UMBC Responds to Rise in COVID-19 Cases

As COVID-19 positivity rates continue to rise across the nation and in Maryland, we are writing to update you on campus health and safety plans. Thanks to your collective efforts, the UMBC campus remains a comparatively safe environment. While our positivity rate remains low, we are managing a recent increase in positive cases and suspected exposures. We also know that we are not immune to the wider infection trends. We appreciate the dedicated work of the staff supporting the affected students and colleagues. We wish a speedy recovery for those who are COVID-19-positive, and good health for those who are being monitored in quarantine.

We want to assure you that the COVID-19 Planning Coordinating Committee is closely monitoring the dynamic public health conditions both on and off campus, as well as guidance provided by the Governor, the Baltimore County Health Department, and the University System of Maryland. At this time, we ask for your cooperation and increased vigilance as we implement several immediate measures necessary to protect campus health and academic continuity, and also carefully consider any further actions we may take if the situation worsens.

For students currently on campus

We strongly urge resident students to take a COVID-19 test prior to the Thanksgiving break. Resident students have received information about free on-campus COVID-19 testing scheduled for November 16﹘18. Please register now for available slots. For commuting students, free testing resources are available here. Students who will return to campus after the holiday, including those in Walker Avenue apartments, are required to be tested and have received information on how to do so.

If your classes are currently fully remote and you do not have symptoms, we want to make it possible for you to return home ahead of the Thanksgiving break. Residential Life will be sharing updated information on early check-out processes.

In order to reduce risk, the dine-in option at True Grits will end effective tomorrow, November 12. We are also reconsidering planned in-person events, with a goal to either move to a virtual platform or defer to a later and safer time. Athletics will discontinue practices for out-of-season sports effective November 13.

For faculty and staff approved to be on campus

Both the Governor and public health officials have recommended telework as a way to reduce community spread. We are already in line with this mandate, with most faculty and staff working remotely. For our employees who have been approved to be on campus, we remind you to continue with health and safety measures, including mask wearing, social distancing, and symptom tracking. If you have concerns about your work arrangement, please reach out to your supervisor.

For faculty who are teaching in-person classes, please consider that some students who have been attending in-person classes may be interested in participating remotely for the last few classes before the Thanksgiving break. Any flexibility you can provide to support our students during this time is greatly appreciated.

Holiday safety reminders

We know that many of you face difficult decisions about whether to gather with family during the upcoming holiday. Please review the Governor’s new actions related to gatherings and travel. We strongly advise against out-of-state travel and large gatherings where physical distancing is not possible.

Please remember that it may take up to two weeks to develop symptoms and that you are capable of transmitting the virus to others even if you are asymptomatic. This period before and during the Thanksgiving break is a critical time to be vigilant in your mask use and your efforts to restrict your contact with others.

Finally, we want to make you aware of Maryland’s new COVID alert system. You may have received a notification today on how to join this important new resource available for contact tracing. You can learn more here.

Thank you for all that you have done so far to keep our campus and community safe and healthy. We deeply appreciate your continued vigilance and the care and concern you have shown each other. We know that this is a stressful time, and we will do our best to communicate regularly as the situation evolves.
Leadership

Dear Members of the UMBC Community,

At this moment in America, we are all called to lead. The health of our democracy and the future of our nation depend on the character we show in the coming days and weeks. No matter the political beliefs we hold and the emotions we feel at this time, we must demonstrate the moral leadership necessary to unite our nation in true pursuit of both liberty and justice for all. While many of us have spoken these words in the Pledge of Allegiance thousands of times, we know that they are easy to recite and yet hard to put into practice.

Still, we know that our democracy is strong. Amid the stresses of a pandemic, Americans achieved the highest voter turnout in more than a century. We must show respect for those who voted - especially the many first-time voters at UMBC and beyond - by allowing time to count and verify all votes cast. Peaceful protests and legitimate legal challenges are extensions of the democratic process. We know that some in our community may decide to join celebrations or demonstrations. Given the current spike in COVID-19 cases and the possibility of other health and safety issues, we urge you to make your decisions thoughtfully.

We also recognize that a strong democracy depends on much more than elections. In a period of deeply polarizing rhetoric and actions, we are grateful to be part of a community that appreciates diverse experiences and aspires to be a model of a just society in which we wish to live.

As individuals and as a university community, we will continue to learn about the prominent issues in this election, engage in conversations that help us explore others’ stories, and believe in the humanity of all.

