<Title>August 27: Retriever Ready Action Update</Title>

Please email <a href="mailto:covid19@umbc.edu" rel="nofollow external" class="bo">covid19@umbc.edu</a>.</div><div><br></div><h4>Update on COVID-19 Testing Requirements</h4><div><ul><li>UMBC worked within <a href="https://www.usmd.edu/newsroom/news/2068" rel="nofollow external" class="bo">University System of Maryland testing guidelines</a> to connect faculty, staff, and students with COVID-19 testing options off campus in early August and on campus August 21-26. In order to provide UMBC community members approved to be on campus this fall with the greatest possible access to testing, we extended the on-campus testing period until the day before the start of the semester on August 27 and are accepting the results of off-campus tests conducted through August 26. <strong>If you are approved to be on campus and have not yet gotten a COVID-19 test, you should make arrangements to do so as soon as possible</strong> at an <a href="https://covid19.umbc.edu/testing-tracking/where-to-get-a-free-covid-19-test/" rel="nofollow external" class="bo">off-campus location</a>.</li><li>We understand that some faculty, staff, and students who are approved to be physically present on campus and who have undergone testing very recently might not have been informed of their test results yet. <strong>If you have been tested but have not yet received your results, you may return to campus provided you follow all other health and safety requirements</strong>, including <a href="https://covid19.umbc.edu/testing-tracking/" rel="nofollow external" class="bo">daily symptom tracking and COVID-19 health and safety training</a>. If you have not been tested, do not physically come to campus until you have a negative test result.</li></ul></div><h4>Campus Access</h4><div><ul><li>We now have a process for faculty, staff, and students who believe they no longer need campus access during the Fall 2020 semester and would like to request removal from the access list. Please refer to UMBC’s new <a href="http://my.umbc.edu/go/993" rel="nofollow external" class="bo">campus access opt-out form</a> for details.</li></ul></div><h4>COVID-19 Health and Safety Measures</h4><div><ul><li>Testing is a point-in-time measure and just <a href="https://covid19.umbc.edu/employees/on-campus-safety-protocols/" rel="nofollow external" class="bo">one of several important public health precautions</a> UMBC is requiring and promoting to detect COVID-19 cases and reduce disease spread. All faculty, staff, and students who will be on campus this semester are required to perform daily symptom tracking and are expected to practice good public health behaviors on and off campus. These include limiting exposure to others, staying physically distant, wearing masks, and washing hands often. </li><li>Most important, <strong>community members who are experiencing symptoms of COVID-19, who have come in contact with a person experiencing symptoms, tested positive for COVID-19, or come in contact with someone who has tested positive should not come to campus.</strong></li><li><strong>Residential Students:</strong> To keep you and your living unit safe, <strong>residential students are strongly encouraged to not travel off campus</strong>. If you do travel off campus, please practice good public health behaviors: wear masks, stay physically distant, wash hands often, and limit your contacts with others.</li><li><strong>Students Commuting to Campus for In-Person Classes</strong>: To help keep our community safe, commuting students should enter only those buildings in which their in-person classes are being held. Should you need WiFi access between classes, please park in the Commons Drive or Administration garages and access the WiFi that has been installed there from your car.</li></ul></div><h4>COVID-19 Mandatory Training</h4><div><ul><li><strong>Mandatory Training for Faculty, Staff, and Students Approved to be On Campus:</strong> All community members approved to be on campus this semester are required to complete <a href="https://covid19.umbc.edu/testing-tracking/training-code-of-conduct/" rel="nofollow external" class="bo">online COVID-19 awareness training</a>. Students are also required to complete and sign the <a href="https://conduct.umbc.edu/covid-19/umbc-retriever-community-agreement/" rel="nofollow external" class="bo">Retriever Community Agreement</a>. The Retriever Community Agreement also includes links to the <a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-conduct/" rel="nofollow external" class="bo">Addendum to the Code of Student Conduct</a> and the <a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-organization-conduct/" rel="nofollow external" class="bo">Addendum to the Code of Student Organization Conduct</a>.</li></ul></div><h4>Online Learning Resources</h4><div><ul><li>As we start the new semester, students are encouraged to check out <a href="https://covid19.umbc.edu/online-learning/" rel="nofollow external" class="bo">online learning</a> and <a href="https://covid19.umbc.edu/academic-support/" rel="nofollow external" class="bo">academic support</a> resources through the Retriever Ready website.