Update on ACA Tax Forms (1095-B and 1095-C)
Health Tax Forms update
We were notified by the State of Maryland that the IRS extended the deadline in which 1095 Tax forms can be mailed to employees to March 2, 2017.
IRS Issued the following F&Q's found in the link below regarding the 1095 B & C tax forms for the 2016 Tax Filing:
When will I receive these health care tax forms?
The deadline for insurers, other coverage
providers and certain employers to provide Forms 1095-B and 1095-C has
been extended to March 2, 2017.
Must I wait to file until I receive these forms?
Some taxpayers may not receive a Form 1095-B or Form 1095-C by the
time they are ready to file their 2016 tax return. While the information
on these forms may assist in preparing a return, they are not required.
Individual taxpayers should not wait for these forms and file their
returns as they normally would.
.... It is not necessary to wait for Forms 1095-B or 1095-C in order to file. Like last year, taxpayers can prepare and file their returns using
other information about their health insurance. You should not attach
any of these forms to your tax return.

UNUM Special Enrollment Starts Feb. 1st
This is your change to enroll in Long-Term Disability!
** UNUM Special Enrollment Notice**
February 1 - March 1, 2017
UNUM,
our Long-Term Disability (LTD) and Group Term Life carrier, is doing a
special enrollment from February 1, 2017 - March 1, 2017 to allow
employees to add new coverage or make changes to their UNUM LTD or Life Insurance coverage. UNUM has already started sending emails to current employees and letters will go out to current UNUM participants.
If you receive communication from UNUM, here are a few helpful tips:
1. If you receive an email from University System of Maryland -
UNUM (from the email address of:
donotreply@unum.com) this is
legitimately from the USM/
UNUM team pertaining to this Special Enrollment.
2. LTD and Life benefits through
UNUM are
not through the State of Maryland and are through the University System of Maryland (USM).
3. The
UNUM Special Enrollment period is strictly for
UNUM benefits and is
not for health, dental, prescription, Minnesota Life, AD&D or Flexible Spending.
4. The
UNUM Special Enrollment allows employees to elect LTD and Life Insurance (up to $100,000) through
UNUM with
no medical underwriting (i.e. no Medical Questions will be asked).
5. The rates have decreased for both
UNUM Life and LTD plans.
6. New UNUM coverage will become effective on April 1, 2017.
7. If you have UNUM benefits and are not making changes you do not need to do anything.
8. For more information, rates, and to enroll please see the following website before March 1, 2017:

We have been made the following changes to the Payroll website:
- 2016 W-2s have been mailed and are available via the Payroll Online Service Center*.
Your 2016 W-2 – This document provides a thorough explanation on what all the numbers mean and how they relate to your year-end pay stub.
* Google chrome may not allow you to access your W-2, try a different browser.
- 2017 W-4 tax forms are now available
- Exempt from Tax Withholding (Federal and/or State)
- Employees who claimed exempt for Federal and/or State income tax withholding must file a paper version of the W-4 annually if they wish to remain exempt in the next calendar year. Employees claiming exempt cannot use the Payroll Online Service Center (POSC). It is the employees responsibility to refile each year or they will be tax and the highest withholding if a form is not received by CPB no later than February 15, 2017. The 2017 tax forms are available on the payroll website. Payroll will also send an email directly to the exempt employees impacted.
- Address changes (active and terminated employees)
Since W-2’s have already been mailed, the quickest way to receive your W-2 is to print it directly from your POSC account. If you have not set-up this account, more information is on the HR, Payroll website.
If you have direct deposit and also have not created your POSC account, contact your departmental payroll representative and they can provide you with your most recent check/advice number. You will need a RECENT advice number to set-up your account.
If the employee has terminated and already established a POSC account, they may retrieve their W-2 otherwise they can contact Central Payroll Bureau at 410-260-7401 to update their address and get a duplicate W-2.
The 2017 new hire packets have been updated on the HR, Payroll website to include the updated I-9 and 2017 Maryland W-4. The new I-9 form is required. In addition, the social security number verification is not required but it is important that this number is entered on the PAR form correctly.
Eligible employees are encouraged to submit your form as soon as possible to Human Resources to avoid any applicable late fees!
Employees and eligible Dependents Attending UMBC should get their Tuition Remission forms in to UMBC HR by Friday, January 13, 2017.

The IRS recently announced an increase to the 2017 healthcare Flexible Spending Account (FSA) limit from $2,550 per year to $2,600 per year.
This announcement came after our initial wave of open enrollment communications. It is important that employees who wish to contribute to the new FSA maximum of $2,600 in 2017, call the Interactive Voice Response (IVR) system prior to Tuesday, November 15th. In addition, those currently enrolled in flexible spending who wish to contribute in 2017 must call the IVR. The minimum contribution is $5.00 per pay and the maximum biweekly amount for the healthcare FSA is $108.33 per pay. For more information on Flexible Spending and the biweekly calculations, please visit the

FLSA Frequently Asked Questions
The U.S. Department of Labor recently approved updates to
the Fair Labor Standard Act (FLSA) regulations regarding minimum salary
requirements for exempt staff and non-teaching faculty. The change raises the existing salary minimum
of $23,660 to $47,476 regardless of employment percentage (fte). Employees who do not meet specific exemptions
and whose current salaries do not meet the required minimum will be designated
as eligible for cash overtime. Employers
are required to implement the change by December 1, 2016.
With the change to the FLSA regulation, we face some
difficult decisions for the next fiscal year.
As a University System, we are faced with the following options:

designate employees who do not meet the new
minimum as overtime eligible (potentially nonexempt status); or
·
increase the salaries of affected employees to
the new FLSA minimum.
