measures, resources, and leave options may include the following:
    • Frequent well-being check-ins
    • Temporary modified work schedules
    • Leave under Families First Coronavirus Response Act (FFCRA)
      • Emergency Family Medical Leave (EFML)
      • Emergency Paid Sick Leave (EPSL)
    • Consideration of on-campus childcare (Y Preschool)
  • If employees test positive for COVID-19 or have reason to self-isolate, they may be eligible for Emergency Paid Sick Leave. Please contact HR for more details.

Campus Access

UMBC recently offered COVID-19 testing for faculty, staff, and students who are approved to be on campus this summer. University Health Services completed 320 COVID-19 tests on July 13 and 14, 2020. Of the 310 results received so far, five employees and two students tested positive for COVID-19.
 
In cases where positive results were found, affected individuals were asked to self-isolate for 10 days and consult with their primary care physician, even if asymptomatic. Employees who are self-isolating have been advised that they can access leave through the CARES Act by contacting Human Resources at covid19hrresponseteam@umbc.edu. University Health Services also connected with Baltimore County public health officials to complete contact tracing for positive individuals.
 
As UMBC approaches the fall, additional employees and students who are approved to work, teach, or live on campus will receive information about how to schedule a free COVID-19 test, participate in symptom tracking, and complete online health and safety training before coming to campus in order to support the health of our community. UMBC does not ask students, faculty, and staff who continue to work and study fully remotely to complete COVID-19 tests or to track symptoms.

I write to provide an update on the search process for the Interim Dean of the College of Arts, Humanities, and Social Sciences (CAHSS), and to invite the participation of the campus community.

The search committee wishes to thank those who attended Open Fora for Dr. John Stolle-McAllister and Dr. Kimberly Moffitt. Both of these events were recorded and are now available online:

We invite the campus community to provide feedback and comments on the candidates and their presentations. All submitted responses will be recorded anonymously. Please provide your feedback by Monday, July 20, at 12 p.m.

Both candidates presented in Fora and were interviewed by CAHSS Chairs and Directors and the Search Committee. These interactions and submitted feedback from the Open Fora and Chairs and Directors will be assessed with rubrics developed in partnership with STRIDE Fellows and the Office of the Provost. 

The Search Committee will now begin deliberations to prepare separate written reports to be submitted to the Provost and President on July 24 that will include an unranked assessment for each candidate based on a comprehensive review of applicant materials, individual interviews conducted by the committee, and feedback obtained from the campus and college community during the course of the search process.

We will continue to provide updates to the campus community. Please note that the appointment of the Interim Dean will be for a period of one year, with the possibility of an extension if the search for a permanent dean has not been completed.

Students interested in living on campus for the fall term should complete an application at umbc.edu/go/housing as soon as possible so it can be considered in the next round of housing offers. Campus Status: The University is open, with most employees working remotely. UMBC’s buildings are secured, with some employees and research teams on campus and taking appropriate health and safety precautions. Our goal is reduced density on campus while continuing business, which will help support campus health and safety. Maryland is currently under a Safer at Home order.

  • UMBC’s buildings are secured, with some employees and research teams on campus and taking appropriate health and safety precautions. Only employees with permission from their supervisor, approved researchers, and/or approved students should be on campus.
  • If you have a one-time emergency need to visit campus and have gained appropriate approval(s) but do not have keys to gain access to the building/office that you need to visit, please call UMBC Police Deputy Chief Bruce Perry at (443) 677-2195 or Lieutenant Derrick Johns at (410) 207-0850.

Dear Members of the UMBC Community,

We were pleased to learn this afternoon that the Student and Exchange Visitor Program (SEVP) has rescinded its recent changes to temporary exemptions for international students who hold F-1 and M-1 immigration status and plan to remain in the United States during the fall 2020 semester. As a result, the Government will return to the March 9, 2020 and March 13, 2020 policies, which permit international students to enroll in online courses during the coronavirus pandemic without compromising their immigration status. International students are a vital part of our UMBC community, and we are pleased that they will now be able to proceed with their plans for the fall 2020 semester.

The action to rescind the SEVP changes was announced today during a federal court hearing regarding lawsuits to block the proposed changes, including a multistate lawsuit that UMBC, as part of the University of System of Maryland (USM), had joined. More information about the lawsuit is included in this USM press release.

In addition to joining the lawsuit, UMBC had taken several other steps to support our international students in response to the initial SEVP policy changes.
We greatly value our international community, and will continue to monitor any future proposed changes to immigration policy. The SEVP proposal ran counter to our commitment to inclusive excellence, and we are pleased it has been withdrawn.