</li><li><a href="https://covid19.umbc.edu/employees/remote-learning-resources/" rel="nofollow external" class="bo">Remote learning resources</a> for faculty are also available. </li></ul></div><h4>UMBC Bookstore</h4><div><ul><li>The <strong>UMBC Bookstore remains closed to in-person shopping</strong>. On Friday, August 14, residential students and students who will be commuting to campus for in-person classes during the fall 2020 semester received instructions to complete a <strong>required online Return to Campus COVID Awareness training by August 27</strong>. The training includes the <a href="https://conduct.umbc.edu/covid-19/umbc-retriever-community-agreement/" rel="nofollow external" class="bo">Retriever Community Agreement</a> to complete and sign. The Retriever Community Agreement also includes links to the <a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-conduct/" rel="nofollow external" class="bo">Addendum to the Code of Student Conduct</a> and the <a href="https://conduct.umbc.edu/covid-19/addendum-to-the-umbc-code-of-student-organization-conduct/" rel="nofollow external" class="bo">Addendum to the Code of Student Organization Conduct</a>. <Title>New Way for Students to Indicate Chosen Name</Title>

    <div class="html-content"><div><span>Dear UMBC Community,</span></div><div><span><br></span></div><div><span>We are pleased to announce the implementation of a new self-service pathway for students to update their chosen name, pronouns, and gender identity in University systems. Beginning today, students can log into their myUMBC profile and update this information. This process is optional and voluntary. Students can also choose to share their identification as a member of the LGBTQ+ community for the purposes of support and outreach. </span></div><div><span><br></span></div><div><span>Students’ chosen names are already provided to faculty and staff through University systems, such as PeopleSoft and myUMBC. In January 2021, students’ pronoun and gender identity information provided through this process will also be made available in the same way. </span></div><div><span><br></span></div><div><span>The self-service process builds on prior work enabling students to <a href="https://t.e2ma.net/click/zdz46e/jdozdbc/j16x30" rel="nofollow external" class="bo">indicate their chosen name</a> in University systems, and we hope that it makes updating names and pronouns faster and easier for students. More detail on how to update your information is available on the <a href="https://t.e2ma.net/click/zdz46e/jdozdbc/zt7x30" rel="nofollow external" class="bo">Office of Equity and Inclusion (OEI) website</a>.</span></div><div><span><br></span></div><div><span>OEI is responsible for promoting and coordinating the University’s core values of inclusive excellence and equity. OEI has primary responsibility for managing UMBC’s efforts related to Title IX, gender identity, and LGBTQ+ identity, as well as other civil rights issues. OEI is leading our campus community through this important culture change with the support and partnership of countless allies across UMBC. While we cannot be together physically, we hope you will join us virtually so that we can celebrate together. </div><div><br></div><div><strong>Join Us for Convocation</strong></div><div><strong>Wednesday, August 26, 2020</strong></div><div><strong>Live remarks begin at 3 p.m.</strong></div><div><br></div><div><a href="https://welcomeweek.umbc.edu/" rel="nofollow external" class="bo">Click Here to Watch Convocation 2020</a></div><div><br></div><div>The Convocation ceremony will include live remarks from President Freeman Hrabowski and other campus leaders, followed by a special virtual version of the traditional pinning ceremony. During this ceremony, new students put on their UMBC paw print pins and become official members of our Retriever community. As always, we will conclude with the singing of our Alma Mater. New students received additional information about the ceremony in their welcome box. <Title>Tyson King-Meadows Appointed Associate Provost</Title>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,</span></div><div><span>I am delighted to announce the appointment of Dr. Tyson King-Meadows as Associate Provost for Strategic Initiatives effective January 6, 2021.</span></div><div><span><br></span></div><div><span>As Associate Provost for Strategic Initiatives, Dr. King-Meadows will advance UMBC’s mission by working with the Provost on matters related to revising the General Education Program and developing new cross-university initiatives that seed and scale strategic partnerships addressing systemic barriers to inclusive excellence.</span></div><div><span><br></span></div><div><span>To carry out these responsibilities, Dr. King-Meadows will work collaboratively with academic units and colleges across UMBC. Reporting to the Provost, Dr. King-Meadows will work with faculty, deans, shared governance, and other stakeholders to develop a process for reviewing and revising UMBC’s approach to general education in alignment with UMBC’s Strategic Plan priorities and recommendations. He will also develop new partnerships and strengthen existing ones between UMBC and academic learned societies, focusing on developing effective collaborations that reinvigorate UMBC’s efforts to identify, support, and recruit prospective underrepresented minority faculty and students. </span></div><div><span><br></span></div><div><span>For the past year, Dr. King-Meadows