Our community has been through so much together this year: COVID-19, stark reminders of ongoing racial injustice, remote learning and work, loss of social connection, additional responsibilities for childcare and eldercare, economic stress, and the uncertainty and emotion of the election. We are deeply grateful for all that our UMBC students, faculty, staff, and alumni do to make a difference for the campus and beyond. We also wish to remind you of the importance of taking care of yourself, seeking support when needed, and approaching others with compassion.
Connecting After the Vote

Dear Members of the UMBC Community,

While the outcome of yesterday’s presidential election is not yet known, the thoughts, words, and actions of the UMBC community during this very challenging election year fill us with hope for the future of America. At a time of great national division, UMBC students, faculty, staff, and alumni are demonstrating leadership in civic engagement by thinking deeply about the issues of our time, informing public discourse, and advocating for their personal beliefs with respect for all.

This is precisely the sort of moral leadership America needs from its universities. Higher education institutions have an important role in listening to and learning from diverse perspectives. We can all take pride in being recognized by the Carnegie Foundation as a Community-Engaged University and in the work of our Center for Democracy and Civic Life. The Center’s work is an important element of UMBC’s commitment to inclusive excellence.

The Latin text on the Great Seal of our nation also speaks to our shared value of inclusive excellence: E Pluribus Unum—Out of many, one. Despite our differences, our individual and collective ability to thrive ultimately depends upon pulling together as a society. It is not about one person, it is about all of us. Regardless of our political position or our feelings about this election season, we must move forward with humility, reach out to others with different points of view, and build on the needs and values we have in common.

We encourage you to attend one of the Together Beyond events organized by the Center for Democracy and Civic Life in partnership with the campus community, or invite others to gather in virtual or safe ways for conversation. The Center’s website provides excellent suggestions for facilitating conversations that build bridges.

We also know that this election and uncertainty about its outcome, combined with the cumulative effect of coping through the pandemic and the disproportionate impact of continued injustice, weigh heavily on many of us. Over the coming days, it is especially important to approach one another with compassion and understanding, and to seek support if you feel stressed or unsafe. There are many helpful resources available for students as well as faculty and staff.

Finally, moral leadership is about serving. As people with the advantage of education and opportunity, we have a responsibility to help those with the greatest needs. As the late Toni Morrison said: “If you are free, you need to free somebody else. If you have some power, then your job is to empower somebody else.”

While presidential elections occur just every four years, we have the power to make a difference in the lives of others every day. Even after the election results are known, we encourage you to “cast your whole vote” by investing your time, talent, and other resources in building and sustaining strong, inclusive, and just communities.

President Freeman Hrabowski and Provost Philip Rous

Election Day 2020: In Community

Dear Members of the UMBC Community,

On this Election Day, we see the importance of using our voices and taking action toward a safer and more just America. The vast majority of Americans agree that voting is one of our most important civic responsibilities. Participating in elections can unite rather than divide us.

During these extraordinarily challenging times, we are inspired by members of our UMBC community, including some ineligible to vote themselves, who have worked on behalf of candidates and causes and promoted civic engagement through the Center for Democracy and Civic Life and their own organizations and networks. It is heartening to see people who are passionate about the direction of our nation and communities encouraging everyone, including those with whom they disagree, to “cast [their] whole vote.” On behalf of the Center staff, we want to thank all of the individuals, departments, and campus organizations collaborating with us on Election 2020 events and programs.

If you are voting today, this message from the Governor of Maryland notes options for in-person voting at one of the voting centers that are open across the state. Detailed information about voting is available at elections.maryland.gov/2020.

This unusually divisive election season coincides with a pandemic, economic uncertainty, new reminders of the prevalence and legacies of institutional racism, and violence and unrest around the world. The consequences of the election outcomes will affect each of us differently, in part because we are not equally vulnerable to the repercussions of public officials’ decisions and actions. These differences can weigh heavily on us and easily pull us apart.

We know we may face more challenges in the days ahead as the process of determining the election’s outcome is likely to extend beyond Election Night. It is important that every vote be counted. It is also more important than ever that all of us care for ourselves and one another, engage in civil dialogue, practice the art of listening, and—even with our differences—find ways to weather this time together. We are an inclusive community of inquiring minds, and we will continue to be a community after the election.

In that spirit, we hope students, faculty, staff, and alumni will join us for the following events:

Tonight, 7 p.m. – midnight: Election Night Extravaganza, a UMBC tradition that brings together members of our community to watch and discuss election results in real time. RSVP here.

November 4, noon – 1 p.m.: After the Election: A Community Gathering, to reflect on the challenging months leading up to the 2020 election, discuss the status of the election results, and envision the road ahead. RSVP here.

In addition, a number of UMBC departments and organizations will host Together Beyond November events in the coming days. These will be small group conversations facilitated by UMBC community members to support participants in renewing connections, reflecting on the election and its aftermath, and helping each other through challenging times. Keep an eye out for details and invitations.

You can find additional resources on the Center for Democracy and Civic Life website, and follow our myUMBC group for the latest events and information. We look forward to being in community with you and to doing this important work together in the days ahead.

David Hoffman, Director, Center for Democracy and Civic Life
Romy Hübler, Assistant Director, Center for Democracy and Civic Life