has served as Special Assistant to the Provost for Faculty Development and Engagement. In this role, he identified exemplary institutional models, best practices, and high impact programs for enhancing faculty development, and advised the Provost on ways certain practices might inform implementation of the UMBC Strategic Plan. Last year, Dr. King-Meadows was awarded the prestigious American Council on Education (ACE) Fellowship and served as a fellow in the Provost’s Office at Case Western Reserve University (CWRU). In this role, he advised on matters related to faculty advancement and furthered the implementation of the university’s groundbreaking “Think Big” strategic plan, which emphasized enhancing interdisciplinarity in research and in teaching, as well as enhancing community partnerships that deepened CWRU’s social impact.</span></div><div><span><br></span></div><div><span>Along with his experiences as an ACE Fellow, Dr. King-Meadows brings to his new role extensive experience in collaborative leadership, innovative thinking, and building strategic partnerships. He served as co-chair of the Provost’s Executive Committee for the Recruitment, Retention, and Advancement of Underrepresented Minority Faculty, and played a significant role in conceptualizing and advancing the Postdoctoral Fellowship for Faculty Diversity and the Emerging Scholars Program. He has also served as chair of the Black Faculty Committee, as a member of the Strategic Planning Steering Committee, as chair of the Department of Africana Studies, and as the Associate Dean for Research and College Affairs in the College of Arts, Humanities, and Social Sciences. Within the discipline of political science, Dr. King-Meadows has served as chair of the Committee on the Status of Blacks in the Profession for the American Political Science Association, as a member of the executive council of the Midwest Political Science Association, and as president of the National Conference of Black Political Scientists. He has also served as a local, state, regional, and national officer for Alpha Phi Alpha Fraternity, Inc.</span></div><div><span><br></span></div><div><span>Dr. King-Meadows joined UMBC in 2003 and is a professor of political science. He also holds affiliate appointments in the School of Public Policy; the Language, Literacy, and Culture doctoral program; and the Department of Africana Studies. He received his Ph.D. in political science from the University of North Carolina and received his B.A. in political science from North Carolina Central University.</span></div><div><span><br></span></div><div><span>Prior to joining the UMBC faculty, he was a Fulbright U.S. Scholar in the Department of Political Science at the University of Ghana, a W.E.B. Du Bois Fellow at Harvard University, and held a faculty position at Middle Tennessee State University. Since joining the UMBC faculty, Dr. King-Meadows has won numerous prestigious research grants and awards, including the National Academy of Sciences’ Ford Foundation Postdoctoral Fellowship and the American Political Science Association’s Congressional Fellowship, where he worked for the U.S. House Committee on the Judiciary. As a political scientist, Dr. King-Meadows’s work explores the nature and consequence of black interest representation and black political engagement against the backdrop of economic disparities and sociopolitical stratification occurring in the late twentieth century and early twenty-first century. His extensive publication record contributes to multiple fields within political science, and he has lectured widely on electoral politics, public opinion, election law, and African American/Black Politics. <br></span></div><div><span><br></span></div><div><span>UMBC is very fortunate to have someone of Dr. King-Meadows’s impressive experience and talent to serve as Associate Provost for Strategic Initiatives.</span></div><div><span><br></span></div><div><span>Please join me in congratulating Dr. King-Meadows on his new appointment and supporting him in this important endeavor.<br><br><span><em>Provost Philip Rous</em></span></span></div></div>

    <div class="html-content"><span>At UMBC, we recognize that the economy exists within society and that society exists within the environment.  The Office of Sustainability has numerous ways in which we engage with the UMBC community to inform our work. One way we engage our community is through surveys. Surveys help us to develop benchmarks for various initiatives as well as to inform ongoing and new projects.</span><br><br><span>This survey assesses specific knowledge, beliefs, and practices of UMBC students, faculty, and staff. The input you provide will help the UMBC to create programs, services, and procedures allowing the Office of Sustainability to serve you and your fellow Retrievers.</span><br><br><span>Those who participate have the option to enter into a drawing for an UMBC Sustainability Matters Reusable Water Bottle and Sticker!  We will randomly select five students, one faculty member and one staff member at the end of the survey. <Title>Title IX and Non-Discrimination Policy Updates</Title>
<Tagline>UMBC Response to New Federal Regulations</Tagline>

    <div class="html-content"><div><span>Dear Members of the UMBC Community,</span></div><div><span>UMBC’s <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/rb8bq0" rel="nofollow external" class="bo">Office of Equity and Inclusion (OEI)</a> has primary responsibility for compliance, education, and outreach related to sexual misconduct and Title IX, as well as other laws and policies regarding discrimination, harassment, hate, and bias. Title IX of the Civil Rights Act prohibits sex discrimination, sexual assault, sexual harassment; and discrimination against pregnant and parenting students, faculty, and staff.</span></div><div><span><br></span></div><div><span>In May, after a more than two-year-long notice and comment period, the U.S. Department of Education issued <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/738bq0" rel="nofollow external" class="bo">updated regulations</a> implementing Title IX. <strong><em>These new regulations go into effect today, August 14, 2020.</em></strong></span></div><div><span><strong><em><br></em></strong></span></div><div><span>Since May, OEI has been working with the University System of Maryland, the Maryland Attorney General’s Office, and campus partners to ensure that our policies and procedures align with the new federal regulations, Maryland laws, court decisions, and our community values. UMBC’s new <strong><a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/nw9bq0" rel="nofollow external" class="bo">Policy on Sexual Misconduct, Sexual Harassment, and Gender Discrimination</a></strong>, which takes effect today, incorportes these new regulations. </span></div><div><span><br></span></div><div><span>While the new regulations require changes to the University’s policies and procedures, what has not changed is our dedication to a process that respects the equal dignity of all members of the UMBC community. OEI worked to ensure that this new Title IX policy reflects UMBC’s values and commitment to inclusive excellence and equity. OEI remains committed to providing the highest standard of support and care to all impacted by sexual misconduct, sexual harassment, and gender discrimination.</span></div><div><span><br></span></div><div><span>In addition to developing the new Title IX policy, OEI has updated the UMBC non-discrimination policy. These updates are reflected in the new <strong>Discrimination and Equal Opportunity Policy and Procedures</strong>, which will be implemented on August 18, 2020. The updates to the discrimination policy provide a clear process for handling discrimination complaints, and provide additional protections against sex discrimination and sexual misconduct that may not be covered under UMBC’s Title IX policy, based on the requirements of the new Title IX regulations.</span></div><div><span><br></span></div><div><span>The UMBC community has a variety of <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/3oacq0" rel="nofollow external" class="bo">resources</a> available on campus and beyond to support students, faculty, and staff who are impacted by Title IX and equity and inclusion issues. <strong>OEI is committed to being a resource and has created a <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/jhbcq0" rel="nofollow external" class="bo">FAQ that addresses questions</a> UMBC community members may have regarding the new Title IX policy.</strong></span></div><div><span><strong><br></strong></span></div><div><span><strong>What you need to know:</strong></span></div><ul><li><span>UMBC’s new Policy on Sexual Misconduct, Sexual Harassment, and Gender Discrimination goes into effect on August 14, 2020. UMBC’s new Discrimination and Equal Opportunity Policy and Procedures go into effect on August 18, 2020.<br> </span></li><li><span>For Prohibited Conduct that occurred prior to August 14, 2020, and was <u>reported</u> prior to August 14, 2020, including matters currently under review, the definitions, policies, <u>and</u> procedures in UMBC’s <a href="https://t.e2ma.net/click/rvvv4e/jdozdbc/z9bcq0" rel="nofollow external" class="bo">former Title IX policy</a> will be used through conclusion of the matter, including any appeal and enforcement of any sanctions.<br> </span></li><li><span>For Prohibited Conduct that occurred prior to August 14, 2020, but is <u>reported</u> on or after August 14, 2020, the <u>policy and definitions</u> in UMBC’s former Title IX policy will apply, but the <u>procedures</u> in the new policy will be used to investigate and resolve any formal complaints through the conclusion of the matter, including any appeal and enforcement of any sanctions.<br> </span></li><li><span>Where Prohibited Conduct occurs on or after August 14, 2020, the new <u>definitions, policies, and procedures</u> will apply, except that when the Prohibited Conduct is sufficiently related to a matter already under review, the former policy and/or procedures will apply to the related matter.</span><br><br></li><li><span>There may be legal challenges to some of these regulations, and the U.S. Department of Education is issuing additional implementing guidance for the new regulations nearly every day. Either or both of these could modify the regulations and/or guidance and require us to make modifications to the new policy. In the event this occurs, OEI will work to promptly inform the UMBC community of any changes.</span></li></ul><div><span>OEI is open and fully operational, with staff working remotely.
